It has unprecedented population and economic growth and is a world renowned tourist destination. It has a relatively small number of resident ratepayers (approximately 22,000) but experiences 2 million+ visitors every year and extraordinarily has an equivalent demand for development approvals as Wellington. The Queenstown Lakes District Council has a central role to play in facilitating and regulating the dynamic and varied development of the District in a manner that provides high quality services to residents and visitors alike. We strive to provide good quality local infrastructure and land development practices. QLDC comprises around 250 staff operating throughout the district. PURPOSE Land Development Engineers or Resource Management Engineers, (RME), have varied roles in our team. The purpose of this role currently advertised is to provide technical engineering support in the assessment of engineering matters relating to resource consent land use and subdivision proposals. Other functions of the team include review and approval of documentation submitted to QLDC for engineering approval and the onsite inspection and monitoring of physical works to ensure construction in accordance with QLDC’s adopted standards and engineering best practice. Resource Management support including: Providing technical advice in regards to subdivision and land use resource consent applications as allocated. Preparing draft consent conditions associated with consent applications to ensure the delivery of desired planning and environmental outcomes. Preparation of reports on engineering issues for land development consent applications. Assessing subdivision and development engineering work applications to ensure compliance with Councils infrastructure standards and Councils asset owner’s requirements. Quality and compliance inspections of physical engineering works, including pre-seal inspections, witnessing of pressure tests, manhole flood testing and open trench inspections. Undertaking site visits in one of the most spectacular environments on earth. Assessing natural hazard risk in relation to land development. Preparing and presenting evidence for Resource Consent Hearings and Environment Court hearings. Responding to counter, telephone, email and mail enquiries. Undertaking land development, licencing and roading LGA processes. Monitoring and coordinating individual workflow and undertake tasks within specified timeframes. Supporting the Principal Resource Management Engineer w h e r e n e c e s s a r y including undertaking reviews of others work and approving it, and allocating work to the team. Relationship Management: Provide excellent customer service, proactively solving problems in an open and fun team environment and deliver results while keeping customers informed of progress. Manage stakeholder relationships through on-going dialogue. Take a long term perspective in ensuring delivery, satisfaction and value for money. Work collaboratively with other members of the wider QLDC team. Cultivate and maintain a professional and positive image for QLDC with the community. Risk Management: Highlight risk areas in relation to the resource consent process and Council policies procedures and standards. Ensure legal advice is sought when appropriate in relation to the resource consent process where this may assist in minimising the risk to Council. Identify potential risk, claim and liability issues as they relate to resource consents. Health & Safety: Supporting emergency response and life link infrastructure requirements. Promoting a culture focused on H&S with infrastructure management and public services. Ensuring observance of H&S in all relationships and work undertaken for QLDC. Managing each other’s personal health and safety and takes appropriate action to deal with workplace hazards, accidents and incidents. If you are the right person for the job you will get a great opportunity: Tertiary qualification in Civil Engineering, Surveying, or related discipline (and be eligible for professional membership). Experience (3+ years) in the civil engineering or surveying field an advantage. Sound knowledge of 3 waters reticulation systems, roading and land management. Sound knowledge of the RMA, Local Government Act and knowledge of related legislation. Sound knowledge of NZS 4404:2010 Land Development and Subdivision Infrastructure. Excellent time management and project management skills and experience. Proven ability to work without supervision; effective time management and strong organisational skills. Ability to present topics to the public, professionals and at meetings. Good written and verbal communication skills with attention to detail.
