Introduction:
Despite of the fact that Kazakhstan is the most developed country in Central Asia the disaster
preparedness system still needs improvements, especially when it comes to the communities
preparedness. The city of Almaty is the former capital of the country and remains the largest cultural
and commercial center of the country and the region. It is threatened by a risk of high-intensity
earthquakes as located in a tectonic-active area. This creates a real threat to the safety of population,
infrastructure and national and regional economics as a whole.
The primary focus of the proposed project is to support and develop innovative approaches to disaster
preparedness at the local and national level and to assist the government of Kazakhstan to strengthen
the seismic-risk preparedness system, as well as develop practical methods of involving the public
and private sector in seismic-risk management and disaster risk reduction (DRR) mechanism for
further replication by the state authorities.
This will be achieved through the following activities: 1) strengthening the rural and urban
communities; preparedness to earthquakes and their involvement in the country DRR mechanisms;
2) engagement of private sector into the problems of Disaster Risk Management and earthquake
preparedness and linking their initiatives with national disaster management authorities; 3) further
replication and integration of achieved results nationally and regionally within the government
programmes and strategies and in cooperation with other DRR actors.
Specifically the project will work in Almaty and it's surroundings to increase awareness on safety
behavior of the urban and rural population before, during, and after an earthquake, to engage the
large-scale representatives of private sector in DRR, and to establish a learning platform between the
national and regional partners to share the best practices and lessons learnt. Disaster risk
reduction is a priority for UNDP Kazakhstan for the period of 2010-2015. Specific focus is on
national risk assessment methodologies, climate risk management and disaster preparedness,
specifically from community perspective. The project will link to ongoing initiatives on disaster
preparedness and seismic risk management. It will work with regional and national authorities (MoES,
Ministry of Environmental Protection, National Institute of Seismology) and others in the frameworks
of their respective initiatives to scale up the Project activities and vice versa.
Rationale:
According to integrated analysis of the situation and existing measures relating to seismic risk
management, a unified preparedness system is lacking.
To date, attempts to raise public awareness have been undertaken by the ESC MIA RK and through
some other partner project initiatives - such as through the Kazakh Society of the Red Crescent
(KSRC). Schools are an effective instrument of raising awareness and remain one of the main
information sharing structures - not only among schoolchildren but for parents and other family
members.
In cities, other channels are available, with the wide network of condominiums (KSK) available for
communicating public messages. Structural DRR measures (relating to maintenance of such
environmental sites as dams, riverbanks and canals) and non-structural (such as information
campaigns and training) can help reduce public risk in the event of seismic activity – especially
relating to cascading disaster.
Based on internal assessment of the situation, including the vulnerability and capacity of local
communities (regarding structural and non-structural measures) four sites are to be selected for
piloting the Project. The aim is to mitigate risk in cases of earthquake (by strengthening landslideprone slopes, stabilizing river banks, and restoring dams and other mudslide protection constructions).
Selection will be carried out jointly with local communities, involving representatives of state bodies, in
accordance with criteria developed during co-ordination and planning meetings - with the participation
of all interested parties.
In this regard there is a nedd to attract an expert on mini-project in the sphere who would provide an
development and inspection for implementation of small-scale mitigation events.
Objective:
The purpose of the project expert work aimed to mitigate the effects of potential disaster in 2015, is
the development and implementation of 4-mitigation projects in cooperation with local communities
and government officials in the Almaty region.
Scope of the work:
Within the frames of this Terms of Reference Project expert is responsible (but not limited to) the
following tasks:
1. Implementation of the measures to mitigate the consequences of emergency situations related
to seismic risk within the target communities, with further involvement of the population,
executive bodies and other stakeholders.
2. Participation in the plan development on increasing the social awareness on seismic hazards.
3. Development and control on implementation of mitigation project in Talgar and Issyk cites
together with local communities and state body representatives.
4. Participating in organization of national research and practice workshop on current issues of
seismic risk management with participation of local stakeholders.
5. Cooperation during final report submission of project realization based on analysis and
aggregation of national experts’ materials for the 2013-2015YY.

Responsibility:
 Expert on mini projects in DRR system coordinates its activity with Project manager and
reports to PM
 Tasks should be executed in accordance with technical requirements, which are indicated in
this technical scope in a timely manner and on high level.
 All the requirements indicated in individual contract should be carried out unconditionally.
 Materials prepared during the job execution should be delivered to Project manager for further
agreement and approval.
Working conditions:
This work will be performed by the Expert on mitigation projects who will be selected in accordance
with UNDP procedures and with whom contract will be signed. Payments will be made in tranches,
which will be discussed at a time of signing the contract. The final payment will be made after the
completion of all work that needs to be validated by the project manager.
Any other costs associated with the implementation of work reflected in the terms of reference should
be included in the financial proposal.
Skills and knowledge:
 High Technical degree or high degree in Natural sciences
 Previous experience in the implementation of the projects on Public Administration in
the field of emergency response, risk assessment and natural disaster management is not less than 5
years
 Knowledge of state and English languages will be considered as an advantage.
