Chief Medical Officer (CMO) – This position is notional to contract award for Afghanistan
Tracking Code 2508-120
The Department of State (DOS) and the Department of Defense (DOD) will complete a transition from
DOD-led U.S. presence in Afghanistan to a DOS-led U.S. presence under the Afghanistan Life Support
Services (AliSS) contract. The ALiSS establishes a clinically safe and professionally managed healthcare
environment and provides primary health care as well as resuscitative surgical care in accordance with
U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM)
personnel in Afghanistan.
SCOPE:
The CMO will report directly to the Program Manager. The CMO is responsible for providing medical
oversight, direction and leadership for all aspects of healthcare delivery for the program. In addition,
the CMO is responsible for direct oversight of the Public Health (PH) and Behavioral Health (BH)
departments and the PH Director and BH providers will report directly to the CMO.
All services shall be provided in accordance with established standards, principles and ethics of the
profession, applicable professional specialty organizations, and the high-quality standard for which CHS
is recognized.
Required Skills
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
Supervise all physicians (including surgeons), mid-level providers and dentists in theater.
Provide medical consultation as needed.
Participate in the development and administration of policies.
Participate in strategic planning.
Participate in development and review of clinical protocols.
Participate in the development and implementation of training and educational programs for healthcare
personnel in theater.
Work closely with PMO Operations in the direction of clinical services, initiating and implementing
clinical policies and procedures and maintaining standards of care.
Participate in PMO meetings as required.
Act as liaison between ALiSS and DoS and provide advice/information to COR and RMO for medically
related matters as needed.
Conduct peer review for physicians and surgeons on an as needed basis including forwarding of charts
for external review (University of Miami) as needed.
Ensure completeness of charts in terms of required documentation for all surgeries conducted in
theater.
Involvement in all initiatives and concerns involving patient safety, quality, infection control and risk
management and patient service, especially those related to physician issues.
Participate in recruitment and retention of medical providers and professional staff to include BH and
PH staff.
Delegate authority and responsibility as appropriate.
Undertake special projects and duties as assigned by the PM.
Provide final medical decision on clinical issues when disputes arise.
Responsible for writing performance evaluations for physicians, PH Director and BH providers.
Provide oversight for the monthly mid-level chart review process and maintenance of records.
Responsible for privileging physicians, mid-level providers, CRNA’s and surgeons and maintaining
records.
Provide oversight for Pharmacy and Therapeutics Committee (P&T).
Provide direct patient care in accordance with the scope as outlined in the Family/Emergency/Internal
Medicine physician job description for the contract.
Participate in physician call schedule and be available for after hour’s emergencies.
Lead or participate in periodic review and revision of practice management and ancillary services
functions (e.g. PAD, laboratory, radiology, pharmacy)
Represent the views, needs, concerns and policy proposals of the medical staff to the PM.
Serve as subject matter expert to PM for any matters pertaining to clinical medicine and healthcare
delivery.
Participate in training, (including HIPAA training)
Hold and maintain a current unrestricted U.S. (State) license
Current U.S board certification in Emergency, Family or Internal Medicine. Certification to remain
current throughout period of employment.
ACLS, ATLS, BLS to remain current throughout period of employment.
Have post-residency experience as attending physician and possess recent clinical experience in patient
care, including at least 6 months out of the past year.
Completion of Tactical Combat Casualty Care or similar live tissue training is desirable.
Previous education and/or experience in Healthcare Administration is desirable.
Maintain the highest regard for patient dignity and observe the precepts of the American Hospital
Associations Bill of Rights for patients.
Must possess basic proficiency in the use of Microsoft Office.
Must use CHS EHR for documentation of all patient encounters.
Have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
All health care providers and medical support staff must have recent clinical experience in patient care
for at least 6 months out of the past year
DUTIES AND RESPONSIBILITIES:
Assists with the managing of day to day activities and prioritizing tasks.
Operates personal computer to access e-mail, electronic calendars, and other basic office support
software.
Complies with all applicable CHS standards and guidelines.
Attends and participates in a variety of meetings and task force groups to improve quality and
outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of
knowledge pertaining to new developments, new task efforts, and new policy requirements.
Responsible for the oversight and coordination of medical evacuation (ground and Air) both within and
out of Afghanistan.
Responsible for the medical oversight and coordination of MASCAL training and drills at all CHS sites.
Other duties as assigned
OTHER REQUIREMENTS:
Work hours are based on a 72 hr. work week; typically six 12 hour days but other variations may apply.
Shall be proficient in the ability to speak, write and communicate in English.
Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the
Department of State, Bureau of Diplomatic Security.
Must have a valid, current U.S. Driver’s License
Must have a current U.S. Passport.
Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
Shall Attend a Foreign Affairs Counter Terrorism training course prior to deployment to work on the
contract. Training may include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving,
IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery.
PHYSICAL REQUIREMENTS:
Must be confirmed by a dental and medical examination to be “medically and dentally fit” in accordance
with CHS requirements.
Work is normally performed in a typical interior/office work environment.
The climate is desert-like, hot, and prone to dust storms.
