CONTEST RULES OF THE MULTI-NATIONAL ART COMPETITION FOR THE BEST SCHOOL-CHILDREN
POSTCARD
"Lithuania, Poland, Russia - neighbours, partners and friends. Edition 2"
1.The Regulations define the rules of participation in the Art Competition "Lithuania, Poland, Russia neighbours, partners and friends", organized by the Center of European Projects, ul.Domaniewska
39a, 02-672 Warsaw, Poland (the "Organizer").
2. The aim of the competition is:
2.1. Rising children's and their parents’ awareness of the neighboring countries: Poland,
Lithuania and Russia (Kaliningrad Region).
2.2. Introduction of children’s imagination on how these countries work together and make
friendship.
2.3. Rising children’s knowledge about joint initiatives of these countries, which together
with the European Union contribution are being implemented (the construction of common roads,
renovation of cultural facilities, the promotion of tourism in border regions of the countries, etc.).
2.4. Art presentation of the subject of the competition,
2.5. A possibility of exposition of children’s artistic talent,
2.6. Spreading the information within the residents of the border areas of joint activities
carried out by Lithuania, Poland and Russia with the financial contribution of the European Union.
3. Competition starts on 28.04.2014 and ends on 31.05.2014 (day of post stamp). The Organizer may
extend the duration of the contest by communicating the Participants through the website:
www.lt-en-ru.eu.
4. Rules of participation and requirements for the work:
4.1. The competition involves making individual or groups (consisting of maximum
2 members) artworks referring to the title of the contest.
4.2. Participants should submit postcards (front page) made in different techniques (drawing,
paintings, collages) of art of different materials like crayons, paints, pastels, plasticine, paper,
newspaper, etc, (“the Work”).
4.3. The work can be made in any format, A4 format is the maximum.
4.4. The best images and the winners of the contest (“the Winners”) will be chosen
by the committee made by the Organizer ( “Competition Committee”).
4.4.1. The Competition Committee consists of representatives appointed
by the Organizer: Lithuania-Poland-Russia ENPI CBC Programme 2007-2013.

4.4.2. The Competition Committee involves 3-5 people.
4.4.3. The Competition Committee may work in the form of regulations enacted
itself.
4.4.4. The Competition Committee will select the Winners in accordance
with the following criteria:
- adequacy to the subject (cooperation, neighbourhood or friendship between
of Lithuania, Poland and Russia in any meaning);
- representation of all 3 countries (Lithuania, Poland, Russia) in the Work in any type
of presentation
- if the participant would decide on usage of any national, Programme or European
Union signs or visuals (flags, logos etc.) correctness of used in the Work signs will
value;
- artistic values of the postcard;
- general idea of the postcard;
4.4.5. The official report from the Competition Committee meeting will be prepared,
signed by all of the members taking part in (Contest Protocol).
4.4.6. Decisions of the Competition Committee are final and cannot be appealed
against.
4.5. Each Participant may enter the competition up to 3 works.
4.6. The competition is divided into two age categories:
a) Classes 1-3 (6-9 years),
b) Classes 4-7 (10-13 years)
4.7. Each work should contain following information:
- first name and surname of the participant (or of all group members),
- age,
- class,
- name of the school and teacher name,
- name of city, town or village where the school is located
- home post address of each participant (to be used to send prizes or souvenirs).
4.8. In the competition may participate children from the schools of following area:
4.8.1. Lithuania: counties of Klaipėda, Tauragė, Mariampolė, Alytus, Telšiai, Šiauliai,
Kaunas.
4.8.2. Poland - following voidodeships: Kujawsko-Pomorskie, Podlaskie, Pomorskie
and Warmińsko-Mazurskie, and following districts from Mazowieckie voivodeship:
Grajewski, Kolneński, Łomżyński, Łomża city, Wysokomazowiecki, Zambrowski,
Żurominski, Mławski, Ciechanowski, Sierpecki, Płocki, Płock city, Płoński, Gostyniński,
Przasnyski, Ostrołęcki, Ostrołęka city, Makowski, Pułtuski, Wyszkowski, Ostrowski,
Węgrowski, Sokołowski, Siedlecki, Siedlce city, Łosicki.

4.8.3. Russian Federation: Kaliningrad Region.
4.9. Works cannot infringe copyrights of any third party.
4.10. The works should be sent by 31.05.2014 (day of post stamp) to:

5. By sending the work parent / legal custodian agrees for the usage of the work by Organizer
without limits regarding territory, time or number of copies, and for publishing of his/ her personal
data as indicated in the point 4.6 by the Organizer when placing it on the website of the Organizer
at www.lt-pl-ru.eu or using in other communication, visibility, promotion, any kind of publication,
reporting and other activities - in accordance with the Personal Data Protection Act dated 29.08.1997
(uniform text: Journal of Laws of the Republic of Poland 2002 No 101, item 926 with further
amendments).
6. The Organizer does not cover any post costs.
7. Personal data of the Participants will be collected and processed in accordance with the Act of 29
August 1997 on the Protection of Personal Data (Journal of Laws of 2002 No. 101, item. 926,
as amended. D.).
8. Participation in the competition is free of charge and voluntary.
9. The Organizer does not return any work for the participant. The work remains in the property
of the Organizer.
10. Organization of the competition:

10.1. All works sent during the timeframe indicated in the point 3. will be placed
on the website of the Organizer at www.lt-pl-ru.eu.
10.2. All works will be subject of competition for the main prize.
10.3. The best “works” will be chosen by the Commission made by the Organizer:
the representatives of Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 not earlier than 16
of June 2014. There will be prepared official report from work of the Commission. Decisions of the
Commission are final and cannot be appealed against.
10.4. The main prize is a electronic book reader (e-reader).
10.5. There will be six main prizes for the winning work from each country (Lithuania, Poland
and Kaliningrad region of the Russian Federation) and from each age group. If the work will be
prepared by the group each member of the group will be awarded with the main prize
10.6. The winner will be announced on the Programme website: www.lt-pl-ru.eu
or by school’s e-mail.
10.7. There will be souvenirs provided for works winning the second and the third places
(from each country and each member of the group).
10.8. The committee may grant several awards for 1,2 and 3 places "ex aequo" at the same
time.
10.9. The Organizer reserves the right to give other (special) prizes.
10.10. All works should be authorial. Contestants guarantee statutory compliance
of copyright and related rights. The authors of the works are solely responsible for their authenticity.

16. In areas not covered by the Regulations Polish law shall be governed, in particular the Act of 23
April 1964 - Civil Code (Journal of Laws No. 16, item. 93, as amended. D.), The Act of 29 August 1997
Protection of Personal Data (Journal of Laws of 2002 No. 101, item. 926, as amended. d.) and the Act
of 4 February 1994 on Copyright and Related Rights (Journal of Laws of 2006 , No. 90, item. 631,
as amended. d.).
17. The Organizer decides for any matters not covered by the Regulations. Decisions of the Organizer
in this regard shall be final and not subject to appeal.
18. The Organizer reserves the right to: make changes to the Regulations, interrupt, change or cancel
the Competition without submission of reasons. Information on any changes will be published
on the website www.lt-pl-ru.eu exclusively.
