Good afternoon Colleagues,
Sorry for a Sunday afternoon update email, but am traveling extensively this week and wanted to
provide info on several events/activities:
First, we are gathering with key partners in San Jose and San Diego this week to talk cyber-security
curriculum, program, partnerships, and grant development. There are several multi-million dollar multicampus consortium based projects in progress. We will not be hosting a call bridge to these meetings as
initially planned. Instead, we will be sharing some of the outcomes of these meetings at our Cybersecurity Workgroup Meeting Teleconference on Tuesday 7/09 (3:00-4:30) on the CSU conference call
bridge. Please let me know if you need the number and access code.
The Campus Preparedness and School Safety Workgroup Meeting Teleconference is scheduled for this
Thursday (6/27) from 3:00-4:30. We will be discussing the results of our capability-need analysis, the
specifics of our "train the teacher" and "train the administrator" education programs, project timeline,
and details on our Campus Preparedness Workgroup Meeting scheduled for Thursday, July 25th at
Loyola Marymount University-- a very special thanks to Devra Schwartz for hosting us!
Finally, looking forward to a meeting next week to see the newly designed title page and format for the
California Emergency Management and Homeland Security Education and Training Strategic Initiative.
We are getting close to report distribution shortly (July 2013). This is a very important step in the
development of EM and HS Model Curriculum and Standards.

 Deadline for Rescorla Award Nominations is Extended to June 30, 2013
DHS has extended the deadline for nominations for the 2013 Department of Homeland Security’s (DHS)
Rick Rescorla National Award for Resilience. DHS Secretary, Janet Napolitano announced the creation
of this award in memory of Richard “Rick” Rescorla, a hero of 9/11 who gave his life helping his
colleagues safely evacuate the World trade Center. The Rick Rescorla National Award for Resilience
recognizes non-governmental individuals or organizations who emphasize leadership in effective
disaster preparation, response and recovery efforts. Find out more about the award and how you can
nominate a leader in your area! The new deadline is June 30, 2013 at 11:59 p.m. (EDT).

 IAEM-USA Student Academic Research Paper Presentation Awards Competition deadline is
August 1 - The IAEM-USA Student Academic Research Paper Presentation Awards Competition

by experts in the field of emergency management. The competition is open only to IAEM-USA
Student Members, who will compete in one of two categories, undergraduate and postgraduate. The

Health Department Confidential Counseling Services for New Yorkers Affected By Sandy The Health Department has launched an ad campaign highlighting the free, confidential crisis
counseling services available to help New Yorkers cope with the effects of Hurricane Sandy,
particularly in Brooklyn, Lower Manhattan, Queens and Staten Island. Click here to learn
more.NYC Build it Back Program - New York City will receive $1.77 billion in federal disaster
relief aid, including $648 million to help New York City residents whose primary homes were
damaged or destroyed by Hurricane Sandy. If you are a New York City resident whose primary

help, you may be eligible for the Build it Back program to help you rebuild, repair or relocate. Click

 FEMA Extends Transitional Sheltering Assistance Program in New York - The Federal
Emergency Management Agency has approved a 39-day extension to the Transitional Sheltering
Assistance (TSA) program, which allows eligible survivors from Hurricane Sandy who cannot return

 Colorado Wildfires Continue to Burn - A destructive Colorado wildfire that's consumed 14,198
acres continues to burn, with firefighters reporting the Black Forest fire northeast of Colorado
Springs as 65 percent contained and predicting full control soon. The fire has been called the most
destructive in Colorado history, destroying at least 482 structures according to a preliminary

 National Preparedness Report Released - Presidential Policy Directive 8: National Preparedness
requires an annual National Preparedness Report (NPR) that summarizes national progress in
building, sustaining and delivering the 31 core capabilities outlined in the National Preparedness
Goal released in September 2011. The newly released 2013 NPR reviews the past year and shares
the progress that whole community partners - including all government, private and nonprofit
sectors, faith-based organizations, communities and individuals - have made in strengthening
national preparedness and to identify where preparedness gaps remain.




Volunteer Disaster Chaplain Training Course The Metropolitan College of New York,
Emergency & Disaster Management Program), through a training partnership with the National
Disaster Interfaiths Network invites religious leaders and spiritual caregivers of all faiths to take this
two-day Disaster Chaplain Training from July 16-17. New York City area participants who complete
this certification can volunteer as disaster chaplains with NYDIS. Emergency managers and disaster
mental health professionals may take this course to develop their knowledge of disaster spiritual care

On Thursday, June 27th and again on Friday, June 28th, 2013, the U.S. Department of Education's
Office of Safe and Healthy Students and its Readiness and Emergency Management for Schools
(REMS) Technical Assistance (TA) Center will host 90-minute webinars

released guides:

Guide for Developing High-Quality School Emergency Operations Plans; and
*
Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher
Education.
In January 2013, the President put forward his "Now is the Time" plan to reduce gun violence. One of
the executive actions put forth in his plan was the development of these new guides that have been
developed by the Departments of Education; Justice, led by the FBI; Homeland Security, led by FEMA;
and Health and Human Services.
These new guides will help schools and institutions of higher education develop and implement highquality emergency operations plans (EOPs), and describe the principles and processes that will help
ensure planning efforts are aligned with the emergency planning practices at the national, state, and local
levels.
These webinars will be done in collaboration with all of the Federal agencies that worked together to
develop the guides, and will provide an overview of:
*
the key principles for developing a comprehensive EOP for a school or IHE;
*
the planning process for developing, implementing and refining an EOP for a school or IHE;
*
the form, function, and content of a school or IHE EOP plan; and
*
topics that support emergency operations planning including, but not limited to, information
sharing, school climate, active shooter situations, and psychological first aid for schools.
In order to accommodate as many interested parties as possible, there will a 90-minute school guide
webinar and a separate 90-minute IHE guide webinar on June 27th and these two webinars will be
repeated on June 28th. In addition, both webinars will be archived for those unable to participate on the
27th or 28th.
The webinars will include a 60-minute presentation on a guide and a 30-minute question and answer
session, along with information on how to access more information and resources.
