Which international norms and standards will this integrated policy initiative assist the government in better realizing? 1 2 Strategic Priority Area 3 of OPII This shows the current funding status UNRCO Page 1 of 2 13.10.14 v.1 The policy gap for this particular initiative came out after the 18th constitutional amendment where National Disaster Management Authority (NDMA) Pakistan has greatly devolved powers to Provincial Disaster Management Authorities (PDMAs). The proposed policy initiative is therefore necessary to help develop provincial disaster management policies. The outputs achieved through the proposed initiative will enable National Disaster Management Authority Pakistan (NDMA)/ Provincial Disaster Management Authorities (PDMAs) to better address the DRR issues through developing provincial disasters management policies which will be strategically linked to the National Drainage Program Project in Pakistan (NDP). The norms and standards that this policy initiative will contribute to assisting government will be as follows: Replicating good practices in Community Based Disaster Risk Management (CBDRM) and Village Disaster Committee (VDC), based on the Hyogo Frame Work for Action (HFA) with the involvement of all sectors. The Asian Disaster Preparedness Model will be applied in consultation with National Disaster Management Authority Pakistan (NDMA), Provincial Disaster Management Authorities (PDMAs) and District Disaster Management Authorities (DDMAs). The activities will be fully in line with National Disaster Management Authority Pakistan’s Disaster Risk Management Framework highlighting nine priority areas. 2. Briefly describe the activities to be implemented above (with DRT-F fund contributions) and how they will contribute towards the country achieving the desired change at the output and outcome level? Building on earlier experiences in Multi Hazard Vulnerability and Capacity assessments in a few selected districts, WFP, UNDP and UNHABITAT will conduct Multi Hazard Vulnerability and Risk Assessment (MHVRAs) at the provincial, district and community level, carefully coordinating locations and local hazard portfolios. The combined results will allow for the realization of key components of Pakistan’s national disaster management policy, as well as provide technical support for the development of provincial level disaster management policy that derives from the national policy. Besides conducting the Multi Hazard Vulnerability and Risk Assessment (MHVRA) a concerted effort will be made to train relevant government staff on the application of the findings of the Multi Hazard Vulnerability and Risk Assessment (MHVRAs) so that they in turn can advise political decision makers at all administrative levels. The key activities include the following: Multi Hazard Vulnerability and Risk Assessment (MHVRAs) conducted in four of the provinces, thirteen districts, more than 100 communities The vulnerability assessments conducted at province level for feeding into development of provincial Disaster Risk Assessment (DRM) policies. In view of the 18th constitutional amendment to strengthen the link between provincial and national Disaster Risk Management (DRM) policies. As an ongoing initiative, we are implementing a MHVRA in three selected districts in Sindh and Balochistan, Punjab and KP for delivering policy advice to the concerned Government departments and local authorities.
