NDIA Systems Engineering Division AIA Engineering Management Committee DoD Systems Engineering Standards Transition Workshop 20 August 2014 (13:00-17:00) Lockheed Martin Global Vision Center 2121 Crystal Drive, Arlington, VA July 2014 Overview The U.S. Department of Defense, in conjunction with the standards development organizations, is developing a set of standards to be used for defense acquisition. Among these are standards for Systems Engineering (IEEE 15288.1, an addendum to ISO/IEC/IEEE 15288 for application of systems engineering on defense programs) and Technical Reviews & Audits (a new standard, IEEE 15288.2, based on legacy standards in use within DoD and the armed services). A joint IEEE/government/industry working group was established to develop these standards, drafts of which are now completed and in the IEEE balloting cycle for approval and publication, estimated by the end of 2014. With these standards nearing completion, the emphasis now is shifting toward deployment and transition within the DoD and industry to be sure these standards will be applied effectively on acquisition contracts. Thus, a DoD SE Standards Transition Workshop will be held to consider stakeholder perspectives on how these standards should be deployed to effectively address the defense acquisition objectives in a way that best accommodates the needs of acquirer and supplier in a balanced manner. The standards are intended to minimize risks on acquisition programs and to ensure the application of effective SE processes that are conformant and compliant with these standards, while maintaining cost-effectiveness and facilitating the transition of the supply chain towards use of these standards with minimal disruption to the defense industrial base. Objectives: The objectives of the Workshop are to: • Inform the participants on the status and content of the Systems Engineering (IEEE 15288.1) and Technical Reviews & Audits (IEEE 15288.2) standards. • Understand the transition and deployment considerations and impacts related to the contractual requirement of these standards on defense programs. • Identify tailoring strategies that address program types and other factors that should be considered by program offices. • Discuss potential language needed in RFPs and contracts, including any differences for difference types of programs or contracts. • Discuss cost-effective methods for showing compliance to the normative requirements of the standard, as tailored in the RFP, such as conformance mappings and compliance of company processes relative to the DoD IEEE standards. • Provide recommendations to DoD on cost-effective approaches for deployment of these standards on acquisition programs (e.g., RFP language, verification of compliance). Output: The output of the DoD SE Standards Transition Workshop will be: Input for the development of implementation guidance for these standards and recommendations for DASD(SE), the Defense Standardization Program Office and DoD services/agencies. Development of a plan to develop and publish the guidance and recommendations.
