SOUTHERN AFRICAN DEVELOPMENT COMMUNITY EUROPEAN DEVELOPMENT FUND REGIONAL POLITICAL COOPERATION PROGRAMME Background The Southern African Development Community currently has fifteen Member States 1 with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development wishes to recruit suitably qualified candidates within the SADC Region to fill the following positions: 1. Position: Programme Coordinator, SADC Regional Political Cooperation Programme (RPC) – Job Grade 4 Main purpose of the job To provide leadership of the overall management and effective implementation of the Regional Political Cooperation Programme. Key result areas Development and implementation of multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements Development of systems and procedures to aid the effective implementation of the programme Effective and efficient management of the programme, including timely mobilization of adequate financial, material and human resources. Timely production of periodic reports Assist and advise the Director OPDSC in the overall management of the Contribution Agreement Provide leadership in the overall implementation of the programme, Conduct periodic assessments of progress and risks to the achievement of goals taking appropriate action where Ensure functional systems and processes are operational for the proper financial and procurement management of the project Position Requirements Qualifications Master’s degree in Political Science, Development Studies/Science, International Relations, Security Studies, or a suitably related Social Science or Management discipline Experience Minimum of 10 years of general work experience preferably in developing countries. At least 5 years of experience in a management position in the public, private or non-State sectors Experience in project monitoring and/or evaluation Experience in at least one of the programme’s result areas – governance; disaster risk reduction; conflict management; human trafficking. Experience/knowledge of EU programmes/funding systems Experience in EU contribution agreements (and/or budget support) is desirable Skills Excellent report writing skills Fluent in spoken and written English Knowledge of French or Portuguese would be an added advantage Computer proficiency with commonly used packages like MS Word, Excel, and Power Point and familiarity with data base management programmes. 2. Position: Senior Programme Officer, Disaster Risk Reduction (DRR) -– Job Grade 5 Main purpose of the job: To provide leadership in strengthening of coordination capacity of the DRR Unit and the implementation of the SADC Disaster Risk Reduction Strategy and Programme Key result areas: To strengthen coordination capacity of DRR Unit To facilitate implementation of programme multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements To ensure use of administration and financial systems and procedures to aid the effective implementation of the programme To produce timely technical and management reports To promote programme awareness and visibility To promote effective and efficient management of the programme, including timely mobilization of adequate financial, material and human resources. Position Requirements Certification A minimum of Masters degree in Natural, Environmental or Social Sciences, with emphasis on development and risk management issues or a related field, or equivalent Experience A minimum of ten years of progressively responsible professional and practical experience; a documented track record of senior management experience and leadership in disaster risk management or humanitarian programmes in the SADC region. At least 5 years of experience in a management position in the public, private or non-State sectors or equivalent Experience in project management, monitoring and/or evaluation Skills Excellent report writing skills Computer proficiency with commonly used packages like MS Word, Excel, and Power Point and familiarity with data base management programmes. Position: Programme Officer, Disaster Risk Reduction (DRR) Information Management -– Job Grade 6 Main purpose of the job: To develop and maintain a regional disaster risk reduction (DRR) information management system to support the implementation of the SADC DRR Strategy and Programme Key result areas: To ensure DRR information systems support implementation of regional programme To complete information systems projects on time, within budget and to specifications To identify DRR needs & requirements in Member States To enhance early warning systems for DRR Position Requirements Certification Degree in Computer Science, Information Systems, Information Technology, Management Information Systems, Geography, Meteorology, Remote Sensing & GIS or any related field Experience 5 years post-graduate experience in disaster risk management, systems analysis, design, development, implementation and maintenance of information management systems. Position: Programme Officer: Research, Information and Documentation -– Job Grade 7 Main purpose of the job: To facilitate the collection; documentation and dissemination of information on human Trafficking in Southern Africa in comparison with other regions as needed for effective implementation of the project activities outlined in the SADC Fifteen Year Strategic Plan of Action on Trafficking in Persons especially Women and Children specifically in Key Result Area 4 of the Regional Peace Cooperation Programme: Raised Awareness, Cooperation and Action Against Trafficking in Persons. Key result areas: To conduct research and facilitate the documentation of information/data on human trafficking in the SADC region. To facilitate the dissemination and sharing of information on human trafficking in the SADC region with other relevant stakeholders. To facilitate monitoring and reporting on the progress of implementation of planned activities Conduct holistic and comprehensive research on any topic related to Human Trafficking in the Southern African region as required. Position Requirements Certification Advanced (Masters) university degree in criminal, comparative or international human rights law, Gender Studies, political or social sciences, international relations or policy and development related disciplines. Experience Minimum of 5 to 10 years of progressively responsible programme implementation experience, of which at least five years would preferably be in a civil service environment. At least 5 years experience on gender issues, particularly violence against women with specific focuses on human trafficking. Extensive experience in conducting both qualitative and quantitative research/data collection and analysis. Extensive knowledge of international legal instruments against trafficking in persons and international organized crime, notably the United Nations Convention against Transnational Organized Crime and the additional Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children as well as the SADC Protocol on Gender and Development. Knowledge of multi-dimensions of gender based violence, and the social and political environment in Southern Africa; Proficiency in English including the ability to draft at a professional level. Experience/knowledge of EU programmes/funding systems Experience in EU contribution agreements (and/or budget support) is desirable. Skills Knowledge of French and Portuguese will be an advantage. Position: Programme Officer, Disaster Risk Reduction (DRR) Liaison Expert -– Job Grade 6 Main purpose of the job: To establish, facilitate and strengthen strong links and collaboration with international, regional, national and sub-national programmes and institutions working in disaster risk reduction/management and humanitarian assistance Key result areas: To ensure collaboration with DRR partners in the implementation of the SADC DRR strategy and programme To ensure SADC and DRR partner programmes complement each other To convene regular consultation meetings and workshops with Member States and partners to review implementation of programme. Position: Programme Officer: Human Trafficking -– Job Grade 7 Main purpose of the job: To provide ongoing technical expertise, guidance, coordination and implementation of all activities related to the 15 Year SADC Strategic Plan of Action on Combating Trafficking in Persons, especially women and Children specifically in Key Result Area number 4 on the RPC Programme: Raised awareness, cooperation and action against trafficking in persons. Key result areas: Design and revise (costed) annual work plans for the timely achievement of the set outputs and objectives in adhere to SADC Financial Rules and Regulations. Develop Capacity building programme curriculum on Human Trafficking Timely production and submission of periodic reports Raise awareness and conduct sensitization campaigns on combating human trafficking. Enhance the capacities of the different stakeholders in their respective roles in combating Human Trafficking in persons. Network and build coalitions with relevant partners. Position: Senior Finance Officer -– Job Grade 4 Main purpose of the job: The purpose of this position is to facilitate an efficient and effective management accounting and budgeting RPC Programme. The position will achieve its objectives through overseeing management accounting and budgeting activities at the RPC Programme. Key result areas: Issue annual budget guidelines, supports and coordinate the budgeting process and consolidates the annual budget with the objective of controlling the budgeting process Issue medium term expenditure guidelines, supports and coordinates the medium term expenditure planning process and consolidates the medium term expenditure statement with the objective of controlling the process. Produce RPC Programme annual financial statements meeting statutory reporting objectives and standards and approve audited financial statements. Review and propose changes to financial regulations and procedures, budgeting systems, process manuals with the objective of enhancing corporate governance, accountability and transparency. Review extra-budgetary submissions with the objective of enhancing budgetary control Review general ledger accounts and subsidiary ledgers to supporting schedules, enforce compliance with monthly accounting timetable and reviews monthly trial balance and produce management accounts Coordinate the audit of the RPC Programme with the objective of ensuring efficient and effective audit process and oversee implementation of improvements on accounting and budgeting as stipulated in management reports Coordinate budgetary control and ensure that adequate budgetary processes are adhered to. Manage the payroll process in accordance with contractual obligations and RPC Programme Administration rules and procedures. Manage RPC Programme receivables from both ICPs and Member States contributions Undertake corporate creditors management activities with the objective of minimizing risk of exposure. Supervise and review performance of Finance Officers and recommend training and development plans to enhance efficiency and effectiveness. Approve project audited financial statements prior to their submission to donors Position Requirements Certification Masters Degree in Management, Business Administration or equivalent Professional Accounting qualification with an internationally recognised accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent Member of an internationally recognised accounting body such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent Membership of an internationally recognized body such as ACCMA, CIMA, ICAEW, ICAS, ACPA. Experience 8 years relevant experience in finance, 5 years in a similar position in a donor funded project, public sector finance and regional organization.
