Rapporteur Report
With regard to the project F019, no comments were posted by the deadline.
However, after reconsidering with other offices JP shall post following proposals
to amend our preceding Rapporteur Proposal (Annex 7).
(1) In the previous Rapporteur Proposal (Annex 7), following statements
were presented:

(5) The overlap between groups H02K 11/10, H02K 3/42 and H02K 5/00, and
whether H02K 5/00 covers only mechanical shielding arrangements;
H02K11/10 covers structural association of materials which "shield" already
generated electromagnetic noise (including electro-magnetic interference
causing noise). Therefore, for an art that comes under protective devices,
H02K11/10 may overlap with H02K3/42 or H02K5/00.
However, a subject matter which can be wholly classified in one of groups
H02K1/00 － 5/26, which generally provides classification places for subject
matters of details in nature, should be classified in H02K1/00 － 5/26 and not in
H02K11/00. Therefore, JP proposes to add a limiting reference related to the
argument mentioned above to the title of H02K11/00. Namely, JP proposes to
add wordings of the a) below to the title of H02K11/00. Furthermore, JP
proposes to add wordings of the b) below to the title of H02K11/10. This
reference overlaps with the reference in H02K11/00. However, this reference is
considered to be useful; thus, it should be added.
a) (details of the magnetic circuit H02K 1/00; details of windings H02K 3/00;
Casings, Enclosures, Supports H02K 5/00)
b) (means for preventing or reducing eddy-current losses in the winding heads
by shielding H02K 3/42)
For example, a casing which is electric or magnetic shield in itself shall be
classified in H02K5/00. And, H02K 5/00 covers the casing of the motor, which
could also offer a mechanical shielding to the machine.
On the other hand, a material which produces electric or magnetic shielding
effect as a result of structural association of materials with casings shall be
classified in H02K11/10. And if the machine casing has specifically defined
relevant electromagnetic shielding, it should be classified additionally in
H02K11/10.
(2) In the previous Rapporteur Proposal (Annex 7), following statements
were presented:

(2) Whether "by a specific arrangement of components" better reflected the
intended scope of group H02K 11/023;
JP shall not modify the H02K11/023 title. The proposed title "by a specific
arrangement of components" is not acceptable because is not clear as to what
falls under the word "specific.
(3) The differences of the titles between groups H02K 11/02 and H02K 11/024
and whether "details of suppressor" is a better title for group H02K 11/024;
JP proposes to change the H02K11/024 title to "by means of suppressors."
Among the groups H02K11/02-028, structural association of means established
primarily for suppression of electro-magnetic interference is covered by
H02K11/024-028, and structural association of existing components which
suppress electro-magnetic interference and likes is covered by H02K11/02-023.
JP’s original intention was that H02K11/023 to provide for specific arrangement
of existing components which suppress electro-magnetic interference. At the
same time, JP intended H02K11/024 to provide for an art which, together with a
suppressor arranged additionally, suppress electro-magnetic interference.
Hence, JP reconsidered clarity of the H02K11/023 title once again. Considering
also the difficulties in using this group, JP propose to remove the group H02K
11/023 from the proposed scheme.
As a result of removal of 11/023, the title of H02K11/024, which was
complementary to each other with 11/023, became unclear. JP therefore
proposes to delete H02K11/024 from the proposed scheme. Further, in order to
prevent the titles of 11/026 and 11/028 from losing clarity due to deletion of
11/024, JP proposes to add “Suppressors” to the titles of 11/026 and 11/028.
As a consequence, the hierarchy of groups 11/026 and 11/028 would need to
be changed from three dots to two dots.
(3) In the previous Rapporteur Proposal (Annex 7), following statements
were presented:

(6) The overlap between groups H02K 11/20 and H02K 3/44; H02K11/20 and
H02K3/44 overlap.
2. Rapporteur proposal
(1) …In order to cope with the overlap mentioned in 1. (6) above, structural
association with devices for protecting windings should be classified only in
H02K3/44.
JP reconsidered the case as follows:
For example, H02K11/20 covers the structural association of sensors, of
protections - in general of electric/electronic components, e.g. actuated by
temperature, current or voltage - or of switches with the electrical machine.
On the other hand, H02K 3/44 covers windings specially adapted for operation
in liquid or gas environment, e.g. particular type of insulation material or
arrangements for protecting the windings against moisture or chemical attack.
The protections referred in H02K 3/44 are therefore very different from the
protections referred in H02K 11/20. JP does not see an overlap between H02K
3/44 and 11/20. Further, the reference in H02K11/20 pointing to H02K3/44 is
believed to be rarely used during the search.
Therefore, the precedence reference in H02K11/20 pointing to H02K3/44 which
was proposed in the Annex 7 shall be deleted.
(4) In the previous Rapporteur Proposal (Annex 7), following statements
were presented:

(8) The possible modification of the title of residual group H02K 11/50 in line with
the standardized wording;
H02K11/50 is not a residual place. If an art is neither electrical devices nor
electronic devices, then it will be classified someplace else. Therefore, title
change is not necessary.
Using H02K11/50, JP intended to provide for future new invention structurally
associated with either electrical devices or electronic devices and not otherwise
provided for by the current scheme.
But, after reconsideration, JP agreed with the comment that it is difficult to
understand.H02K 11/50 intends to cover "other electrical devices or electronic
devices" than measuring or protecting devices or electric components. JP
suggests to use the standard wording for a residual group．And since this
subgroup will be used as a residual group, JP proposes to modify the
classification symbol to H02K11/99.
(5) In the previous Rapporteur Proposal (Annex 7), following statements
were presented:

As for the title of H02K11/20, JP proposes to change ", (colon)" into ";
(semicolon)" in accordance with the IPC Guide paragraph 40.
(6) In accordance with the IPC Guide paragraph 187, it is proposed to
replace the word "devices" with the word "apparatus".
In this technical field, the word “devices” is more commonly used than the word
“apparatus.”
Hence, if the majority rules to ignore the instruction of the IPC Guide and to use
the word “devices”, JP may use the word “devices.” On this issue, JP is very
much interested in knowing opinions of other offices.
