DRAFT Scoring Criteria
Note 1) These criteria are subject to substantial change prior to the release of the Design-Build
Request For Proposals, which is scheduled for early January, 2016. No clarification process exists for
these criteria; however, potential Proposers are invited to offer comments to the Project Manager or
Design-Build Program Manager if desired.
Note 2) The RFP will likely include a ‘maximum price clause’ of $16,000,000. The Basic Configuration
will likely require the demolition and reconstruction of six bridges. The six bridges will include all four
bridges on TH 14 and the northbound and southbound I-35 bridges over Turtle Creek.
Note 3) As a consequence of the below and the award formula, ties will be broken by low bid cost.
Note 4) If 50 points were to be rewarded for responsiveness, there would be a small chance that a
team could succeed by offering half the cost of their rivals despite a lower number of bridges given
the below criteria. This is a consequence of the statutorily-required award formula. MnDOT proposes
to eliminate this ‘gamey’ scenario by scoring all 100 points for this project alone; this possibility will
be discussed at the MnDOT-AGC meeting on November 6th. The general rules for responsiveness will
otherwise remain unchanged. Please contact the Design-Build Program Manager if you have
comments or would like information regarding the November 6 meeting.
4.2.4.4
Bridge Commitment
The Proposer shall commit to the number of bridges they will demolish and reconstruct on the Project
beyond the minimum requirements of Book 2, Section 1. This commitment will be provided in the form
of an integer between 0 and 4. MnDOT has assigned priority orders to the Project bridges, therefore the
provided integer will relate to one of the following commitments:
“0”: The Proposer commits to demolishing and reconstructing only the bridge structures listed in
Book 2, Section 1.
“1”: In addition to the requirements of Book 2, Section 1, the Proposer commits to demolishing
and reconstructing one of the two bridge structures (northbound or southbound) on I-35 over the
Straight River.
“2”: In addition to the requirements of Book 2, Section 1, the Proposer commits to demolishing
and reconstructing both bridge structures (northbound and southbound) on I-35 over the Straight
River.
“3”: In addition to the requirements of Book 2, Section 1, the Proposer commits to demolishing
and reconstructing both bridge structures (northbound and southbound) on I-35 over the Straight
River. The Proposer furthermore commits to demolishing and reconstructing one of the two
bridge structures (northbound or southbound) on I-35 over the Union Pacific Railroad.
“4”: In addition to the requirements of Book 2, Section 1, the Proposer commits to demolishing
and reconstructing both bridge structures (northbound and southbound) on I-35 over the Straight
River. The Proposer furthermore commits to demolishing and reconstructing both bridge
structures (northbound or southbound) on I-35 over the Union Pacific Railroad.
In situations where the Proposer only commits to demolishing and reconstructing one of two bridges at a
particular location, the Proposer shall inform MnDOT which bridge (northbound or southbound) is being
reconstructed.
The Proposer(s) that commit to the largest number of bridge reconstructions will be awarded 100 points.
Proposer(s) who commit to a lesser number of reconstructions will be awarded 0 points.
