This includes the direction of resources allocated for F-P/T projects and monitoring the progress of work towards the next Ministers’ Conference. The F-P/T Priorities for Collaborative Action is the joint action plan of federal, provincial and territorial governments to implement the Canadian Sport Policy (CSP) 2012. It will be complemented by jurisdiction-specific action plans developed by each government as well as action plans developed by non-government organizations (NGOs) in the sport and related sectors. One of the priorities for collaborative action agreed to by F-P/T Ministers was to “Promote improved access for economically disadvantaged Canadians in all contexts of sport.” PURPOSE AND OBJECTIVES OF THE PROJECT The purpose of this project is to provide a background paper, consisting of an inventory of existing related F-P/T government programs and policies and a literature review of existing related research, to inform the work of F-P/T officials’ to promote improved access for economically disadvantaged Canadians in all contexts of sport. The objectives are: Complete an inventory of F-P/T government policies and programs related to improving access for economically disadvantaged Canadians in all contexts of sport by reviewing existing F-P/T government CSP action plans and bilateral agreement tracking tools and validating or expanding the list of relevant policies and programs in consultation with F-P/T government officials. Provide an overview of current knowledge by reviewing Canadian and international research related to barriers to, access to and rates of sport participation among specific, often overlapping, populations of economically disadvantaged Canadians in all contexts of sport. DESCRIPTION AND SCOPE OF WORK REQUESTED The contractor will: Review the CSP action plans and bilateral agreement tracking tools of F-P/T governments to identify all policies and programs designed to promote improved access for economically disadvantaged Canadians in all contexts of sport. Contact F-P/T government officials to validate and/or expand the list of policies and programs designed to promote improved access for economically disadvantaged Canadians in all contexts of sport. Develop an inventory of collective F-P/T government actions designed to promote improved access for economically disadvantaged Canadians in all contexts of sport, providing policy and programrelated evaluation data where available. Review research related to economic disadvantage and sport, including research related to: 3 o o o Access and barriers in all contexts of participation and all levels of competition Children and youth, girls and women, Aboriginal persons, persons with a disability, and cultural and/or minority communities. Successful and unsuccessful strategies to promote improved access for economically disadvantaged populations in all contexts of sport. DELIVERABLES The successful contractor will provide specific deliverables as outlined below: An inventory of F-P/T government policies and programs addressing promotion of improved access for economically disadvantaged Canadians in all contexts of sport. A literature review that summarizes the major barriers to – and successful strategies to address – access for specific and/or overlapping economically disadvantaged populations TRAVEL No travel is required. In-person attendance at meetings are not anticipated and this time. Should the need arise for face-toface/in-person meeting, arrangements will be made at that time. OFFICIAL LANGUAGES For the purposes of this proposal, the official language of progress and final reports will be English. LENGTH OF THE CONTRACT The project will begin on or about December 16, 2013, and be completed by March 1, 2014. OFFER OF SERVICE Bidders are invited to draft concise proposals. The following guidelines must be followed when applying for a contract opportunity: Required Proposal Format: The proposal must contain technical and time-cost sections The technical section must include projected required personnel, schedules for completing the project and a description of the product to be provided. The time-cost section must detail the time-lines and costs that will be required to complete the project. Applicants must provide: A summary of relevant experience Evidence of experience and expertise in the subject area of the contract 4 A list of recent references concerning the Tenderer’s services An indication of availability between December 15 and March 1. Evaluation criteria for award of contract: The criteria to be used in making the awards (not necessarily in order of importance) will be: Adequacy of proposed response in demonstrating a clear understanding of the project’s objectives; Quality of proposed product; Note: references provided by the Tenderer may be contacted to evaluate the Tenderer’s submission; Qualifications of Tenderer – notably, research experience and expertise; knowledge of the Canadian Sport System; proposed approach to project; familiarity with relevant research databases; experience in preparing reports; analytical capacity and approach to assess the findings according to essential criteria. BUDGET The maximum budget available for this project is $5000.00 (including GST or HST). Any financial proposal over this amount will result in the bid being deemed non-compliant.
