The LSPOA Board of Directors meeting was held Tuesday, July 13, 2013 at the Lake Serene Clubhouse. Don Walker, Jason Lamb, and Phillip Carlisle were in attendance at the meeting to discuss the Oak Grove Lake Dam. Don and Jason gave an update after their meeting with Mississippi Division of Environmental Equality regarding their proposals for the repairs to the Oak Grove Lake Dam. The following is a fact sheet provided to LSPOA by Jason Lamb that outlines the results and findings of that meeting. Status Report of Dam Repair HOA Consulting Engineer has completed the Hydrology study for Lake Serene Southeast (Lake #6) to evaluate the effects of varying precipitation events and impact to existing spillway facilities. Hydrology study identified that the spillways at Lake Serene Southeast are capable of passing the ½ 1982 PMP without overtopping the dam. The rainfall and flood routing analyses indicate that the ½ 1982 PMP of 15.5 inches in a 24 hour period would reach a peak pool elevation of 323.7 feet (MSL), which is 0.8 feet below the 324.5 feet (MSL) elevation of the low point of the dam. The analysis was conducted assuming a “worst-case” Type III storm, in which the ground is already saturated and runoff is near 100%. HOA Consulting Engineer identified from previous correspondence on file at MDEQ that the Lake does have an emergency spillway in service; however, development has occurred in this area that results in minor changes to the operational characteristics of this facility. HOA Consulting Engineer met with MDEQ engineers on July 17, 2013 in the Jackson Office. All engineers representing the Dam Safety Division were present for the meeting. HOA Consulting Engineer approached MDEQ engineers with our findings stated above and requested that all existing spillway facilities remain in service as originally constructed, acknowledging the following items must be addressed before returning lake to normal pool elevation: o Verify soil characteristics and integrity of existing dam structure. o Slope stabilization on Upstream and Downstream face by placing additional fill material to “flatten” slope. o Wave protection along Upstream and Downstream face the entire length of exposure at normal pool elevation. o Complete video inspection of drain conduit and complete repairs as necessary. In an effort to better understand the impact that would occur to the recommended scope of work to meet the current regulations, MDEQ officials requested that a 46.8 in/24 period event be modeled. This was completed during the meeting and the results were evaluated. o To prevent overtopping, the existing levee would have to be “raised” approximately 3 feet along the centerline of the existing roadway. o Modifications would be required to increase the height of concrete walls in place at the primary spillway to protect against erosion from occurring due to the velocity of the water. Taking all available data into consideration, the recommendation was made by MDEQ to complete the following items before returning the lake to service: o Verify soil characteristics and integrity of existing dam structure. o Stabilize the area of the “slide” as originally proposed to all parties by appropriate excavation and “flattening” of the slope (Downstream Only). The entire Downstream face will need to be addressed in this fashion. MDEQ is waiving the requirements to “flatten” slopes on the upstream face resulting in a cost savings to the HOA as a result of not having to complete the additional earthwork. o Wave protection along Upstream and Downstream face the entire length of exposure at normal pool elevation. o Complete video inspection of drain conduit and complete repairs as necessary. o To prevent overtopping, the existing levee would have to be “raised” approximately 3 feet along the centerline of the existing roadway. Action Items - Complete soil borings along existing dam to record soil properties and characteristics. - Complete video inspection of drain conduit to define scope of repairs necessary. Collect survey data of improvements around the perimeter of the lake to identify conflicts that would result from raising the height of the existing dam. - Prepare cost estimate for the revised scope of work and present to HOA. ****************************************************************************** At the next board meeting, these findings should be ready to present to the board of directors with plans to being meeting with the LSPOA membership/property owners. The LSPOA will endeavor to keep the property owners informed as to any new findings in the interim. The building committee issued four building permits in July, one dwelling, one deck extension, and two fencing projects. The board was informed that West Lamar Water Association will be laying new a water main down Highway 24. This project will come down West Lake Road to the intersection of Pirate. We can expect this work to be done anywhere from September to November. The plans for lowering the lakes for repair to the East Lake are still in place. The valves will be opened around September 15, so if anyone needs to remove their boats from the Stump Lake, North Lake or Main Lake, it would need to be done before the level fo the lakes are too low to do so. A notice will be mailed out as a reminder. The clubhouse is in need of repairs. Bids will be taken on this project. The board voted to increase membership dues 25% ($87.50) next year (2014) and that this increase will go directly into the depreciation fund.
