THE 2nd LIH-PAO INTERNATIONAL SCULPTURE BIENNIAL AWARDS
Competition Guidelines 2013
I.
Aim to create an environment with no barriers between life and art. Through this international
opportunity, we hope to provide a platform on which young emerging talent may thrive with
their creative ideas, and which may encourage international cultural exchange.

III.
Competition Theme: The sustainability between a circle and a square.
a) Theme:
In the East, the circle symbolises eternal life and a continuous cycle, whereas the square
represents harmony and order.
In the West, one can find a mystery of the golden ratio in the universe between the circle
and the square; this mystery symbolises perfection and infinity.
The expression of how humans and the environment sustain their co-existence in between
the circle and the square would be the topic of this year’s sculpture award.
b) Materials: Primarily metal, clay, wood, stone, FRP, and other durable materials should be
used. Dangerous materials are prohibited.
IV.
Entry Criteria: The competition is open to both Taiwanese (R.O.C.) local and international
artists.
a) The submitted work must be the artist’s own creation and must have been completed within
the last two years. A maximum of two submissions are allowed per individual.
b) If the submitted work is found to be in violation of any of the following conditions, the
participant will be disqualified and disallowed from competition for the following four
years.

submitted under false pretenses.
We do not accept work that has been entered into other competitions, has previously
won an award in any international art exhibitions or competitions, or has been entered
into an international exhibition of a competitive nature (except those held by an
educational institution).
V. Competition Timetable
a) Call for entries: 1 Aug – 31 Oct 2013 no later than 17:00
b) Judging period: 1 – 30 Nov 2013
c) Shortlisting announcement: 2 Dec 2013
d) Work creation by shortlisted artists: 2 Dec 2013 – 31 Jan 2014
e) Work submission by the shortlisted artists: 10 – 13 Feb 2014
f) Exhibition:
15 Feb – 16 Mar 2014 (at Songshan Cultural and Creative Park – Taiwan Design Museum)
22 Mar – 06 Apr 2014 (at Da Dun Gallery V,Taichung City Dadun Cultural Center)
g) Dates for award ceremony and press conference are to be announced via invitations.
Note: Any changes to the current timetable will be made in accordance with notifications from
the organiser, and will be announced on the official website.
VI.
Registration:
a) Online Registration
1. The online registration system is open from Sunday 15 September 2013.Participants
should follow the online registration procedure and submit the following documents.
Completed documents should be uploaded online altogether. Documents that are
incomplete or not in the correct format will not get delivered by the system. Once the
organiser has received the uploaded documents, a confirmation number will be sent to
the participant to confirm the receipt of the submission. Please contact the organiser
directly if the confirmation number is not received within a week of submitting the
documents online.

 Details of the artwork
 A minimum of one photograph for each of the front, back, left and right profile, and
top views of the work model, original work or 3D design. Each photograph file
should be under 1MB in size and in JPEG format, with a resolution not exceeding

300dpi. The file name of each photograph should clearly state the artwork title and
viewing angle (eg. Newborn – Front View, Newborn – Back View etc).
 A 100-300 word, explanatory statement of the creative concept of work in English.
 Download and sign the participation agreement form and upload the agreement form
onto the website.

3. Other registration: for those who are unable to register online, please contact the
organiser for details on paper submission. Entries must be sent by registered mail to
Lih-Pao International Sculpture Biennial Awards Team of Lih-Pao Cultural Arts
Foundation at No. 16, Lane 189, Section 1, Chengtai Road, Wugu District, New Taipei
City, Taiwan 24870. The mail must be postmarked by no later than 31 October 2013.
Optical discs should be packaged in a thick cardboard sleeve to prevent bending and
other damage.

b) Shortlist Selection
1. Participants that are shortlisted after the preliminary selection stage will be notified by
telephone or email notice. Participants should ensure that their contact details are
correct. If shortlisted participants cannot be contacted or do not make contact with the
organiser within 15 days of the result announcement (before 15 Dec 2013), their entry
will be considered forfeited, and a replacement of a finalist will be chosen by the
organiser.
2. A list of 20 shortlisted participants will be announced on the registration website,
www.lihpao-sculpture.com
3. Upon receiving notification, shortlisted artists must submit the following items to the
organiser.
 Shortlisted artists must finish their work according to the specifications and
materials indicated in the original application.
(1) Combined dimensions may be no less than 180cm in principle.
(2) Combined dimensions may not exceed 240cm in principle.
Dimension restrictions do not include the base of the work; the dimension of the
base is upon the artist’s choice. The artwork should be safely packaged in wooden
box.

Shortlisted artist should record a 3-5 minute video presentation of the work on the
optical disc; the format of the presentation is not restricted.
 Shortlisted artists should provide the sketch of their design concept for exhibition
display purpose.
 Shortlisted artist may wish to provide illustrations of their past work on A4 paper.
The panel of jurors will judge the work based on the actual work, video presentation
and past illustration work mentioned above.
Shortlisted work, video presentation and past illustration work must be delivered to the
designated location (to be announced) within the given timeframe. Work submitted via
package delivery service or the post must be carefully packaged to prevent any damage
during transportation. Any damage incurred is the sole responsibility of the artist. A
receipt will be given by the organiser upon the receipt of the work; for international
artists, an electronic receipt will be provided via email. For those works which do not
receive gold, silver and bronze awards, the works will be returned to the artists after
March 2014; please provide the receipt as a supporting document when the work is to
be returned.
The organiser will subsidise shortlisted international artists’ shipping cost (by post or
courier) according to the actual amount shown on the true copy of the receipt. The
maximum shipping subsidy is NT$5000; any cost that exceeds this amount should be
covered by the artist.
Shortlisted artists who are unable to submit a finished work or otherwise unable to
accommodate the schedule of the itinerary and other related events must inform the
organiser within 15 days of receiving notification. The available place will then be
filled by an artist on the waiting list; participants may not object. Likewise, shortlisted
artists who have not informed the organiser in advance forfeits all rights to any prize
money, trophies, award certificates, or funding of international exchange. In addition,
the artist will not be allowed to be included on any shortlists for related events that may
be held in the future by the organiser. Also, the artist may not include selection by this
competition as part of a professional biography.
The shortlisted work will be openly displayed in the exhibition venue arranged by the
organiser. The organiser will also be responsible for any expenses related to insurance
and maintaining the safety and security of the work during exhibition.
c) Awards Ceremony and Publicity Events:

Gold, silver and bronze award recipients must attend the award ceremony, press conference,
and any domestic exhibits arranged by the organiser, as well as any publicity events within
the one-year period following the award ceremony. Organiser will cover the international
award recipients’ meals, accommodation and travel cost for three-days and two-nights.
International award recipients are responsible for their visas and the related applications and
the other expenses incurred during the trip.
VII. Jury Deliberation
a) Judging Method: Selection will be conducted by a panel of jurors, consisting of 7-10
architects, artists, art critics, and curators.
b) Judging Criteria:
1. Theme interpretation 30%
2. Techniques 30%
3. Overall presentation 40%
VIII. Awards and Prizes
a) Gold Award: One winner; prize money of NT$600,000, an international exchange subsidy
of NT$100,000 and a trophy.
b) Silver Award: One winner; prize money of NT$300,000 and a trophy.
c) Bronze Award: One winner; prize money of NT$200,000 and a trophy.
d) Most Popular Exhibit Award: One winner; prize money of NT$30,000 and an award
certificate.
e) Shortlisted Award: 17 winners; prize money of NT$20,000 and an award certificate.
To encourage creation, above awards and prizes are subject to the quality of shortlisted
artworks. The organiser reserves the right to add awards or not to award any winners within a
given category if no entry is found to be of suitable merit.
《Notices for International Exchange Subsidy》
Funding for the international exchange subsidy is applicable for use on the following activities only:
a) The ten-day itinerary of exchange courses and workshops organised by the universities of arts
and design which are referred by the supporting partners (Taiwan R.O.C. – National Taiwan
University of Arts’ Sculpture Department, the UK – University of the Arts London, China –
Shenzhen Sculpture Academy).

b) International exchange events, including arts festivals, exhibitions, workshops, and exchange
programs, that artists are to attend or are invited to. While such events are not restricted to
those arranged by the organiser, they must be related to architecture or sculpture. Verification
and clearance of related expenses will be dependent on event reports and photos submitted by
the artist.
c) Subsidy for international language learning courses (such as Chinese, English, German,
French, Japanese, Spanish etc; for other languages, please provide an explanatory statement
on how it would benefit the learning in arts).
The maximum international exchange subsidy is NT$100,000; award winner forfeits the right
to the subsidy if not used within a year after being awarded.
IX. Artwork Property Rights
a) Gold, silver, bronze awarded works will remain permanently in the collection of the
organiser; the organiser will not offer any collection fee. The organiser award recipients must
sign an agreement for the transfer of intellectual property rights.
b) The organiser reserves the right to reproduce or utilise collected works and award recipients’
international exchange records for relevant purposes, such as photography, exhibition,
editing, publication, research, promotion, public display, as well as in various formats, such
as video, digital and web content, print, and promotional material. Such use is not restricted
in terms of frequency, and the artist may not exercise creator’s moral rights upon the
organiser.
c) Due to the need for artwork display in the building space of Lih-Pao Corporation or the
conglomerate firms, the organiser is able to assist in the referral of all artwork entries (not
limited to awarded works). Upon successful referral, details of the agreement should be
negotiated between the artist and the firm.
X. Points of Note
a) Participants must read in detail all the regulations indicated within these guidelines.
Participation in this competition will be considered tacit agreement to comply with all rules
and regulations of the competition guidelines and its associated documents. Participants agree
to respect the final decisions made by the judging panel and may not object to or contest the
results.

b) Award recipients who forfeit their rights to the award may not include the award as part of
their professional biography. In addition, if such forfeiture results in any tangible or intangible
loss or damage to the organiser, the organiser reserves the right to pursue legal action.
c) The organiser will provide shortlisted artists with an opportunity to exhibit their works at a
designated venue. The organiser will be responsible for any expenses related to insurance and
transport of the work during this period of exhibition. The organiser will invite the artists to
attend promotional events, such as the exhibit’s opening ceremony and a press conference.
d) Once receipt of the entry is confirmed, the organiser shall be responsible for safekeeping and
insurance of the submitted work, and shall file a claim for damage compensation according to
the insurance coverage. If the shortlisted work is assembled in parts, the artist should
endeavor to ensure structural durability. The organiser does not assume any liability for
damage that may occur during the process of competition or exhibition.
e) The submitted work must be an original creation and not in violation of any rules and
regulations stipulated by intellectual property rights law or these guidelines. Any suspected
violations that are found to be true shall result in disqualification from competition and any
awards already given shall be revoked. In addition, the organiser shall seek to recoup any
prize money, trophies, certificates, or international exchange subsidy previously awarded to
the artist. Participants shall be solely responsible for any legal consequences, as well as any
compensation for losses or damages incurred.
f) All documents submitted for the preliminary selection process will be retained by the
organiser. Participants should make copies for their personal records prior to submission.
g) According to relevant taxation laws, Taiwanese (R.O.C.) award recipients winning prizes in
excess of NT$20,000 shall be subject to a 10% withholding income tax that will be
automatically deducted by the organiser, as well as a 2% supplementary health insurance
premium. Non-Taiwanese (R.O.C.) award recipients winning prizes in excess of NT$10,000
shall be subject to the automatic deduction of a 20% withholding income tax.
h) Final interpretation of the rules and regulations stipulated in these guidelines will be in
accordance with that of the organiser. The organiser retains the right to make changes to these
guidelines at any time, and shall duly announce any amendments.

Participation Agreement Form
TO: Lih-Pao Cultural Arts Foundation
I, ________________________, the signee, have read in detail the guidelines and regulations of
the “Lih-Pao International Sculpture Biennial Awards”, and hereby agree to abide by all regulations
as stipulated within the competition guidelines, and its associated documents and forms. The
submitted artwork is an original creation and not in violation of any rules or regulations as stipulated
in intellectual property rights law or the competition guidelines. Any suspected violations that are
found to be true shall result in disqualification from competition and any awards previously given
shall be revoked. In addition, the organiser may seek to recoup any prize money, trophies,
certificates, or international exchange programme subsidy previously given to the artist.
I respect any and all decisions made by the judging panel, and shall not object to or contest the
results. Should I forfeit my rights to the award, for any reason, I may not include the award as part of
my professional biography. In addition, if such forfeiture results in any tangible or intangible loss or
damage to the organiser, I understand that the organiser reserves the right to pursue legal action.
I understand the regulations of the taxation laws of Taiwan (R.O.C.) the regulations stipulate
that Taiwanese (R.O.C.) award recipients winning prizes in excess of NT$20,000 shall be subject to a
10% withholding income tax, to be automatically deducted by the organiser, as well as a 2%
supplementary health insurance premium. Non-Taiwanese (R.O.C.) award recipients winning prizes
in excess of NT$10,000 shall be subject to automatic deduction of a 20% withholding income tax.
