Call to Order – Chairman Tony Holloway Presentation of Proclamations recognizing the tenure and service of the following departing Council Members: Largo Police Chief John Carroll USF St. Petersburg Police Chief Rene Chenevert St Petersburg College Allstate Center Provost JC Brock Congratulations to Rick Stelljes on his appointment as Police Chief of the Pinellas County Schools Police Department. 2. Approval of PPSC Minutes – Motion by Chief Thomas and Chief Carroll – The Council unanimously approved the July 10, 2013 Minutes. 3. Guests – Sheriff Gualtieri introduced Jack Gee, Vice President of U.S. Operations for Business Watch International (BWI), to the Council. Mr. Gee provided a brief presentation on BWI’s ability to enhance the electronic collection and management of pawn transactions. Some of the many attributes include ease of use, auto NCIC, upload to LINX-COPLINK, frequent customer reports, unlimited user access, mapping capability, photo identification, fingerprints, search and retention capacity and most notably the sharing of pawn data among law enforcement agencies. The Council was highly impressed with Mr. Gee’s presentation. Sheriff Gualtieri advised that BWI scored number one during their agency RFP. Sheriff Gualtieri stated that he was willing to pick up the funding of BWI for those agencies already integrated with the PCSO. Those agencies not currently integrated with the PCSO, would have to incur the initial setup costs of BWI integration but afterwards, the PCSO would assume all further costs of maintaining BWI. The Council unanimously approved the offer presented by Sheriff Gualtieri and also agreed to move forward with BWI training. Sheriff Gualtieri advised that he would work with BWI and JC Brock to facilitate possible computer training at the SPC Allstate Building. Chief Holloway introduced Dan Barto, Director of College-wide Security Services at Saint Petersburg College, to provide a brief presentation on the possibility of sharing radio communication with the Pinellas County law enforcement agencies. Mr. Barto spoke about the need for direct emergency channel communication with area law enforcement officers and all Council members were in unanimous agreement. The Council, with guidance from Manager Jackie Weinreich, approved interagency radio group LE1 as the appropriate channel communication for the college security service. Manager Weinreich stated she would work with Mr. Barto to get an agreement letter out to the cooperating agencies approving the radio group access. SAC Rick Ramirez provided a brief presentation to the Council on a recent brief contained within the Unit Reporting: Florida Fusion Center on Field Presumptive test for Synthetic Cannabinoids (Brief #: 13-138). SAC Ramirez provided a brochure denoting the aspects of the presumptive test and advised that he would forward an e-mail brochure to Director Waters for membership distribution. 4. PASS Update – Mike Waters Director Waters presented a draft letter for Council review thanking the Pinellas County Legislative Delegation for their support of HB 1411. Director Waters advised that PASS has concluded the interview process for retiring Investigator John Brown’s position. Pinellas Park Investigator Ken Blessing has accepted the PASS Background Investigator’s position and he will be retiring from Pinellas Park after 25 years of service. Investigator Blessing presents a vast array of investigative experience including being a certified Computer Voice Stress Analyzer (CVSA) for the Pinellas Park Police Department for the last thirteen years. Investigator Blessing is scheduled to begin his employment on September 9, 2013 allowing Investigator John Brown almost three weeks to provide training and guidance prior to his retirement on September 27, 2013. Director Waters attended the Regional Selection Centers Managers Meeting last week as part of the Criminal Justice Standards Quarterly Meeting Agenda. Among several topics discussed at the meeting was FDLE’s announced allocation of funding to begin the process of upgrade/enhancing ATMS. 5. Old Business Chief Holloway initiated discussion with regard to the proposition presented by Sheriff Gualtieri at last month’s meeting of a funding mechanism to provide long term operational stability for PASS. The Council first reviewed the budget for PASS and was unanimous in that the budget was already fiscally responsible. Further, any potential cost savings sought within the budget would be of minimal value while adversely affecting an already lean operational structure. The Council discussed possible funding mechanisms to include each agency providing a yearly membership fee and/or a user fee. Although the exact amount was not debated or approved, an example used for discussion was a membership fee of $2,500.00 for each agency and then a yet to be determined variable user fee by each agency utilizing PASS to reach the $50,000.00 threshold to receive the matching funding by the Pinellas County Sheriff’s Office. The Council agreed to review the aspects of today’s funding discussion and to be prepared at the next PPSC meeting to either offer an alternative solution or finalize the initial proposal of Sheriff Gualtieri. The implementation date of the pending funding measure is scheduled for January 1, 2014. Chief Stelljes advised that the School Board was reviewing the contract proposals of the agencies providing school resource officers. Sheriff Gualtieri and the other affected Council members were unified in their commitment to uphold the proposed contract pricing. Chief Stelljes informed the Council of his recent attendance of the Countywide SRO meeting in advancement of the new school year. He advised the meeting was excellent and he was very impressed with the comparative analysis of the school arrests, civil citations and diversions performed by the SROs’. 8. Roundtable 9.
