The project integrates actions that build resilience in communities and local
economies with actions that protect communities from fire, flood and storm
hazards, using the Harrietville fire and flood-affected community as a
demonstration. Action will include education and capacity-building activities,
activities that integrate fire-management, sustainability and tourism, and
research on options to protect the catchment from sewage contamination in
flood events and to protect energy supply in times of crisis.
This project will assist Local Governments to better manage biodiversity
assets on public land by developing and trialling a framework to monitor the
responses in natural ecosystems to climatic changes and to facilitate
development of adaptive management techniques.
The FRAP Process will develop a framework for risk assessment and financial
analysis to assist council risk managers and planners understand the
budgetary risks to south east councils from climate change and build
adaptation into their financial planning.
This project will build on the Climate Resilient Communities (CRC) of the
Barwon South West Project. It will support Councils within the Great South
Coast (GSC) region to implement high priority regional projects that will assist
them to adapt to future extreme weather events.

The project will identify and promote innovative mechanisms to assist
vulnerable households, both rentals and owner-occupiers, to adapt to
climate change risks (particularly heatwaves) and address rising energy
costs. Councils will work with key stakeholders including the real estate
industry.
Develop a simple method for providing prospective buyers with existing
information regarding the climate risk and resilience of properties. The
project will identify buyer information needs and availability, and pilot test
their preferred format for information provision.
Develop concept design of coastal adaptation solutions for two township
areas vulnerable to coastal climate change impacts including sea level rise
induced inundation, erosion, estuarine flooding and storm surge, to
progress implementation and demonstration of adaptation solutions.
Using the City of Greater Geelong, Net Balance and RMIT Climate Change
Adaptation Toolkit (the Toolkit), this project will investigate what the
support context requirements are for implementing the Toolkit and for
embedding climate change considerations across local Government
operations.
This project will identify and build on the levels of resilience of those who
are most vulnerable from a social perspective to the impacts of heatwaves
and increased heat within the City of Greater Geelong and Surf Coast Shire.
The Bellarine Peninsula and Corio Bay Coastal Climate Change Risk
Assessment project will build capacity of coastal communities State/Local
Government, and service authorities to use climate change information
along with coastal hazard data to assess risk and prepare adaptation
responses.
Adapting to a Changing Climate: informed planning to optimise our food and
fibre producing landscapes and the ability of our biodiversity to continue to

Free retrofits will be made available to Home Care Clients most vulnerable
to heat wave impacts. Draught sealing, provision of pedastal fans and
information on keeping cool and low cost cooling options will be provided
on an as needs basis.
The Eastern Alliance for Greenhouse Action (EAGA) will undertake a regional
climate change risk assessment and determine the cross municipality
adaptation response actions for integration into the existing plans and
strategies of each member Council.
This project will produce an economic framework to value the benefits of
green infrastructure to develop the business case to adapt now. Green
infrastructure builds resilience to drought, extreme heat and flood,
improves health and liveability, and provides ecosystem services.
This project will generate and communicate specific long-term data,
information and strategic plans that enable local government and
agribusinesses in the Goulburn-Broken region to adapt to climate change
effectively, with a focus on regional development, infrastructure and
agricultural industry transformation.
Both the City of Kingston and the Mornington Peninsula Shire are
committed to sustainability and aim to support the community prepare for
the likely impacts of climate change including flooding, fire and drought.
The “Are You Ready” program will help residents learn about the risk to
their property and lifestyle and what they can do now and into the future to
be prepared.
A regional-level partnership (ABM Member Councils and others) to establish
and implement a common approach to embedding adaptation decisionmaking and capacity building. It involves guiding investment, planning,
infrastructure and decision-making with a regionally consistent
methodology, built on a strong foundational understanding of risks and
opportunities. This will allow the development and commitment to a
Regional Coastal Adaptation Framework to drive and coordinate
implementation at a regional and local level.

Adaptation to climatic changes by South Gippsland and Bass Coast food
producers supported by creating a functional mentor network structure,
practical seminars & farm visits to improve resilience to climate risks
through better decision making and effective action on the ground.
This project investigates means to increase capacity of vulnerable rural
populations to better plan for the impacts of climate variability and change,
which all have ramifications on human health, and many indirect
consequences. Impacts are already being experienced in rural Victorian
populations and management is required.
“Resilient Community Facilities” will identify actions and works to improve
the value of community facilities as a resource for communities adapting to
climate change impacts . Guidelines developed with this experience will be
used to build resilience into future projects.
An action research project investigating blockers for farmers and agribusiness to sourcing and implementing innovations and sustainable
practices and developing an information conduit and knowledge broker for
implemented in Year 2
The Integrated Regional Vulnerability Assessment for the NAGA Region will
identify and assess regional climate change risks and vulnerabilities, and
outline a regional climate change adaptation action plan to address the
priority risks and vulnerabilities.
Research and development of (a) a framework to monitor, evaluate and
report on councils’ climate adaptation performance in key services,
including a set of tested performance indicators, and (b) best-practice tools
for reporting to the community on climate adaptation performance.

A range of training programmes, new protocols and processes will be developed and
delivered to assist Council staff to identify and manage climate impacts into the future, as
identified in a range of local and regional strategic documents.
Council will manage its exposure to climate risks and identify growing opportunities
through developing a strategic carbon management plan to embed climate risk planning
and adaptation actions into council organisational plans and decision making processes
Enabling Gippsland Councils to integrate climatic risk and adaptation into local and
regional strategies using draft templates supported by mentoring programs. The
catalogue of adaptation templates will be applied in the context of council and regional
strategies, challenges and process.
Glenelg Shire Council biodiversity value mapping for bushfire risk roadsides. Preparing
Glenelg Shire Council to adapt for Climate Change, with biodiversity flora and fauna
mapping to protect roadside vegetation in bushfire risk areas.
The adaptability of Victoria’s native biodiversity is reliant on vital habitat connectivity.
Roadsides provide important connectivity between larger areas of native vegetation, and
often the only functional habitat. Strategic management is required to reconcile
roadsides functional roles and conservation values.
To undertake a comprehensive risk assessment of the potential impacts on the individual
shire's operations, environment, community and economy arising from predicted
changes to the climate enabling all councils to identify and prioritise actions within its
own operations and opportunities within the broader community.

Project description
Using regional community owned assets to host renewable energy infrastructure to
create a virtual renewable power station and drive adaptation to and investment in
decentralised electricity generation and distribution infrastructure. A feasibility study
would be commissioned into this concept.
In consultation with the community, prepare a Climate Adaption Plan for the Port Fairy
coastline in response to the hazards identified in the Port Fairy Local Coastal Hazard
Assessment.
The project will employ a sustainability officer to build Northern Grampian's capacity to
provide leadership in the area of sustainability & effect the changes, adaptation & action
that will contribute to the economic, environmental & social health of the community
and region . The officer will be responsible for embedding climate-change adaptation in
decision-making; delivering priority actions; attracting required resources; engaging
stakeholders; developing partnerships, exploiting synergies & sharing knowledge at a
local and regional level.
Support the Queenscliff and Point Lonsdale communities to manage their climate risks
through co-ordinated community action. A partnership of community members will
increase community understanding of climate risks, which will assist residents to make
effective decisions regarding climate change.
A project considering the: water, soil, climate and topography characteristics of the
region and how a changing climate will impact upon overall land use capabilities. This will
assist the agricultural sector and future investors to adapt to a changing climate.
Development of an Asset@Risk Register and Adaptation Plan that, combined, provide a
comprehensive list of Council assets exposed to climate risk together with specific actions
through which adaptation is integrated into each Council's organisational plans, decisionmaking and risk management processes.
Local communities will build their understanding of adaptation through an issue based
project. Participatory processes will encourage the community to translate the initial
project to a broader application of adaptation to their community. This will enhance
formal Community Plans.
