Participation information, Trophies and Spark Points
Categories
Students can compete in one (1) of three (3) categories for Spark Points. If participating as
an organization, one member of the group must provide proof of registration of the
organization within Student Involvement @ LBJSC for the current academic year.


Eligibility
Registered, Greek, and Residence Hall student organizations may choose to participate in
Homecoming events as a group. Organizations must provide proof of registration at the
first event attended. One representative from the group must sign in at each event.
*IMPORTANT: ALL GROUPS PARTICIPATING MUST BE CURRENTLY REGISTERED WITH STUDENT
INVOLVEMENT @ LBJSC. FOR CLARIFICATION ON THE ABOVE CATEGORIES AND TO SEE IF YOUR
ORGANIZATION QUALIFIES, SEE THE GUIDELINES AND PROCEDURES FOR THE GOVERNANCE
AND REGISTRATION OF STUDENT ORGANIZATIONS, IN THE STUDENT ORGANIZATIONS

Homecoming Royalty Selection Information
A. Homecoming King and Queen
1. Nomination Procedure & Information
i. A nominee does not have to be a member of the nominating organization or
residence hall. Homecoming King or Queen Nominees may not be nominated for
Gaillardian.
ii. The Homecoming Court will be announced at the Talent Show. The King and
Queen will be announced at halftime of the Homecoming football game.

iii. Nominees must sign up by the due date of nomination forms. All nominees must
submit a picture to be used on the on-line voting website. On-line voting will be
used for court and Gaillardian elections.
iv. The nominee must submit the fully completed nomination form by the entry
deadline. No late entries will be accepted. It is the responsibility of the nominee
and/or organization to comply with the established guidelines. Failure to do so
will invalidate the nomination.
2. Nominee Eligibility Requirements
i. Must have a cumulative Texas State GPA of 2.75.
ii. Must be a full-time Texas State undergraduate student (12 hours or more with the
exception of a December graduate who lacks less than 12 hours to complete
graduation requirements or a person who is student teaching in the Fall). A
nominee who drops below 12 hours between the time of nomination and
Homecoming will be ineligible.
iii. Must have completed a minimum of 56 hours of course work at Texas State
(except for transfer students, who must complete 26 hours of course work at
Texas State).
iv. Must agree in writing to attend the required events as a King or Queen Nominee.
v. Nominees may be declared ineligible for reason of inappropriate behavior at any
Homecoming event. This includes, but is not limited to, inebriation, failure to
comply with the directives of a university official, or any other violation of Section
2.02 in The Texas State Student Handbook. Such behavior will be determined by
the Associate Director of the LBJ Student Center in consultation of the event
coordinators.
*IMPORTANT: If the nominee does not meet the above qualifications, he or she will not be
considered. If the nominee does not meet the above requirements, Student Involvement @ LBJSC
will notify the nominee and/or organization.
*All SACA coordinators are ineligible to be on the Homecoming Royalty Court, and participate in
all Homecoming Activities.
3. Duties

4. Selection Process
i. All nominees will be required to go through the application and voting process.
ii. The student body will then vote for the Homecoming Court on-line.

1. Nomination Procedure & Information
i. Student Organizations, Greek organizations, and Residence Halls may nominate
two candidates per organization. The nominee(s) do not have to be members of
the nominating organization or residence hall. Gaillardian nominees may not be
nominated for Homecoming King or Queen.
ii. The nominee must submit the fully completed nomination form, which must be
completed in full and accompanied by an appropriate digital picture, by the entry
form deadline. No late entries will be accepted. It is the organization’s
responsibility to comply with the established guidelines. Failure to do so will
invalidate the nomination.
2. Nominee Eligibility Requirements

ii. Must be a full-time Texas State undergraduate student (12 hours or more with the
exception of a December graduate who lacks less than 12 hours to complete
graduation requirements or a person who is student teaching in the Fall). A

comply with the directives of a university official, or any other violation of Section
2.02 in The Texas State Student Handbook. Such behavior will be determined by
the Associate Director of the LBJ Student Center in consultation of the event
coordinators.

*NOTE: Gaillardian nominees will be introduced at the Talent Show with the final 12 announced
during the show. Nominating organizations are encouraged to attend the Halftime Show and
Talent Show to support their nominees. Failure to arrive to Talent Show by the required time will
result in disqualification of the nominee.
ii. The top 12 Gaillardian winners will be required to attend:
a. Talent Show Dress Rehearsal
b. Talent Show
c. Homecoming Tailgate Hospitality Tent
d. Homecoming Halftime show
*NOTE: Nominees are asked to wear formal attire for the Talent Show, Hospitality Tent, and
Halftime Show.
C. Dukes and Duchesses of the Residence Halls
1. Eligibility Requirements
i. The student must reside in the hall which they represent.
ii. The student must be in good standing with the University and the Department of
Housing and Residential Life.
iii. Must be a full-time Texas State student (12 hours or more).
2. Selection
i. Each hall council may submit one name as their representative to the homecoming
court, unless the hall is co-ed. If co-ed, the hall council may submit two
representatives.
ii. It is up to each hall council to create and coordinate a selection process for their
representative(s).
3. Duties
i. Dukes and Duchesses are required to attend:
a. Talent Show Dress Rehearsal
b. Talent Show
c. Homecoming Tailgate Hospitality Tent
d. Homecoming Halftime show

*NOTE: Nominees are asked to wear formal attire for the Talent Show, Hospitality Tent, and
Halftime Show.
*IMPORTANT: Due to the fact that only residence halls have a Duke or Duchess, (Student and
Greek organizations do not have this category) there will not be spark points given for Duke or
Duchess on the court.
III.
Homecoming Spirit Displays
A. Residence Halls Displays
Each group will decorate the lobby of participant’s respective residence hall. Residence
Halls are not required to pay entrance fee if only participating in the lobby display.
1.
Displays must be completed and displayed by Sunday, November 1, 2015 to receive
participation points.
2. It is the responsibility of participants to authorized display location by Resident Director
of residence hall.
B. Student Organization Spirit Flags
Any student organization may decorate one flag display. When an organization registers
and payment is made, they can pick up their flag from the SACA office.
1. Flag can be picked up from the SACA Office (LBJSC 4-4.1) October 1st – October 16th,
2015 between 8:00am and 5:00pm
2. Displays must be completed and brought to the Homecoming Spirit Rally at 5:00pm to
receive participation points and compete in display judging
3. Organizations are encouraged to display their flags at their house/office/hall during
Homecoming and/or bring it to various Homecoming events.
 Submit a $30 entrance fee in cash or a check payable to Texas State University
delivered to the SACA office. This will include the flag. Cash & Check ONLY.
 Residence halls are permitted to participate in both the Spirit Flags Competition
and Residence Halls Displays contest if they desire. Payment will be required for
the Spirit Flags Competition.
*NOTE: The Homecoming Board has the right to deem any flag inappropriate and disqualify the
organization.


IV.
Spark Point System
Points for Homecoming Spirit Displays can be awarded for participation as well as
for 1st and 2nd place winners in each category. (5 points for participation, 15 points
for 1st and 10 points for 2nd place)
Homecoming Events Information
A. Spirit Rally
The Homecoming Spirit Rally is a tradition hosted by the Student Association for Campus
Activities (SACA). The purpose of the Spirit Rally is to rally support and increase excitement
and pride for the Homecoming football game and festivities. Activities at the Spirit Rally
may include but are not limited to: spirit flag judging, best-dressed fan contest, minute-towin-it games, etc.
*NOTE: Organizations/individuals must check-in at each event in order to be eligible to be counted
for spark points.
B. Soap Box Derby
The Homecoming Soap Box Derby is sponsored annually by SACA. The purpose of the
event is to promote school spirit and unity among the many organized groups that
comprise the Texas State University campus. The teams participating in this event build
soapbox derby cars and compete for the first place trophy. The following rules and
regulations are designed to provide uniformity of cars for a safe and exciting race.
1) Width- Overall width of the car cannot exceed 40 inches (102 cm), wheel to
wheel.
2) Length- Overall length cannot exceed 84 inches (213 cm).
3) Wheels and Axlea. The wheels may not be less than 7 inches (18 cm) in diameter (top to
bottom).
b. The wheels must not exceed 12 inches (30 cm) in diameter.
c. The car must run on four wheels. Two front and two rear, as an
automobile.
d. The brakes on the car must be in working order. It is suggested that the
nose of the car be built to withstand the impact of several hay bales that
will be at the bottom of the hill. SACA will have the right to disqualify
any car which brakes are not adequate to stop the car.
e. The steering on the car must be functional.
f. An approved motorcycle helmet is required for the driver(s).

*NOTE: A full effort will be made to remove buses and cars along the soapbox route.
Texas State University, its agents, or agencies, or SACA, who acts as sponsors of the
Soap Box Derby, shall not be held liable for accidents or injuries resulting from
participation in the Soap Box Derby. All drivers must be 18 years or older and must sign
the event participation form. A driver who does not sign the participation form will not
be eligible for competition. ID’s will be checked before the race. Each organization will
be required to sign a liability waiver to this effect.
4) Judging- There will be three divisions in the Soap Box Derby:
a. Small Group
b. Mid-Size Group
c. Large Group
5) All participants must check in two hours prior to start of derby to assess that car
meets all designated specs and requirements.
C. Powder Puff Tournament
 Submit a $30 entrance fee in cash form or a check payable to Texas State
University delivered to the SACA office. This will include each team’s referees.
Cash & Check only.
*Note: Only women are allowed to participate in the event.*
INTRAMURAL FLAG FOOTBALL RULES
Intramural football games will be conducted under the rules of the NIRSA- National
Intramural/Recreational Sports Association- with the following modifications:
THE GAME, FIELD, PLAYERS, AND EQUIPMENT
I.
GENERAL INFORMATION
The Players - The game shall be played between 2 teams of 7 players each. 5 players
are required to avoid a forfeit. A team must start if 5 players are present. If for any
reason a team drops below the minimum number of players (5), it may continue to play
if the Referee feels they still have a chance to win
Scorecards and ID - Signed scorecards constitutes a roster of eligible players. Please
PRINT the names LEGIBLY on the scorecard. Proper ID must be carried for all intramural
contests.
Team Captains - Each team shall designate to the Referee the team captain. The
captain’s first choice of any penalty option is irrevocable. Decisions involving penalties
shall be made before any charged time-out is granted to either team. The team captain
is responsible for information contained in the Intramural Flag Football Rules, and the
intramural policy and procedures.

Persons Subject to the Rules - Team representatives including: players, substitutes,
replaced players, coaches, fans and other persons affiliated with the team are subject to
the rules of the game and shall be governed by decisions of official assigned to the
game.
II.
THE FIELD
Markings - The field shall be a rectangular area 100 yards x 45 yards. Lines to gain for
each tam are the 20, 40, and 20. Hash marks will be visible at the 3 & 10-yard lines at
both ends of the field. An “X” will be placed at the 14-yard lines on each side of the
field. The ball will be snapped at the 14-yard line to start of each half.
Inbounds/Out of bounds - The lines bounding the sidelines and the end zones are out
of bounds in their entirety, and the lines bind the inbounds area. The entire width of
each goal line shall be a part of the end zone.
Team Areas - Players, coaches, and fans shall stay between the 20-yard lines at all times
in the team areas. Repeated warnings about this rule will result in an unsportsmanlike
conduct penalty.
Ball Spotters - Two ball spotters will be used during play. One, which shall be orange in
color, will mark the offensive scrimmage line. The second, which shall be gold in color,
will mark the defensive scrimmage line. The spotters will be 1 yard apart for all contests.
III.
EQUIPMENT
The ball - The official ball shall be pebble-grained leather or rubber covered and shall
meet the recommendations of the size and shape for a regulation football. There are
no requirements regarding ball pressure and ball marking. Teams with all male
participants shall use the regular size football while women and co-ed teams have the
choice of using a regular or intermediate football. Teams are encouraged to provide
their own ball, however, one will be available for checkout from the Intramural
Supervisor on duty.
Flag belt - Each player must wear a one piece belt that is free of any knots clipped at
the waist line with three flags permanently attached, one flag on each side and one at
the center of the back. Flags shall be contrasting to team jerseys and also their
opponent’s flags. Flags will be provided to each team on site. Shirts must be tucked in
and flag belts must be word on the outside of all clothing!! Players may not wear shorts
with pockets or belt loops!

Team Jerseys - Teams shall wear shirts with or without numbers that are of the same
color. Team jerseys must contrast with the jerseys of the opposing team. Jerseys will be
provided on site. Jerseys may not be tied in any way to create a knot.
Shoes- Players must wear shoes, either soft soled soccer/football type cleats, tennis, or
Astroturf shoes. No sandals, boots, or metal/sharp plastic cleats will be allowed.
Supports, Braces, Gloves, and Pads - NO casts/splints will be allowed under any
circumstances. No pads or braces will be allowed above the waist. Players who wear a
knee brace with exposed metal or metal hinges are required to cover the exposed
metal. Players may wear gloves which consist of a soft, pliable non-abrasive material.
Any player wearing illegal or dangerous equipment shall not be permitted to play.
Jewelry is illegal equipment and may not be worn. All equipment shall be subject to the
approval of the Intramural Staff and their decisions shall be final.
PERIODS, TIME FACTORS, AND SUBSTITUTIONS
Game Time - Game time is Forfeit time. Any team not ready to play at game time is
subject to forfeit. A forfeit will forfeit the teams’ deposit.
Coin Toss - The Referee shall toss a coin and offer the winning Captain these options:
a. To defer his/her option until the second half.
b. Offense or defense.
c. To defend a specific goal.
At the start of the 2nd half, the loser of the first half coin toss shall have his/her option
to go on offense or defense, or which goal to defend, unless the first half winner
deferred his/her decision.
Starting the Game - Games will start with the offense having the ball to begin the first
half at their own 14-yard line with a first down line to gain to their own 20-yard line.
THERE WILL BE NO KICKOFFS. Second half will begin in a similar manner.
Time Factor - A game will consist of two 20 minute halves, and a half time of 5 minutes.
Continuous clock. The last 2 minutes of the second half only the clock will stop and
start similar to a regulation football game (i.e. incomplete pass, out of bounds, etc).
Mercy Rule - If at any time during the last two of the game, if a team is losing by 17
points (Co Rec-23 points) the game will be called.
Overtime procedure - In case of a tie, the officials will bring all players and coaches to
the center of the field to explain the overtime procedure. There will be only one coin
toss. Field captains will alternate choices if additional overtime periods are played. The
winner of the toss shall be given option of offense, defense, or direction. The loser of
the toss shall make a choice of the remaining options. Both teams will go the same

direction in overtime. Each team will be given a series of downs (4 downs) for the same
10-yard line. The object will be to score a touchdown. The goal line shall always be the
zone line-to-gain in overtime. If the first team which is awarded the ball scores, the
second team will still have 4 downs to attempt to win the game. Try for points will still
be attempted in a normal manner by any team who scores a touchdown. If the defense
intercepts the ball returns it for a touchdown, they will win the game. If they do not
return the interception for a touchdown, the ball will be placed at the 10-yard line to
begin their series of 4 downs.
Time-outs - Each team is allowed two 1-minute time-outs per half. Time-outs do not
carry over from one half to another. Each team will be given one time-out per overtime
period. If a team protests a rule interpretation and the ruling is not changed, they will
be charged with a time-out, if they have no time-outs left a delay of game penalty will
be assessed. If the call is changed, no time-out will be charged.
Substitutions - Players may substitute at any time between downs. Each substitute shall
be in uniform, ready for play, flag belt in position at the time of the substitution.
Penalty: Delay of Game, 5 yards.
BALL IN PLAY, DEAD BALL, OUT OF BOUNDS
Ball in Play – The offense must snap the ball within 25 seconds after the Referee has
blown the whistle to put the ball in play.
Penalty: Delay of Game, 5 yards, Dead Ball Foul.
Dead Ball – A live ball becomes dead as provided in the rules, or when an official
sounds the whistle, or otherwise declares the ball dead. The ball is declared dead when:
i.
It goes out of bounds
ii.
Any part of the runner’s person other than a hand or foot touches the
ground. Ball in possession is considered part of the hand
iii.
A touchdown, touchback, safety, or successful try-for-point is made
iv.
Any punt comes to rest on the ground and no player attempts to secure
it
v.
A forward pass strikes the ground or is caught simultaneously by
opposing players
vi.
A backward pass or fumble by a player strikes the group, or is caught
simultaneously by opposing players. A ball snapped from scrimmage, or
other backward pass, that hits the ground
vii.
A forward pass is legally completed, or a loose ball is caught by a player
on, above or behind the opponent’s goal line
viii.
A runner has a flag belt removed legally by a defensive player. A flag
belt is removed when the clip is detached from the belt.

A runner is legally touched with one hand between the shoulders and
the knee including the hands and arm when the flag inadvertently falls
off before being legally deflagged
A passer is deflagged or legally touched before releasing the ball
A muff of a protected scrimmage kick strikes the ground
The official sounds the whistle inadvertently during a down
Result: Team in possession at time of whistle may choose to take the
play from the spot or the ball at the whistle or replay the down. Note:
Any penalties that occur during this down will be accepted or declined.
Out of Bounds – A ball in player possession is out of bounds when the runner or the ball
touches the ground or anything else, except a player or game official, which is on or
outside a boundary line. If the runner inbound is touched by a player or an official on the
sidelines out of bounds, the ball is still in play. A loose ball is out of bounds when it touches
the grounds, a player, or anything else which is on or outside a boundary line. A player who
is catching a forward pass is considered out of bounds when any part of his/her person
contacts that area declared out of bounds. One foot inbound is needed for legal reception.
SERIES OF DOWN, NUMBER OF DOWNS
Number of Downs – The team in possession of the ball shall have four consecutive downs
to advance to the next zone line-to-gain. A new series of downs shall be awarded when a
team moves the ball into the next zone.
Line to Gain – The zone line-to-gain in any series shall be the zone in advance of the ball,
unless the distance has been lost due to penalty or failure to gain. In such case, the original
zone in advance of the ball at the beginning of the series of downs is the zone line-to-gain.
The most forward point of the ball, when declared dead between the goal lines, shall be the
determining factor if a line-to-gain has been achieved.
KICKING THE BALL
I.
FREE KICK (Kick-off) NOTE: THERE WILL BE NO KICK-OFFS AT ANY POINT.
II. PROTECTED SCRIMMAGE KICK (Punt)
Decision to punt – Prior to making the ball ready for play on fourth down, the Referee will
ask the offensive captain if he/she wants a protected scrimmage kick (punt). The Referee
will then communicate this decision to the defensive team captain. The offense may
request a punt on any down. After such announcement, the ball must be kicked. Exception:
if a) a team time-out is called, or b) a penalty occurs anytime during this down which
results in the right of the kicking team to repeat the down. The Referee must then again ask
the offensive captain whether he/she wants a punt.

Formation – Neither K nor R may advance beyond their respective scrimmage lines until the
ball is kicked. After receiving the snap, the kicker must kick immediately and in a continuous
motion. The kicking team must have all players (except the punter) within 1 yard of their
scrimmage line and remain motionless until the kick is made.
Penalty: Illegal Procedure, 5 yards. Previous spot.
Recover – If a punt touches a player on either team and then hits the ground it is dead and
belongs to R. If a punt hits an R player, and is then caught in the air by R it can be
advanced. If a punt hits an R player, and is caught in the air by K it belongs to K at that
spot. If R catches a punt and then fumbles, and K catches the fumble in the air before it hits
the ground it can be advanced by K.
Penalty: Illegal Procedure, 5 yards.
Out of Bounds and ball at rest – If a punted ball goes out of bounds anytime before being
touched, or comes to rest between the goal lines it shall belong to R at the spot. If the ball
goes out of bounds behind the goal line, it may be taken as a touchback and put in play at
R’s 14-yard line or R may advance it out the end zone.
III. INTERFERENCE, FIRST TOUCHING, AND FAIR CATCH
Interference – No member of K may interfere with the ability of R to catch a protected
scrimmage kick. This includes anytime K touches the ball or any R player while the ball is in
flight.
Penalty: Kick Catch Interference. R may take the ball at the spot of the foul, or accept 10
yard penalty from the previous spot and re-kick.
First Touching (ball not in flight) – If any member of K touches the kicked ball first, either
before or after it crosses the line of scrimmage, it is referred to as first touching and R may
take the ball at that spot or at the spot determined by the action that follows first touching.
R loses the right to take the spot of first touching if during the return a foul is committed by
R, or any penalty is accepted by R.
Fair Catch – NO FAIR CATCH. There are no signals, fair catch or otherwise, during kicks.
SNAPPING, HANDING, AND PASSING THE BALL
I.
THE SCRIMMAGE AND SNAP
The snap – The snapper shall pass the ball back from its position on the ground with quick
and continuous motion of the hands. They do not have to pass the ball between the legs.
1. Following the ready for play signal, no defensive player may break the
plane of the restraining line at any time until the ball snapped.
Penalty: Encroachment, 5 yards.

2. No offensive player shall make a false start or any action that simulates
the start of the play. This penalty may be enforced regardless if the ball
is snapped.
Penalty: Illegal procedure, 5 yards.
3. The snapper must have both feet behind the scrimmage line. They may
also not simulate the start of the snap.
Penalty: Illegal Procedure, 5 yards.
4. The player receiving the snap must be at least 2 yards behind the
scrimmage line at the time of the snap.
Penalty: Illegal Procedure, 5 yards.
Legal Positions – All players are subject to motion, position, and illegal procedure rules.
1. Anytime at or after the ball is ready for play, each Team A player must
momentarily be within 15 yards of the ball before the snap.
Penalty: Illegal Procedure, 5 yards.
2.
During the snap, the offense must have at least 4 players on their
scrimmage line.
3.
Three, and four point stances are illegal.
4. One offensive player may be in motion, but not in motion toward the
opponent’s goal line at the snap and must not be one of the 4 players
established on the line of scrimmage.
5. Following a huddle or shift, all offensive players must come to a
complete stop and remain stationary for one full second before the
snap.
After the Play – Offensive players are responsible for retrieving the ball after the scrimmage
down. The snapper will bring the ball from the huddle to the scrimmage line.
II. HANDING THE BALL
Handing – Note: Co Rec restrictions noted in #4.
1. Any player may hand the ball backward at any time.
2. During a free kick down, a player may not hand the ball forward to a
teammate.
3. During a scrimmage down an offensive player may hand the ball
forward behind the scrimmage line only to any line player who has
clearly faced his/her goal line by moving both feet in a half-turn and is
at least 1 yard behind the scrimmage line when he/she receives the ball
or to a teammate who, at the snap, was behind his/her line of
scrimmage or an end of his/her scrimmage line and was not the
snapper. Simple terms = no sneak hand-off.
Penalty: Illegal Handing, 5 yards and loss of down.
III. PASSING AND RECEIVING

Legal and Illegal Forward Passing – All players are eligible to touch or catch a forward pass.
1. Only ONE forward pass may be thrown per down. A forward pass is
illegal:
a)If either of the passer’s feet are beyond the offensive line of
scrimmage when the ball leaves his/her hand;
b) If thrown after team possession has changed during the down;
c) If intentionally grounded to save loss of yardage;
d) If a passer catches his/her untouched forward pass;
e)If there is more than one forward pass per down
BACKWARD PASS AND FUMBLE
1. A runner may pass the ball backward anytime.
2. A backward pass or fumble may be caught or intercepted in flight
inbounds by any player and advanced.
3. A backward pass or fumble which goes out of bounds between the goal
lines belongs to the team last in possession at the out of bounds spot.
4. A backward pass or fumble which touches the ground between the goal
lines is dead at the spot where it touched the ground and belongs to
the team last in possession unless lost on downs.
5. A backward pass or FUMBLE by the offense that first hits the ground in
a)The team’s own end zone is a safety, or b) in the opponent’s end zone
is a touchback.
Pass Interference – Intramural Football is NOT a CONTACT sport, however, incidental
contact will occur.
1. There shall be no offensive screening/blocking beyond the scrimmage
line when a legal forward pass crosses the offensive scrimmage line.
Penalty: Offensive Pass Interference, 10 yards from previous spot, loss of
down.
2. There shall be no defensive pass interference beyond the scrimmage
line while a ball is in flight, which crosses the offensive scrimmage line.
Penalty: Automatic First Down at spot of the foul.
3. In #1 and #2 above, pass interference is defined as bumping, pushing,
or unnecessary contact with an opponent OR restricting a player from
access to a pass while on offense or defense.
4. Players may NOT “go through opponents” to get to a ball that is in
flight.
General Information

1.
A pass is any exchange of the ball that involves air time. This can be a
forward or backward, overhand, underhand pitch, or any other toss or
flip of the ball.
CO REC NOTE: In order for a completed pass that involves a female for
positive yardage to open the next play, the pass itself must be forward.
2. The pass begins when the ball is released from the passer’s hand. The
ball is dead if the passer is deflagged or legally touched before the
release.
3. The initial direction of a pass determines whether a pass is forward or
backward.
4. If a forward or backward pass is caught simultaneously by opposing
players, the ball becomes dead, is considered a completed pass, and
belongs to the offensive team.
SCORING, PLAYS AND TOUCHBACK
SCORING
Touchdown: If a female scores a touchdown, the point value is 9. If a female player throws
a legal forward pass and a touchdown is scored by any Team A player, the point value is 9
(Co Rec Only). All other touchdowns are 6 points.
Try-for-point: Ball in play from the 3 yard line = 1 point
Ball in play from the 10 yard line = 2 points
Note: An intercepted pass or fumble during the try that is returned for a
touchdown = 2 points
Note: The try is over when: Team A commits a loss of down foul during the try,
or Team B commits a foul following a change in possession during the
try.
Safety: When a safety is scored (2 points) the ball belongs to the scoring team at their own
14-yard line, unless moved by penalty. It will be put into play with a first down line to gain is
their own 20.
General Information – After any score, the ball shall be placed in play at the opposing
team’s 14-yard line, unless move by penalty.
1. To be rules a touchdown, the ball must be on or over the goal line.
2. The player scoring the touchdown must raise his/her arms so the nearest
official can deflag the player. If the official determines the flag belt has
been secured illegally, the touchdown will be disallowed. The player is
disqualified from the game and it is a foul.
Penalty: 10 yards from the previous spot, loss of down.
3. Once the captain makes the choice for one or two points after a
touchdown, he/she may change the decision only after an offensive or
defensive charged time-out.

4. A team, which intercepts a pass in its own end zone, may advance the ball
out of the end zone. It is a touchback if the interceptor is deflagged
before leaving his/her end zone.
CONDUCT OF PLAYERS
PERSONAL FOULS
A. There shall be no personal fouls committed by players, substitutes, or coaches.
Personal fouls may include, but are not limited to:
1. Using fist, foot, knee, or leg to contact an opponent;
2. Tackling the ball carrier;
3. Steal, attempt to steal or strip, or bat the ball from a payer in possession;
4. Illegal contact;
5. Hurdling an upright player, tripping, clipping, etc.;
6. Unnecessary roughness;
7. Touching a player or ball carrier with undo force;
8. Roughing the passer (automatic first down) – applies only to the player
throwing a legal forward pass behind the offensive line of scrimmage. If a
defender contacts the passer in any fashion, whether or not he/she
touches the pass, it is roughing the passer.
Penalty: For 1-8 above: Personal Foul, 10 yards, flagrant offenders will be
disqualified.
B. The runner may not:
1. Be aided by a teammate (grabbed, pushed, or pulled);
2. Stiff-arm an opponent;
3. Guard their flags by blocking with arms, hands, or the ball, and thereby
denying an opponent the opportunity to pull or remove the flag belt
Penalty: Flag guarding, 10 yards from the spot of the foul.
BLOCKING AND SCREENING
A. Blocking, as in regulation football, is prohibited. A player may not use his/her
hands or body to block or ward off an opponent.
Penalty: Personal Foul, 10 yards.
B. Offensive players may protect the runner by screening. The offensive screen
block shall take place without contact and the screener may maintain a position
(moving or stationary) between the defensive player and the runner. The screen
blocker shall have his/her arms at their sides or behind their back. Any use of
arms, elbows or legs to initiate contact during an offensive player’s must remain
on their feet before, during, and after a screen blocking. No part of the
screener’s body, except their feet may be in contact with the ground.
Penalty: Illegal contact, 10 yards.
C. Defensive players must avoid the offensive player’s screen block.
Penalty: Personal Foul, 10 yards.

D. The runner may not stiff arm or lower a shoulder into an opponent.
Penalty: Personal Foul, 10 yards.
E. Illegal contact between the blocker/rusher will be called against the player
determined to have initiated contact (similar to “block/charge” in basketball).
Penalty: Personal Foul, 10 yards.
FLAG REMOVAL
I.
Deflagging (removal of the flag by a player) is allowed only under special
circumstances similar to tackling in football in that players must have possession
of the ball before they can be deflagged.
II.
When a runner loses his/her flag belt either accidentally, inadvertently (not
removed by grappling or pulling), or on purpose, play continues. The
deflagging reverts to a one hand tag of the runner between the shoulders and
the knees.
III.
In circumstances where the flag belt is removed illegally, play should continue
with the option of the penalty or the result of the play.
Penalty: Personal Foul, 10 yards.
IV.
Pulling or removing a flag belt from an offensive player without the ball is a
foul.
Penalty: Personal Foul, 10 yards.
V.
Tampering with the flag belt in any way to gain an advantage including tying,
using foreign materials, or other such acts is a foul.
Penalty: Unsportsmanlike Conduct, 10 yards from previous spot, loss of down,
player disqualification

INTRAMURAL 3-ON-3 BASKETBALL RULES
TEAM COMPOSITION
 Two teams of three players each, with a maximum of two substitutes each, will play a halfcourt game. Teams must have at least two players at game time to begin play.
 If two players are not available at game time, the team forfeits.
GAME TIME & SCORING
1. The game will consist of two 10-minute halves with a 2-minute halftime intermission. The
clock will run continuously for the entire game. All games will begin simultaneously with the
buzz of the scoreboard horn. Game time kept on the large scoreboard for all games.

2. There are NO timeouts. In case of injury, time will be kept by the court monitor for the
affected game.
3. Winners need only win by one point. Teams that are tied at the end of 20 minutes will
play a 2-minute overtime period. All foul totals will carry over. If the game is still tied at the
end of the overtime period, the winner will be determined by a shootout. The shootout will
consist of the three players from each team that are on the court shooting free throws. A
coin flip will decide the order that the teams shoot. Each player will shoot one free throw.
The team with the highest total made will be the winner. If there remains a tie, a suddendeath shootout will occur.
4. All baskets made from inside the 3-point line will count as one point. All baskets beyond
the 3-point line will count for two points. All converted foul shots will count as one point.
5. Each team will be required to take a shot at the basket within 30 seconds after taking
possession. The rule has been implemented to eliminate a team from stalling to retain
possession near the end of the game. Violations of this rule, including non-legitimate shots,
will results in an offensive turnover and possession for the defending team.









For any foul committed during the first 8 minutes of the half:
Common fouls shall result in loss of possession for the offending team,
Offensive fouls shall result in disallowing a converted basket and loss of possession,
Shooting fouls with a missed basket shall result in retained possession, and
Shooting fouls with a converted basket shall result in the basket counted and loss of
possession.
For fouls committed in the final 2 minutes of each half:
All common fouls shall result in one foul shot for the offended team,
Offensive fouls shall result in disallowing a converted basket and loss of Possession.
Shooting fouls with a missed basket shall result in one foul shot.

After all free throws (made or missed) the ball will change possession. There will be no
lining up in the lane for free throw attempts.
VII. SUBSTITUTIONS
Substitutions may be made after a basket, a foul or stoppage of play.

IV. COURT MONITORS
1. There will be one court monitor on every game. The monitor is present to oversee the
game and keep score and foul totals. Should a disagreement arise, the decision will be
settled by a coin toss.
2. Fighting will not be tolerated. Fighting and excessive arguing will result in team dismissal.
The court monitor may penalize any player, substitute or coach for unsportsmanlike
conduct by immediate ejection and banishment from the playing area.
V. GAME RULES
Possession to start a game/overtime will be determined by a coin toss.

Ball possession changes after a made basket unless a foul is awarded. The imaginary "check
line" is at the top of the key (3pt Line). To start a game/overtime, after a score or when a
foul is awarded, a player must pass the ball in from this check line. On defensive rebounds
or steals, the ball need only be taken anywhere beyond the line.
The defense must take the ball behind the check line on any play in which they gain
possession. Whether or not the ball has been shot or has touched the rim does not affect
this rule. In the event that the defense obtains possession and does not take the ball
behind the check line AND then attempts a shot, the shot and any related activity will be
disregarded and a turnover will result. The "new defense" is awarded the ball behind the
check line.









VI. FOULS
All common, personal and technical fouls shall be counted against a team total. In each
half, a bonus will be awarded on and after the 5th team foul. An individual player cannot
foul out of the game, but may be ejected for any cause by the court monitor or an IM
supervisor.
For any foul committed during the first 8 minutes of the half:

VIII. SPORTSMANSHIP
1. Sportsmanship is an important part of Intramural Sports.
2. Teams are responsible for keeping their spectators under control. Misconduct of
spectators and players may result in ejection and/or forfeiture of the game. Spectators
must remain in the out-of-play areas. Only players are permitted in the playing area.
3. Any player who uses foul language, violently protests a call, or curses an official or
supervisor, will be removed from the game and will automatically be suspended from
his/her team's next game. In addition, he/she will have to meet with the Director of
Intramural Sports during office hours (Monday through Friday, 10:00 a.m. to 4:00 p.m.)

before he/she is eligible to participate again. Any player who touches an official or
supervisor will be placed on suspension from all Intramural activities for a minimum period
of one calendar year from the time of the incident.
4. If at any time a team has 2 players or spectators ejected from the game, the offending
team will immediately forfeit the game.
5. Intramural Sports does not recognize the use of coaches. Only the team captain may
speak to the officials regarding administrative matters (protests, ejections, disqualifications,
etc.).
6. Teams shall assist in removing trash and equipment from their game area at the
conclusion of their game.
IX. Co-Ed Rules
1. Male points are worth 1 point for every basket. 2 points for made baskets outside the
arch
2. Female points are worth 2pt for every basket. 3 points for baskets made outside the arch.
NOTE: Players need not fill these spaces and the above rules only state the maximum
amount of players allowed in the lane.
V. Talent Show Information
A. Eligibility and Requirements
1. All participants representing an organization must be in good academic and conduct
standing with the university
2. Acts must audition with the song/act they will perform during the show. In addition all
members of the act must be present and participate in the audition.
3. Participants must complete and turn in the Talent Show participant form by the deadline.
In addition, participants must sign up for audition time, the day forms are due.
4. If the auditioning act is a group, one member of the group must submit the Participants
List to SACA. Each member must be present at auditions, tech rehearsal, dress rehearsal,
and talent show in order to perform.
B. Disqualifications
1. False Student ID
2. In possession of or under the influence of alcohol or any illegal substance during the
rehearsals or performance.
3. Acts deemed as inappropriate or offensive.
4. Smoking backstage or on stage.
5. Failure to attend regular rehearsals, Technical and Dress Rehearsal.
6. Failure to submit completed Liability Waiver Forms (one for each participant).
7. Acts using recorded music with audible lead vocal tracks for vocal performances.
8. No open flames of any kind on stage.
C. Categories

1.
Solo Music (1 persons): This category will include musical acts ranging in size from one to
four persons (including instrumentalists). Solo/Small Group Music acts may include either
vocal or instrumental performances or a combination of each.
2. Group Music (2+ persons): This category will include musical acts ranging in size from five
to twenty-five persons (including instrumentalists). Large Group Music acts may include
either vocal or instrumental performances or a combination of each.
3. Movement (1-25 persons): This category will include any form of dance or other artistic
movement. Acts in this category may include live or recorded musical accompaniment,
but no singing.
4. Miscellaneous/Variety Acts (1-25 persons): This category will include original performances
that do not fit into any other category. For example: stand-up comedy or sketch comedy,
performance art, dramatic or comic monologues, juggling, etc. However, any acts that
include singing will be placed in the Solo or Group Music categories.
*NOTE: Final show categories and participants in each category will be determined by talent show
staff after auditions. Category variations may occur.
D. Participants List
1. All persons performing with a group or acting as a stagehand or director must be listed
on the Participants List. This list must be typed and include the full names and PLID
numbers of each participant.
2. Student ID’s should be available upon request at auditions and all rehearsals. Students
who cannot verify current enrollment with their Student ID will not be allowed on stage.
Additional names may not be added to the Participants List. Substitutions are possible if
submitted in writing and approved by the Director of the Homecoming Talent Show.
E. Costumes Description and Props List
1. A brief description of all costumes and props used must be submitted to the Talent Show
Director in the SACA office, Rm. 4-4.1 in the LBJ Student Center.
2. At the final dress and tech rehearsals members must be dressed in costumes described
and all props must be used. The only props used at the show will be the ones used at
tech and dress rehearsals. Each act is required to provide all props.
F. Lighting Script
1. During the Technical rehearsal each group will run through the details of all lighting,
spotlighting, blackouts etc. Each act must be able to explain all lighting needs, ideas and
requirements to the Director. (All lighting needs will be subject to the equipment
available at Evans auditorium.) Participants must bring a complete lighting script to tech
rehearsal.
G. Timing
1. Each act is limited to a five minute performance. Set up and take down will be allowed an
additional five minute allotment.

H. Judges
1. Professionals in the arts and Texas State University - San Marcos community will select
the acts that will advance to the final show and will judge the performances during the
Talent Show.
The judges will base their selections on a 1 to 5 scale on the following criteria:
1. Performance:
a. Musicality
b. Vocal quality
c. Comic timing
d. Movement ability
2. Creativity
3. Visual effects (costuming, props, lighting)
4. Quality of Routine
I.
Backstage
1. There is a mandatory minimum of two, and a maximum of six backstage hands for acts
that use props and scenery.
2. All participating groups will be held responsible for any damages they incur during the
auditions, rehearsals or performances.
3. All participants must sign the waiver provided by Student Involvement @ LBJSC, which
states it is not responsible for any personal injuries or losses, including theft, during the
auditions, rehearsals, or performance.
4. No items may be left in Evans Auditorium. If they are left, there is a possibility of them
being thrown away.
J.
Awards
1. Awards may be given to the top performances in each category. In addition, the act with
the most performance points as assigned by the judges and crowd votes, will receive a
trophy for the Best Overall Performance. 1st and 2nd place winners of each category will
receive a certificate.
K. General
1. All required forms must be typed or written neatly, stapled and submitted on the
required date. Forms will not be accepted after 5pm.
2. At the discretion of the Talent Show Director, subject matter viewed as rude or offensive
must be removed from the act.
3. No objects may be cast offstage (e.g. confetti, candy)
4. No open flames of any kind on stage.
5. No elements may be used that will cause safety issues on the stage floor (such as sand,
water, powder, etc.)
6. All acts must enter from backstage and remain on stage, or the immediate backstage
holding area, during the entire Talent Show.

7. Singing over vocal tracks will not be allowed. Background vocals are allowed by the
discretion of the Talent Show Director.
8. Each act is responsible for providing any music needed. If recorded music is used, each
group is responsible for complying with ASCAP regulations and copyright laws.
9. At least one member of an act must be present during the awards ceremony at the end
of the show in order to win.
10. No money may change hands between the student organization sponsoring an act in the
Talent Show and an outside professional (i.e. costume, designer, choreographer, director,
etc.)
11. Points are given to organizations that attend and support the participants of the Talent
Show.
12. Gaillardian winners will be announced during the intermission of the Talent Show.
13. Groups attending the Talent Show to cheer on acts will be expected to act in an
appropriate manner. Inappropriate behavior and interrupting an act or the emcee will not
be permitted and will result in up to 5 penalty points and/or disqualification from the show.
The Talent Show Advisor and Director will make this decision.
14. Student Involvement @ LBJSC, SACA, and the Homecoming Committee reserve the right
to adjust these rules and regulations at their discretion in order to uphold the integrity of
the events.
Golf Tournament Rules
1. Please obey all Texas State Golf Course rules and regulations. Men will use the Blue Tees
and Women will use the Red Tees. Please show up at least 15 minutes prior starting time
and check in with a tournament staff member.
A. Scramble Rules
1. Participants will play a 2 person scramble format. Each player will hit his or her tee ball to
begin each hole. The team will choose the best shot and from that spot each player will hit
his or her second shot. This format will continue until completion of the hole and a single
score is recorded. Upon completion of the round, the 18 hole total will be the team’s overall
score.
2. A minimum of 5 tee shots must be used by each player on the team.
B. Shotgun Start
1. Each team of two will start from a selected hole of 1 through 9 as determined by the golf
course staff.
C. Scoring

1. At the completion of play all teams are to sign and attest their respective scorecards and
turn them into the Tournament Director. Each scorecard must have the signature of the
scorer as well as a signature from the participating team.
