Superintendents’
Integrated Timeline
This integrated timeline has been created to help guide Colorado superintendents through key implementation work occurring during the 2013-14 school year and
into the 2014-15 school year. The timeline includes the main tasks associated with implementing new standards, assessments, educator evaluations and accountability
requirements. By identifying what work is happening simultaneously, districts can be more intentional in integrating their efforts.
July 2013 - December 2014
While not representative of all tasks, the timeline includes the major activities, broken out quarterly and by phase of implementation: planning, implementation and
continuous improvement. Prerequisite work is listed at the end of the document. Guiding questions for each quarter are included to help identify focus points and
strategies. Links to CDE resources are available to ensure that superintendents and their staff are supported in their implementation efforts.

Guiding Questions/Resources
Orient all principals and teachers to the evaluation process in August (focus on ongoing professional growth, evaluation process, expectations and measures)
Investigate an Inter-rater agreement system for education evaluation that promotes a common interpretation of teacher quality
Review the CDE inter-rater agreement model system, Elevate Colorado
Identify an online performance management system to collect, report and aggregate educator evaluations. Choose the CDE vendor, RANDA Solutions, or review and
select a district preferred vendor
Extract data elements for Teacher Student Data Link (TSDL) collection and upload to Pipeline
Determine process for monitoring implementation of:
o READ plan, assessment and intervention
o The Colorado Academic Standards
o School readiness plans and assessment (as applicable)
Analyze 2013 state data (TCAP, COAlt, ACT, ACCESS, Growth Model) and preliminary School and District Performance Frameworks (available by August 21st). Data
may be accessed in CEDAR, SchoolView and Data Center (school and district summary reports)
Watch for release of pre-populated reports for UIPs (by September 9th)
Analyze available state and local data to refresh UIP. Refine any activities that are not yielding expected results (districts and schools)
When state and local performance data shows a different picture of performance from the SPF/DPF results, districts may submit a request to reconsider of
accreditation rating/plan type to CDE (notification by September 16th)
Ensure District and School Accountability Committees are involved in revising the UIP and providing input on budgets
Notify parents of school rating and schedule hearing (for schools with a Priority Improvement or Turnaround plan type)
Send district and/or school teams to state UIP trainings or provide internal trainings or technical assistance to support schools
Review the new state graduation guidelines and criteria of the state Endorsed Diploma

Conduct hearing to review school’s progress (for schools with Priority Improvement or Turnaround plan type)
Analyze school and district performance by analyzing DPF/SPFs/AEC SPFs and other student performance data sources. Using that analysis, determine:
o School accreditation ratings (10/15 due to CDE)
o If a Request to Reconsider needs to be submitted for the district or any schools (10/15 due to CDE)
District accreditation ratings finalized 11/14; School plan types finalized 12/5
Revised pre-populated UIPs released to districts by CDE 12/13 if there are any changes (e.g., approved Request to Reconsider)
When applicable, provide charter schools with annual feedback including progress in meeting objectives identified in the plan the charter school is required to
implement pursuant to 22-11-210 (UIP) and the result of the most recent financial audit (22-30.5-110)

conference to reflect on first half of the year’s educator evaluation observations and evidence and to
highlight areas of strength and needed growth. After mid-year review supervisors continue to
conduct observations, collect evidence and give ongoing feedback for all teachers, principals and
assistant principals throughout the year
Submit request for school readiness assessment funding
Implement action plan in district UIP
Ensure that schools are implementing their UIPs
Administer TCAP assessments for reading, writing, and math
Administer CoALt assessments: reading, writing, math
Administer ACCESS for English Language Learners

Submit all school and district UIPs to CDE for public posting on SchoolView before April 15. Some CDE reviews of certain programs will occur at this time, as well.
Submit Consolidated Application for ESEA formula dollars

Send district and/or school teams to state level trainings as applicable and available

Finish all educator evaluation observations and evidence collecting for the evaluation process. Hold
end-of –year conferences to report on the near-final evaluation rating. Present final written report
and preliminary rating two weeks prior to the end of the school year. Set preliminary goals for next
year. When TCAP scores come in August, finalize evaluation rating, as applicable.
Principals and teachers complete verification of rosters for state summative content areas
Articulate local graduation policy options, orient current high school students, initiate elementary and
middle school students for a no/low risk graduation, announce decision to offer (or not) Endorsed
Diploma
Register kindergarten teachers for school readiness assessment training (as applicable)
Submit READ data collection
Implement action plan in district UIP
Ensure that schools are implementing their UIPs
