HISTORIC RESOURCE COMMISSION MEETING MINUTES Regular Meeting June 16, 2010 The regular meeting of the Coronado Historic Resource Commission was called to order at 3:40 p.m., Wednesday, June 16, 2010, at the Coronado City Hall Council Chambers, 1825 Strand Way, Coronado, California, by Vice Chair O’Brien. MEMBERS PRESENT: Jones, O’Brien, Ryan MEMBERS ABSENT: Crenshaw, St. Denis STAFF PRESENT: Tricia Olsen, Associate Planner Martha L Alvarez, Recording Secretary, Minutes Preparer APPROVAL OF MINUTES The minutes of May 19, 2010, were approved as submitted. DIRECTOR’S REPORT Ms. Olsen reported that because there are three Commissioners present today, a unanimous vote is needed in order to take action on an agenda item. ORAL COMMUNICATIONS AND OTHER MATTERS None. PUBLIC HEARING NOI 2010-05 GEORGE ULMA AND ANN MCKINSTRY – Notice of Intent to Demolish the single family residence addressed as 417 Sixth Street and located in the R-1A(E) (Single Family Residential) Zone. Ms. Olsen introduced the staff report as outlined in the agenda. The applicant, George Ulma, was present in the audience. PUBLIC COMMENT There were no members of the public wishing to speak at this time. COMMISSION DISCUSSION Commissioner Ryan asked for clarification from staff on Criteria A and B. Ms. Olsen reported that under Criterion B, staff could only identify two former property owners, Historic Resource Minutes June 16, 2010 Page 2 the Hakes Investment Company and Ernest Richard Demetrion. No other information was discovered in research conducted by staff or in the application submitted by the applicant that indicates Ernest Demetrion or any other known owner or occupant is significant in local, state or national history. Ms. Olsen also reported that under Criterion C, the property does exhibit general character defining features of the Spanish Bungalow style and appears to be in good condition. The only noticeable alteration is the replacement of the historic windows with vinyl varieties. Commissioner Jones said that Mr. Hakes was a prominent builder who built a number of bungalows in this community, which are slowly disappearing. Ms. Jones asked if the prospective owners of the property have considered historical designation of the property which would allow for zoning relief. Vice Chair O’Brien commented that the Commission would be able to grant zoning relief to the extent that the structure is deemed historic; however, zoning relief may not be needed in this case. Mr. Ulma said they are planning on either renovating or demolishing the house in order to build a structure that would meet their living needs. Vice Chair O’Brien said he understands that the applicant is working with a very small 3,000 sq. ft. lot. Commissioner Jones stated that if the home was designated historic, the applicant would be eligible to apply for setback relief. Mr. Ulma replied that he was not interested in pursuing this option. Commissioner Ryan said this is one of many properties that were built by the Hakes Investment Company and there are a few properties still remaining. Commissioner Jones said she did not consider this structure to be historic. Ms. Olsen introduced the staff report as outlined in the agenda. The owner, Charles Appleby, 638 Adella Lane, was present in the audience. Mr. O’Brien said this request is reasonably an easy one to grant a demolition permit. Commissioner Ryan agreed. Commissioner Jones also agreed. The motion passed with a vote of 3-0. There is a 10-day appeal period. DISCUSSIONS HR 2010-05 CITY OF CORONADO – Discussion regarding historic options for historic districts. COMMISSION ACTION COMMISSIONER RYAN MADE A MOTION THAT THE HISTORIC RESOURCE CONTINUE THIS ITEM UNTIL A FULL QUORUM IS PRESENT. COMMISSIONER JONES SECONDED THE MOTION. Discussion regarding the City Council’s action on appeal of the Historic Resource Commission’s determination that the residence located at 826 Tolita Avenue meets the criteria to be designated as a Historic Resource in accordance with Chapter 70.22 of the Municipal Code (NOI 2010-04 Craig Becky). Ms. Olsen reported that at the June 15 City Council meeting, the City Council held an Administrative Hearing to consider an appeal filed with the City Clerk regarding the Commission’s decision to designate the residence addressed as 826 Tolita Avenue. The City Council upheld the Commission’s decision by a vote of 4 to 1 but changed Criterion A to read, “…special element of social and cultural history…” rather than “…a special element of military history…” because Mr. Carlin did not occupy the property when he was serving in the military. Vice Chair O’Brien said he was asked to appear on behalf of the appellant and Chairperson Crenshaw made a great presentation on behalf of the Commission. He stated that the Commission must exercise care when adopting criteria A through D because City Council specifically focuses on these criteria when making their decision.
