City of Cincinnati Fire Department – Fire Captain
1995 -Present
 Command Heavy Rescue Co.9 Responds to all technical rescues within the City of Cincinnati –
Manage the company’s 15 assigned rescue technicians and their training. Assist the Special
Operations Command with oversight of the Heavy Rescue Companies
 Lead Station/Engine 14, the City’s Explosive Ordinance Disposal Unit and Downtown response
company with approximately 40 assigned personnel. Managed station finances, personnel and
building maintenance issues. Integrated with other Federal Response Partners including the ATF, FBI
and TSA.
 Developed operating procedures and training program for the newly created Rescue Companies
 Developed the Rapid Assistance Team (RAT) Training Program. Despite no budget the program
trained over 1500 career firefighters and was later adopted regionally by over 53 fire departments
 Worked with my superiors to provide rescue training throughout the entire 850 man fire department
Anderson Township Fire Rescue Department – Firefighter / Paramedic

 Delivered fire and medical responses as part of a four person team in a suburban setting
Union Township Fire Department – Fire Lieutenant
 Station officer for members assigned
 Lead and developed newly revamped training bureau for combination department

 Served as the emergency operations chief and OSHA safety compliance inspector at a federal
nuclear weapons processing facility
Miami Township Fire Department – Part Time Training Specialist

 Developed the driver’s training program for a 65-person career department which adhered to all
applicable national standards. The program eliminated at fault vehicle accidents by department
members during my tenure

National Urban Search and Rescue (US&R) Training Working Group
 Sitting member of the National US&R Training Work Group
 Took a lead role in the writing of the FEMA US&R Training Strategic Plan
 As a member of a team, developed the training standards and position descriptions used nationally in
the Federal US&R response system for the 6700+ responders across 28 teams nationwide
Task Force Leader, FEMA US&R Ohio Task Force One (OHTF-1) Urban Search and Rescue Team
 Manage and lead the teams rescue component consisting of 84 members. These duties include
oversight of operational readiness and team operations while deployed
 Responded to numerous declared national emergencies, including the World Trade Center Response
on 9/11/01. and multiple hurricane / natural disaster responses
 Specialize in Operations with US Military Title 10 and 32 forces. Integration of FEMA US&R with
military counterparts at declared national disasters
Ohio Region Six Urban Search and Rescue Task Force
 Served as the Task Force Training Officer from 2002-2007
 Created budget proposals for projected annual training needs
 Ensured all matters pertaining to training met national recognized standards.

Served as part of the management team that resulted in our recognition by the Secretary of
Homeland Security, Tom Ridge, as the model for state and regional teams nationwide
