The Australian Institute for Teaching and School Leadership (AITSL) Ltd has been gazetted by the Department of Immigration and
Border Protection (DIBP) as the relevant assessing authority for the school teacher occupations listed in the Skilled Occupation List
(SOL) and the Consolidated Sponsored Occupation List (CSOL), for the purpose of migration to Australia.
This application form is for Skilled Migration applicants seeking an assessment for the nominated school teacher occupation
Early Childhood (Pre-primary School) Teacher (ANZSCO 241111), listed in the Skilled Occupation List (SOL). Successful
applicants will receive an AITSL Skills Assessment Certificate valid for two (2) years from the date of issue.
SUBMITTING YOUR APPLICATION
Lodge complete applications only. All parts of the application form must be completed and certified copies of all required
supporting documents enclosed. AITSL Assessment for Migration application must be submitted in hardcopy. No electronic
forms or documents will be accepted.
Applicants are responsible for content of their application, whether they or an agent completed the application. Incomplete
or incorrect applications will result in delay. If false or misleading information is submitted as part of the application AITSL
will decline to assess the application and any future applications submitted in the applicant’s name, AITSL will also notify the
Department of Immigration and Border Protection.
Assessment time: Up to 10 weeks (longer during peak demand periods) from the date you receive an initial notification email
confirming receipt of your application and payment. There is no fast track service. If you require an outcome by a specific
date you should submit your application as early as possible. All assessment applications are processed in the order in which
they are received. You can track your application progress online: www.migration.aitsl.edu.au/checkapplicationstatus .
Please do NOT contact AITSL for an update, as it will further delay processing times for all applications.
Notification and contact: On receipt of an application and approval of payment, AITSL will send a notification email with a
reference number with the pre-fix ‘WAMS’. This may take up to ten (10) working days from the date AITSL receives the
application. Please contact AITSL if you change your postal or email address.
Assessment outcome: Your assessment outcome will be sent via Australia Post registered mail. Delivery may take three (3) or
more weeks to addresses outside Australia. Outcomes are not provided electronically or via telephone. Only one original
assessment outcome is issued. Additional black and white copies are available for a fee. If you disagree with your assessment
outcome you may request an appeal. A request for appeal must be received within 60 days of the date of your assessment
outcome letter.

ASSESSMENT CRITERIA – Early Childhood (Pre-primary School)
Teacher (ANZSCO 241111)
For the purposes of AITSL Assessment for Migration an Early Childhood (Pre-primary School) Teacher is degree qualified to teach
children between the ages of 3 and 8 in education programs prior to and in to the early years of Primary School. Early Childhood
(Pre-primary School) Teachers may require relevant state/territory teacher registration, and meet ACECQA qualification guidelines to
practice (see ACECQA textbox below).
All applicants, regardless of where they completed their training, will be assessed against three criteria: Educational, Professional, and
English language proficiency. Applications must meet all three assessment criteria to obtain a successful outcome.
Australian Children’s Education and Care Quality Authority (ACECQA)
If you intend to work as an Early Childhood (Pre-primary School) Teacher in a National Quality Framework (NQF) regulated service
anywhere in Australia you will need to apply to the Australian Children’s Education and Care Quality Authority (ACECQA) for a
qualifications assessment. This assessment is based on ACECQA guidelines including additional days of supervised teaching practice
with the birth to two age group.

1. EDUCATIONAL
Study assessed by AITSL as comparable to at least four years full-time (or part-time equivalent) higher education (university) level study
in Australia, that results in a qualification/s comparable to the educational level of an Australian bachelor degree or higher.
2. PROFESSIONAL
An initial teacher education qualification relevant to the Early Childhood (Pre-primary School) teacher occupation of at least one year
full-time study (or part time equivalent) at the higher education (university) level that includes a minimum of 45 days of supervised
teaching practice with students across the ages of 3 and 8 in education programs prior to and in to the early years of primary school.
These qualifications must be assessed as comparable to the educational level of an Australian bachelor degree or higher.
3. ENGLISH LANGUAGE
English language proficiency demonstrated by one of the following:
(i) An Academic version of the International English Language Testing System (IELTS) Test Report Form (TRF) that shows a score of
at least 7.0 for Reading and Writing; and a score of at least 8.0 for Speaking and Listening.
The IELTS test scores must appear on a single IELTS TRF and be the result of a test undertaken during the 12 month period prior
to submitting an application.

(ii) An applicant has completed at least four full years of study in higher education (university) in Australia, Canada, the Republic of
Ireland, New Zealand, the United Kingdom or the United States of America. This study must have resulted in award of
qualification(s) comparable to the educational level of an Australian bachelor degree or higher and must include a recognised
initial teacher education qualification.
Important advice for applicants about English language proficiency requirement
If you submit evidence for (ii) (4yrs study) and also submit an IELTS TRF AITSL will consider the IELTS results. If the IELTS TRF does not meet
the requirements of (i) (IELTS) the application will be assessed as not meeting the English language proficiency criterion, resulting in an
unsuccessful outcome. Any subsequent application from the same applicant will require submission of an Academic IELTS TRF to meet the
English language proficiency criterion.
AITSL reserves the right to ask an applicant to undertake the Academic version of the International English Language Testing System (IELTS)
examination if there is uncertainty about their level of English language proficiency. Applicants must achieve a score of seven (7.0) or more
for Reading and Writing and a score of eight (8.0) or more for Speaking and Listening.

ADVICE ON SUPPORTING DOCUMENTS
Applicants must submit certified copies of originals of all required supporting documents.

The certifying officer must clearly indicate on each page of each document that it is a certified true copy of the original
document. They must sign and date each page of each document. The full name, occupation, address and phone number of
the certifier must be included in the application. AITSL will not accept certified electronic/scanned documents, a certified
copy of a copy or a copy with previous certification stamps. Original documents and copies of documents, submitted as part
of the application, will not be returned to the applicant or agent. Each application lodged with AITSL requires a new set of
documents. In accordance with the Privacy policy (page 10) AITSL does not forward information about assessment outcomes
or copies of documents lodged with AITSL for assessment to other agencies. An Applicant’s Agent cannot certify supporting
documents.
TRANSLATION OF DOCUMENTS
All documents in a language other than English must be translated into English by an accredited translator and the name,
authority and contact details of the translator included with the documents. Applicants must provide certified copies of the
original language documents and certified copies of translated documents.
RECENT GRADUATES FROM AUSTRALIAN UNIVERSITIES
Applicants who have completed qualifications at an Australian university in the six months prior to submitting an application
are not required to provide a final award certificate. These applicants are required to submit a final academic transcript for
each year of study and an official statement confirming completion of study by the university registrar. If this is an initial
teacher education qualification applicants must submit an official signed and dated document from the university that
awarded the qualification detailing the supervised teaching practice completed by the applicant as a requirement of the
initial teacher education qualification identifying total duration and the ages of students taught during supervised teaching
practice. For studies completed in Australia more than six months before submitting an application to AITSL, a final award
certificate must be submitted.
QUALIFICATIONS FROM THE PEOPLE’S REPUBLIC OF CHINA
Applicants are required to submit original notarial certificates (transcript, graduation certificate and bachelor degree
certificate) for their qualifications awarded in China. These documents remain on the applicant’s assessment file and will not
be returned.

PART 3: Initial Teacher Education (ITE) Qualification
This is the qualification required to teach in a school classroom. This initial teacher education qualification must involve at least one
year of full-time study (or part-time equivalent) specific to the Early Childhood (Pre-primary school) teacher occupation. The
qualification must include the completion of a minimum of 45 days of supervised teaching practice with students across the age range
3 - 8 years in a in education programs prior to and in to the early years of Primary School.
The final academic transcript for the initial teacher qualification must include a program of professional studies in education including
discipline-specific curriculum, pedagogical studies, general education studies, and supervised teaching practice relevant to the age
range of the students of the Early Childhood (Pre-primary school) teacher occupation.
Applicants must provide certified copies of the award certificate and final academic transcript for each year of the Initial Teacher
Education qualification. An official signed and dated document from the university that awarded the qualification detailing the
supervised teaching practice completed by the applicant as a requirement of the initial teacher education qualification must be
provided. The document must identify total duration, the ages of students taught during supervised teaching practice and the setting.

Important information for Applications: Evidence of supervised teaching practice (STP)
Supervised teaching practice is the compulsory component of an initial teacher education program during which time a student teacher is
on a school placement and engaged in the teaching and learning process with school students. This teaching practice is under the
supervision of a qualified teacher and university education staff and is formally assessed. Only supervised teaching practice undertaken with
students across the 3 – 8 age range in education programs prior to and in the early years of Primary School as a requirement of the initial
teacher education program will be considered.
Evidence of supervised teaching practice for this assessment is an official document from the university awarding the initial teacher
education qualification (not affiliated colleges or training providers). The official document must:

be on official university letterhead

be signed and dated by University representative

state the duration of the supervised teaching practice completed

state the age range of the students taught.
Applicants may be requested to provide an original syllabus/curriculum, published by the awarding institution, detailing the program of
study relevant to the year/s the study was undertaken by the applicant. AITSL will verify the information submitted against the syllabus,
online university references and direct communications with the relevant university.

PART 5: English language proficiency
All applicants must meet the English language proficiency criterion. The criterion is informed by the nationally consistent teaching
registration requirements which represent the standard of English required for teaching in Australia.

REQUEST FOR SKILLED EMPLOYMENT STATEMENT
What is a skilled employment statement?
The skilled employment statement is requested by an applicant for the purpose of the Department of Immigration and Border Protection
(DIBP) Points Test for Skilled Migration www.immi.gov.au/skilled/general-skilled-migration/points-test.htm
DIBP will award points for employment in a skilled occupation, either in Australia or overseas. AITSL will prepare a skilled employment
statement for applicants who submit appropriate evidence and who receive a successful assessment outcome. The statement will be
attached to the AITSL assessment outcome cover letter for lodging with the Skilled Migration visa application. If an applicant applies for a
skilled employment statement at the time of assessment, this service is included in the assessment fee.
The statement will list employment in the nominated school teacher or closely related school teacher occupations on the Skilled
Occupation List (SOL) undertaken in Australia and/or overseas in the past ten (10) years, where the professional level of the employment is
comparable to the level required for the nominated occupation.
The advice AITSL provides is based on the evidence submitted by the applicant and does not constitute an opinion as to the veracity of the
claims made or a guarantee of the awarding of points under the skilled migration points test. Determination of points remains at the
discretion of delegated officers of DIBP. Any enquiries or reviews of the skilled employment statement issued by AITSL should be addressed
to DIBP.
A Skilled Employment Statement is separate and unrelated to an Application for Skills Assessment. It is not a requirement
of the AITSL Skills Assessment that you are employed as a teacher.
What documents are needed?
The skilled employment advice is based on original statements of employment only. Statements of employment remain the official record
and will NOT be returned to the applicant. Certified copies of employment statements, pay slips or employment contracts are not
acceptable.
The original statement from each employing authority must be on official letter head, signed, dated and include:

name of school

name of employer

address of employer

dates of employment start (dd/mm/yy) finish (dd/mm/yy)

title of teaching position/s

hours employed per week.
Only skilled employment undertaken after the awarding of the initial teacher education qualification may be considered comparable to
work at the professional level. This does not include professional practice undertaken as part of the initial teacher education qualification.
Part time employment of a minimum of 20 hours per week will be considered.
Can AITSL provide a skilled employment statement after an assessment certificate has been issued?
Yes, applicants who hold a valid AITSL Skills Assessment Certificate may apply to AITSL for a Skilled Employment Statement. Applicants with
an existing Skilled Employment Statement may apply to AITSL for a new statement to include additional employment recognition. The fee
for each of these additional services is AUD200.
