JOB DESCRIPTION
ASSISTANT VICE PRESIDENT NEIGHBORHOOD INVESTMENT
JOB SUMMARY
Under the general direction of the President, manage the staff and activities of the Neighborhood
Investment Division and assist in the formulation and execution of the Corporation’s programs and in all
matters required to develop and maintain an effective, efficient organization capable of meeting
Corporation objectives and commitments. Areas of specialization include the urban neighborhood
revitalization process, the capital improvement contracting process, activities related to the wind-down
of redevelopment pursuant to the State dissolution legislation, developer solicitations and negotiations,
land acquisition, relocation, public-private partnerships, urban infill development, public improvements,
real estate financial analysis, property disposition, project management, affordable housing, economic
development, equal opportunity administration, leadership, management and related administrative
responsibilities on behalf of the Corporation.
DUTIES AND RESPONSIBILITIES
1. Participate in and provide guidance to staff relating to complex negotiations with developers and
other entities with which the Corporation anticipates contractual arrangements or amendment of
existing contractual arrangements.
2. Manage a staff of four seasoned project managers specializing in public-private partnerships,
affordable housing, and economic development; coach junior staff and contribute to departmental
collaboration.
3. Represent the Corporation in the explanation and presentation of neighborhood revitalization
programs, goals and objectives to discretionary bodies and the general public.
4. Effectively and efficiently manage and supervise programs and activities, introduce new
administrative practices when necessary, and give direction to Neighborhood Investment Division staff
members.
5. Attend Corporation Board, City Council, Oversight Board and other meetings of public or private
groups or discretionary bodies with or for the President.
6. Resolve issues and conflicts that may arise related to the implementation of projects.
7. Prepare and present reports and documents to the Corporation Board and other discretionary bodies
on a variety of subjects including, requests for development proposals, project budgets, development
agreements, programs and activities, project status updates, and redevelopment wind-down issues.
8. Develop and maintain effective working relationships with governmental and quasi-governmental
agencies, real estate and business groups, civic and community organizations, cultural and
professional organizations, and advocacy groups.
9. Assist in formulating and implementing the annual budget, project budgets and various methods of
public and private financing.
10. Prepare and supervise the preparation of reports for Corporation and City Council meetings and
other documents and correspondence relating to redevelopment matters.
11. Confer with, advise and make recommendations to the President on Corporation matters.
12. Perform related work as necessary to implement the goals of the Corporation.

6. Prepare clear, concise and comprehensive technical staff reports and creative narratives for media
advisories, collateral, opinion and advocacy strategies, and presentations.
7. Manage projects against tight timelines and possess a proactive and collaborative style that works
well in teams.
8. Prioritize among competing needs and opportunities and manage multiple projects at the same time.
9. Resolve conflicts of interests and develop productive working relationships with external and internal
parties.
10. Demonstrate strong entrepreneurial and leadership ability.
11. Exercise excellent judgement in written and oral communications, interpersonal skills and in the
effective management of staff and resources.
12. Conceptualize and resolve issues on a macro scale.
13. Establish and maintain effective relationships with elected officials, members of diverse
communities, civic organizations, governmental agency staffs, property owners and developers.
14. Work independently and follow through on assignments and tasks with tight deadlines using
minimal supervision.
15. Facilitates community meetings, achieving consensus and working with a diverse population and
client group and community interests.
16. Motivate staff and community groups to achieve Agency objectives.
17. Establish credibility
Knowledge of:
1. Comprehensive knowledge of the neighborhood revitalization and economic development processes
from concept planning to completion of contractual obligations and program implementation.
2. Federal, state and local laws and regulations governing development and redevelopment.
3. The real estate development process including real estate financing methods.
4. Various approaches to public and private financing of redevelopment activities and challenges
encountered by potential investors and developers.
5. Negotiation procedures, processes, psychology, dynamics, skills and techniques to effectively
mediate and negotiate with conflicting parties to forge successful agreements.
6. Principles and practices of organization, management and supervision.
EDUCATION
A Bachelor's degree from an accredited college or university with major course work in public or
business administration, finance, public policy, economics or related field. Advanced degree in
public/business administration, real estate, or urban planning is desirable.
EXPERIENCE
At least ten (10) years of public and/or private management experience with six (6) years in a
responsible professional supervisory capacity and four (4) years in urban real estate planning,
investment or development; economic development; or urban redevelopment programs.
LICENSE OR CERTIFICATE
A current, valid California Class C driver’s license (or ability to obtain one) and appropriate vehicle
insurance.
FREEDOM TO ACT
Work is performed in accordance with general direction from the President but with considerable
latitude for individual judgment and initiative. Performance is reviewed by conference and by
observation of results. This position is classified as “exempt” and is not eligible for the payment of
overtime.
