HOME INVESTMENT PARNERSHIPS PROGRAM
ENERGY EFFICIENCY AND WATER CONSERVATION STANDARDS
The following minimum energy efficiency and water conservation improvements shall be made to the
Property:
1. High Efficiency Furnace/Boiler. All units relying on forced air space heating must have a 90%+
efficiency rated furnace. All units relying on hot water space heating must have a boiler with an
AFUE efficiency rating of 85%+. All systems must be equipped with automatic “set-back”
thermostats.
2. Attic insulation with Ventilation. Minimum R value of 38. Ventilation must meet current code
and be split between low intake and high outlet. The split will be between 50/50 and 60/40
(Low/High). Appropriate baffles must be installed to allow free flow of air. Knob & Tube wiring
in the attic must be replaced prior to covering with insulation. Balloon framed structures will
require top sealing of interior walls open to the attic prior to adding insulation.
3. Exterior Sidewall insulation. All exterior wall cavities must be blown full. Knob & Tube wiring in
exterior walls must be replaced prior to installation. If sidewall insulation was previously
installed, the general contractor must certify in writing to the City the existence and adequacy of
previously installed sidewall insulation.
4. Rim joist insulation. Insulate to R19 (minimum) and foam seal.
5. Outlet/Switch Box Insulation. Outlet/switchbox insulation must be installed on all such
openings in exterior walls.
6. Pipe Insulation. Pipe insulation must be installed on all hot water pipes exposed in basements
or crawl spaces.
7. High Efficiency Water Heater. If the water heater is to be replaced, a high efficiency water
heater must be installed.
8. Appliances. All new appliances must be Energy Star rated.
9. Light Fixtures. All new light fixtures must be Energy Star compliant. All existing fixtures rated
for standard 1- and 3-way light bulbs must be equipped with comparable compact fluorescent
bulbs.
10. Toilets. All toilets must be a maximum of 1.6 gpf.
11. Low Flow Shower Heads / Faucets. Low flow shower heads (2.2 gpm) and low flow faucets or
faucet aerators must be installed.

12. Windows. All windows must be double glazed. Any replacement window must be Energy Star
rated. If, due to Historic Preservation issues, windows are not replaced with double glazed sash,
low e storm windows must be installed.
13. Blower Door Testing. Blower door testing shall be required. City Housing Rehabilitation Office
staff will conduct the tests at no cost to the Developer. Envelope sealing is required. A
minimum 10% decrease in air infiltration is required unless such a decrease results in fewer than
0.35 air changes per hour. If infiltration is less than 0.35 air changes per hour, provisions for
make-up air must be installed.
14. Crawl Space Insulation: Unvented crawl spaces must be insulated with Kraft-faced fiberglass
bats butted tightly together and weighted in place. A 6 mil plastic sheeting vapor barrier must
be placed on the ground and secured to the walls prior to placing bats (alt: 1” foam may be used
in place of fiberglass if walls are smooth). Crawl spaces vented to the exterior must be sealed
off from conditioned basement spaces and insulated between the floor joists.
The Developer shall provide the Property owner or renter with written instructions explaining how to
use and maintain energy efficient appliances and improvements installed in the Property.
