FACT SHEET
TITLE: Gap Assistance Funding for the December 2015 Flood.
BACKGROUND/CONCEPT: Madison County Community Development (MCCD) has several different grant
funding sources that could possibly assist in providing emergency assistance to flood victims as a result of the
December 2015 floods. MCCD has what can be categorized as immediate funding, and more long-term funding,
that would take about 60-90+ days to enact, if eligible, once the specific needs and goals have been assessed and
established.
Immediate Funding:
MCCD has received approval from the state to provide assistance to flood victims using Community Services Block
Grant (CSBG) Emergency Assistance funds.
Emergency Assistance:
 Salvation Army – Granite City: will be purchasing items such as blankets, toiletries, food, bottled water,
cleaning supplies, etc. They are starting with $1000.00 and will let us know if they need more.

The Community Care Center in Granite City is purchasing $2,000.00 in food assistance for flood victims.

Long-Term Funding Options: It is possible that it could take 60-90+ days to utilize the CDBG and HOME dollars
once a need is identified, and a project(s) is deemed eligible.
 Tenant Based Rental Assistance (TBRA): could be available for income eligible renters who are moving to a
new location
 Housing Relocation: could be available to income eligible owners or renters who would want to return to
their original housing unit. (esp. owner-occupants)
 Housing Rehabilitation: Housing rehabilitation items necessary to make flooded homes livable. Please
note that some mobile homes may be excluded depending on how they are secured to a base or
foundation.
 Public Facilities: The rehabilitation and enhancement of public facility projects. Projects may include
roadway resurfacing, drainage improvements, flood control, water main replacement, sidewalk
replacement, sewer lining and/or replacement (both combined and sanitary). Please note that projects
to fix potholes or cracked sidewalks are seen as routine maintenance and are not eligible. Also, public
facilities must be publically owned and maintained.
 Demolitions: Demolitions of dilapidated structures.
