of Carbon in Soil Using Default Values Determination
1 Name of Guidelines
These Guidelines are the Guidelines—Qualified Person under the Estimating
Sequestration of Carbon in Soil Using Default Values Determination.
2 Definitions
In these Guidelines:
advice means advice provided for the purposes of meeting the requirements of a project
under the determination.
determination means the Carbon Credits (Estimating Sequestration of Carbon in Soil
Using Default Values) Methodology Determination 2015.
Guidelines means the Guidelines—Qualified Person under the Estimating Sequestration
of Carbon in Soil Using Default Values Determination.
3 Meaning of qualified person
(1) For the purposes of the determination, qualified person has the meaning set out in these
Guidelines.
(2) A qualified person is a person who either:
(a) holds the qualifications specified in these Guidelines for the project management
activities and management actions for which the person provides advice; or
(b) has been accredited in accordance with section 7.
4 Recognised qualifications—nutrient management and soil acidity
(1) This section specifies the required qualifications for a qualified person in relation to
nutrient management and soil acidity management actions in a sustainable intensification
project management activity.
(2) For the purposes of subsection (1), a qualified person is a person who:
(a) has successfully completed the national unit of competency, or its equivalent,
specified in subsection (3);
(b) provides advice based on the skills specified in that unit; and
(c) meets the requirements set out in section 6 and subsection 7(2).
(3) For the purposes of paragraphs (2)(a) and (b), the national unit of competency is
‘AHCPCM402A—Develop a soil health and plant nutrition program’.

5 Recognised qualifications—pasture renovation and conversion to pasture
(1) This section specifies the required qualifications for a qualified person in relation to:
(a) a pasture renovation project management action in a sustainable intensification
project management activity; and
(b) a conversion to pasture project management activity.
(2) For the purposes of subsection (1), a qualified person is a person who:
(a) has successfully completed the national units of competency, or their equivalent,
specified in subsection (3); and
(b) provides advice based on the skills specified in those units; and
(c) meets the requirements set out in section 6.
(3) For the purposes of paragraphs (2)(a) and (b), the national units of competency are:
(a) ‘AHCBAC401A—Manage pastures for livestock production’; and
(b) ‘AHCBAC402A—Plan a pasture establishment program’.
6 Qualified person—professional development
(1) A qualified person must have undertaken at least a total of 2 days of professional
development relevant to the project management activity and management action in
relation to which the person provides advice.
Note 1:
A total of 2 days of professional development may be compiled over more than 2 calendar days.
Note 2:
Professional development could include attending a relevant conference or field day or
undertaking a formal training course.
(2) The professional development must have been undertaken in the 12 months before the
person provides advice.
7 Accreditation by a nationally-recognised professional organisation
(1) A qualified person is a person who has current accreditation with the organisation
specified in subsection (2) at the time of providing advice.
(2) For nutrient management and soil acidity management actions in a sustainable
intensification project management activity, the person must hold accreditation as a
Fertcare accredited advisor by Fertiliser Australia Incorporated.
