GIS Asset Management Applications – Chris Cate / Todd Davis, GMB Engineering
Chris Cate is an Associate Principal and Senior Project Manager of GMB Engineers & Planners, Inc.,
P.C. (GMB) managing the Saratoga Springs, New York regional office. Chris began his tenure with
GMB eight years ago in their headquarter office of Orlando, Florida. Before returning home to Upstate
New York, he was heavily involved in traffic operations studies and design work for the Florida
Department of Transportation, and various County Governments and private sector clients throughout the
State of Florida. Chris obtained a Bachelor of Science Degree in Civil Engineering from Northeastern
University in Boston, Massachusetts. Currently, he is dividing his time between his existing Florida
clientele and cultivating new business relationships in the Capital District of New York. He is currently a
member of the Institute of Transportation Engineers (ITE), the American Society of Civil Engineers
(ASCE), and the New York State Association of Transportation Engineers (NYSATE). Chris has
presented at the ITE Northeastern District annual meetings in Saratoga Springs, NY and Portland, ME.
Todd Davis, P.E. is a Project Manager/Professional Engineer with GMB Engineers & Planners, Inc.
(GMB) out of their Orlando, Florida headquarter office. He has a B.S. degree in Civil Engineering from
the University of Central Florida and is a member of the Institute of Transportation Engineers (ITE) and
the American Society of Civil Engineers (ASCE). With over eight years of experience in both the private
and public sectors, Mr. Davis has skills in a variety of projects including traffic operations, transportation
planning studies, roadway impact fee studies, and concurrency management systems. In addition to his
expertise, Mr. Davis has presented at the ITE Northeastern District annual meetings in Saratoga Springs,
NY and Portland, ME.
Transportation Asset Management – Gregory Dudley, George Washington University
Gregory Dudley has a Bachelor of Science Degree in Mechanical Engineering from Virginia Tech, a
Master of Science Degree in Engineering Management from George Washington University, and is
currently pursuing a PhD in Systems Engineering from George Washington University. His dissertation
research is focused on applying Systems Engineering principles to Asset Management. He has 14 years
of engineering experience and is employed as a Project Engineer at Northrop Grumman.
Gregory resides in Hampton Roads, Virginia and spends his spare time involved in community service
activities. He has held several positions (Chapter President, Regional Chairperson, and Chairman of the
Board of Directors) in organizations focused on steering students into engineering careers. He has also
served as a Big Brother for Big Brothers Big Sisters of America. In 2007, he was recognized by the
Hampton Roads Business Journal as one of the “Top 40 Under 40.” Gregory is also a former member of
the Peninsula Engineers Council in Hampton Roads.

Signage – Compliance with 2009 MUTCD Requirements – Jim Yeagar, Michael Baker
James R. Yeager is the Planning Department Manager for Michael Baker Jr., Inc. in New Jersey. He is a
licensed Professional Engineer (P.E.) in New Jersey and Pennsylvania, and an ITE certified Professional
Transportation Planner (PTP). Jim has over 25 years of experience in transportation engineering and
planning, and he directs a technical staff of 16 professionals in the performance of expert professional
traffic engineering and transportation planning services. Jim has been Baker’s Project Manager for the
New Jersey Department of Transportation’s (NJDOT) Statewide Project Development Task Order
Agreements for the past 8 years. He is Baker’s Project Manager to the NJDOT Office of Bicycle and
Pedestrian Programs which has contracted with Baker continuously for the past 9 years on the
Statewide Bicycle & Pedestrian Planning Term Agreements. Jim also serves as Baker’s Project Manager
for the NJDOT Local Transportation Planning Task Order Agreement, the NJDOT Traffic Monitoring
System Agreement, and the New Jersey Turnpike Authority (NJTA) On-Call Professional Transportation
Planning Task Order Agreement. Jim has a Masters Certificate in Project Management from the
University of Pittsburgh, and a Bachelors of Science in Civil Engineering/Transportation from The
Pennsylvania State University.
