The proposed Sustainable Livelihoods and Adaptation to Climate Change (SLACC) project seeks to establish a large scale proof-of-concept on integrating communitybased climate adaptation planning and implementation into livelihood support activities of the NRLM1/NRLP2, MKSP3 and MGNREGS4.The climate adaptation plans implemented under the proposed SLACC project will address the adaptation gap by focusing on interventions that specifically address the effects of climate change. The project will cover drought- and flood-prone areas and the agriculture sector will be at the core of the SLACC project. The SLACC will bring a comprehensive risk management approach to livelihood planning and implementation in the NRLM/NRLP, so that climate change impacts on livelihoods are mitigated. 2. The SLACC project with US$ 8 million grant from the Global Environment Fund’s (GEF) Special Climate Change Fund (SCCF) aims to support NRLM and intends to apply part of the grant proceeds to make payments under the contract for the following consulting services “Selection of Consultant as Lead Technical Support Agency (LTSA) on Climate Change and Adaptations” ; 3. Background: The SLACC project will be implemented in 2 states (Bihar and Madhya Pradesh) of the NRLM/NRLP reaching about 200 villages corresponding to approximately 10 blocks till June 2018. Ministry of Rural Development, Depart of Rural Livelihoods, is the key implementation agency and National Rural Livelihoods Promotion Society (NRLPS) under the MoRD would be responsible for management, supervision, guidance and technical support. The NRLPS will coordinate with the 1 NRLM : National Rural Livelihoods Mission NRLP: National Rural Livelihoods Project 3 MKSP: Mahila Kisan Sashaktikaran Pariyojana 4 MGNREGS: Mahatma Gandhi National Rural Employment Guarantee Scheme 2 State Rural Livelihoods Missions (SRLMs) for smooth implementation of the SLACC project and also be responsible for the development of a strategy for scaling-up climate adaptation interventions within the NRLM. 4. It is envisaged that an LTSA will be required for successful implementation of the SLACC project. The role of the LTSA includes: (i) development of planning and knowledge tools; (ii) strategic technical and operational support; (iii) training and capacity building; and (iv) policy inputs, documentation and sharing lessons. The LTSA will position two climate adaptation experts at the NMMU and one expert in each of the SRLMs to provide high-quality technical guidance and leadership. In addition the LTSA will provide thematic experts as required. 5. Scope of Work: The scope of work includes but is not limited to Develop climate adaptation planning and monitoring tools with an accompanying operational manual for use by community institutions; Provide technical support to the implementing partners in the states for the development and implementation of the Community Climate Adaptation Plans; Identify technical service provider organizations and develop the design of technical solutions in the areas of agro-advisories, weather index insurance and climate resilient agriculture, in collaboration with the NRLPS/SRLMs; Identify areas for which Technical Service Providers (TSPs) need to be hired by SRLMs, develop Terms of Reference, and coordinate with the TSPs after hiring to ensure quality outputs; Develop training curriculum and deliver training to staff and communities on climate change adaptation approaches in livelihoods; Prepare documentation, training and communications materials and knowledge products for sharing of lessons and dissemination 6. Outputs/deliverables: The outputs from the consultancy include manuals, toolkits, training curriculum and other documentation. The prominent feature of the LTSA’s delivery will have to do with demonstrating the ‘how to’ of climate change adaptation in collaboration with other players. 7. Invitation: MORD, now invites eligible firms (“Consultants”) to indicate their interest in this assignment and provide relevant information on their institutional expertise, qualifications and relevant experience to perform these Services. The key short listing criteria are: a. should have been registered with organizational set-up and structure with at least three years of existence ( Provide copy of registration certificate) b. The consulting firms/agencies/organizations must have an annual turnover of INR 2 Crore average turnover in the last three financial years. Audited statements must be attached with the EoI submission. c. Multidisciplinary technical team and expert staff availability for the assignment d. The consulting firms/agencies/organizations should have solid experience in engaging and providing technical support to community based livelihoods projects that have a focus on climate change adaptation and community planning, agriculture, natural resource management, forestry etc. ( attach latest copy of organization profile/ brochure ) e. Experience in design and delivery of capacity building programs for communities, project functionaries, etc. f. Ability to convene the relevant service provider organizations, research institutions, private vendors, NGOs, etc., to understand experiences, parameters, technical details and specifications to facilitate strategy and design of the technical solutions to be implemented within the SLACC project 8. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011)] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 9. Consultants may associate with other firms / agencies/ organizations in the form of a joint venture or a sub-consultancy to enhance their qualifications. 10. A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the Consultant Guidelines. 11.
