Senior Analyst
THE ORGANIZATION
The Water Replenishment District of Southern California (WRD) was formed in 1959 to manage
the Central and West Coast groundwater basins.
WRD’s mission is to provide, protect and preserve high quality groundwater through innovative,
cost-effective and environmentally sensitive basin management practices for the benefit of
residents and businesses of the Central and West Coast Basins.
WRD provides groundwater for four million residents (10% of the State’s population) in 43 cities in
a 420-square mile area of southern Los Angeles County. WRD protects the Central and West
Coast Groundwater Basins through groundwater replenishment, deterrence of seawater intrusion
and groundwater contamination prevention and clean-up programs.
WRD is governed by a five-member elected Board. It has 33 employees and an annual operating
budget of $65 million.
THE POSITION
The Water Replenishment District is looking for a motivated self-starter with strong analytical and
writing skills to perform a wide variety of duties.
Duties
Successful applicant will be responsible for performing analysis of complex administrative,
financial and statistical information in support of District-wide activities. Applicant will also be
responsible for:
1.
Reviewing, organizing and maintaining data sets related to District operations across
multiple departments;
2.
Coordinating activities of office and support staff;
3.
Tracking local, state and federal grants, budgets, and legislation;
4.
Planning, coordinating and scheduling projects;
5.
Determining appropriate work methodology and allocation of tasks;
6.
Reviewing work of assigned personnel;
7.
Preparing presentations, slides and graphics for meetings and events;
8.
Creating recommendations for changes in policies, procedures, work methods, and
budgeting;
9.
Contributing to press releases and website postings;
10.
Analyzing capital improvement expenditures and preparing cost estimates and details
to support proposed purchasing actions for divisional and departmental projects;
11.
Reviewing contracts, invoices, vouchers and other documentation and perform various
financial analyses and worksheets;
12.
Performing water resource and policy analysis, and preparing technical memorandum
summarizing findings/recommendations; and
13.
Running queries in the District’s Geographical Information Systems (GIS experience
not required but desirable).
Qualifications
1. Education:
Bachelor’s degree from a four-year college or university with major course work in business
administration, public administration or related field. (Master’s Degree strongly preferred, but not
required)
2. Experience:
At least five years experience as an Analyst or the equivalent in local government or private
industry, with involvement in water and/or wastewater programs.
3. Skills:
Applicant must demonstrate the following:

Knowledge of advanced principles, practices and methods of administrative and
organizational analysis;

Knowledge of public administration policies and procedures;

Competency in the use of business computer applications, particularly as related to
statistical analysis and data management;

Knowledge of financial, statistical and comparative analysis methods;

Experience in budget development;

Competency in research techniques, methods, and procedures, and report
presentation;
3. Computer Knowledge:
Applicant will need expertise in the use of the following programs:

MS Word 2007 or earlier.

MS Excel 2007 or earlier.

MS Access 2007 or earlier.

MS PowerPoint 2007 or earlier.
Working knowledge of ESRI ArcView GIS software not required but desirable

Compensation
The salary for the position of Senior Analyst is $67,000 to $87,000 depending on qualifications.
