CLAIR COUNTY SMITHS CREEK LANDFILL 6779 Smiths Creek Road Smiths Creek, Michigan 48074 REQUEST FOR PROPOSAL DATE: TO: FROM: PHONE: Aug. 19, 2011 Geosynthetic Contractors Matt Williams, Landfill/Resource Recovery Manager (810) 989-6979 FAX: (810) 367-3062 Introduction The Smiths Creek Landfill is seeking proposals from geosynthetic contractors to assist in removing the geomembrane for a temporary rainflap and subsequent repairs to geosynthetics in Cell 7 at Smiths Creek Landfill (SCL, Owner). The project consists of removing approximately 500 feet of 60-mil HDPE geomembrane rainflap and repairing the geocomposite drainage layer above the base liner system and necessary repairs on the geomembrane. Project Summary A temporary geomembrane rainflap was installed in Cell 7 in November 2009. The installed rainflap is approximately 500 feet in length and was extrusion welded to the floor, the west slope, and east perimeter berm of Cell 7 (see Figures 1 and 2). The geocomposite was cut and rolled back for welding the geomembrane rainflap to the existing liner. The selected contractor will provide a crew to cut and remove the geomembrane rainflap, repair the geocomposite drainage layer and repair the geomembrane as necessary. The cut geonet shall be reconnected with nylon ties every six inches. If the geonet cannot be reconnected, a geonet patch shall be placed overlapping two feet beyond the edges of the gap. The geonet patch (if required), will be supplied by the owner and shall be secured to the existing geonet every six inches using nylon ties. A layer of geotextile (supplied by Owner) shall be heat bonded or sewed on the top geotextile of the existing geocomposite. The new textile shall overlap the repaired seam with a minimum of twelve inches on each side. A third party CQA consultant will be onsite to oversee the activities and inspect the base liner geomembrane on removal of the rainflap. If any area of the base liner geomembrane is requiring repair, the contractor will complete the repairs as deemed necessary by the CQA Manager onsite. The geomembrane shall be repaired and tested according to the SCL CQA Plan (Attachment 1). A field tensiometer and vacuum box testing apparatus will be required onsite for this task. Proposal Requirements The proposal must be structured in a Time and Materials Not-to-Exceed format. SCL will provide the heavy equipment support for moving soil and positioning geotextile rolls. The proposal shall be submitted to Matt Williams of St. Clair County, Smiths Creek Landfill by Close of Business (4:30p.m. EDT) September 16, 2011.
