Use the checklist below to confirm you have completed all sections of the application. This means including
all required documents and material prior to submission. Applications completed incorrectly or missing
information needed to conduct an accurate assessment will result in a delay in the evaluation process or the
application being returned.
The following have been completed in accordance to the type of license desired.

violation in any part of the following City of Dallas ordinances.

APPLICATION INSTRUCTIONS & LICENSE REQUIREMENTS
Due to recent changes made to the application and evaluation process these instructions have been
developed to aid in the proper completion and submission of the required information. The valet service
operation that is desired will decide on the amount of information required from the applicant. As a result,
take a minute to read over the instructions and the current requirements in its entirety while reviewing the
application forms. This will aid in gaining a better understanding of some of the updated options that have
been developed.
LICENSE TYPE
Submission Types: Select the options that best describe the type of application you are submitting.
Type (I.):
 Public – Select if the valet stand and the valet zone where unloading and loading will take place
is located on the public street.
 Private – Select if the valet stand and the valet zone where unloading and loading will take place
are completely on private property BUT the movement of the customer vehicles desiring to use
the valet service STILL impacts the traffic flow on the public street.
Type (II.):
 New – Location that has never had an approved valet service license. This option also applies to
any location that has had an approved valet service license in the past but the business or property
owner has changed.
 Update – Location that has an approved valet service license but needs to make a change to some
component of the current valet operation or area zoning. “Temporary” licenses distributed in the
past do not qualify as “Approved” and any location that held this type of permit will need to apply
under a “New” location.
 Recurrent –Location that has an approved valet service license and has no changes to the current
valet operation or area zoning. “Temporary” licenses distributed in the past do not qualify as
“Approved” and any location that held this type of permit will need to apply as a “New” location.
Type of Operation: Select the options that best describe the type of application you are submitting.
 Individual - Valet service for one business entity where the valet operator will be accepting and
returning vehicles at only one valet zone location.
 Association* - Valet service for two to four nearby businesses where the valet operator will be
accepting and returning vehicles at one valet zone location. To qualify for this category all businesses
listed in the application MUST be close to one another in one of the following set-ups.
 In the same building and identified by different units (ex. suites, room, etc.).
 Linear set up and sharing one wall with one or more of the entities
 On the same side of the street with less than 75 feet between the business entries.
 Corporation* - Valet service for five or more businesses where the valet operator will be accepting
and returning vehicles at only one valet zone location.
 Number of Businesses Serviced – Provide the number of businesses that will be applying for the
valet services.
 Multiple Applicant Page – If more than one business is applying, a supplemental applicant page
should be completed and included directly behind page one of the application.

Due to the newest and complexity of the “Association” and the “Corporation” categories applicants seeking a
license under these categories may require a longer evaluation to consider:
 the requested valet service zone
 the number of business to be serviced
 the type of business categories indicated
 the primary hours and days of operations
 the area traffic conditions
Each application submitted as may also require additional operational provisions to be approved and viewed
as operating in compliance per the guidelines of the City of Dallas.

VALET SERVICE OPERATOR
Provide information in relation to the logistic needed to setup and operate the service. The city of Dallas will
make every effort to work with each applicant to make implementing the valet service in the target area
possible within the basic parameters of the ordinance. Please take the following into consideration:
Location of a valet parking service (SEC. 43-126.11.)
 Valet zone spaces and stands for a valet parking service may not:
 be within 10 feet of a crosswalk;
 be within 10 feet of a fire hydrant, fire call box, police or other emergency facility;
 be within five feet of a driveway;
 be within three feet in front of or 15 feet behind a sign marking a designated bus stop;
 be within three feet of a bus bench; or
 reduce the unobstructed space for the passage of pedestrians to less than 4 feet
 The city may require greater distances than those prescribed when warranted by special vehicular or
pedestrian traffic conditions. (Ord. Nos. 19190; 19455)

 Indicate the number of on street spaces the valet operator believes will be required to safely unload and
load vehicles during the primary time of operation. As a general rule an on street space” is 22 feet long,
if parallel to the curb and nine (9) feet wide, if it’s a head-in space.
 Locations should plan for a suitable amount of right of way (ROW) to safely receive and deliver
vehicles in relation to the business they are servicing.
 By city code, the ROW cannot be used as a holding area for pickups or “VIP” parking.

 If an offsite or remote vehicle storage location will be used in connection with this license provide the
location, current zoning information and a copy of the C/O for the site.
 Complete the supplemental page included if there are additional remote vehicle storage locations.
 List the properties on the supplemental page in the order they will be used.
 A notarized parking agreement letter for a remote storage site is still required even if it is owned by one
of the property owners listed as an applicant IF the property is used are required parking agreement for
any business and the valet indicates that it will be charging a fee to use the service.
 For the purpose of a valet license, a RAA is a unique operational agreement where the application will
outline and agree to always use special or specific operational procedures while using the location in
question. Although it is not a mandatory requirement if a vehicle storage location is in an area bordering
occupied residential property a “Resident Adjacency Agreement” (RAA) may be required to gain approval
to use the location. These procedures are to ensure minimal impact occurs on the quality of life of the
residents in close proximity of the remote storage location. Failure to adhere to the procedures listed in
the RAA will result in suspended use of that remote location and possibly forfeiting the location as a
viable option in the future.
 If a RAA is completed please include the information in with the material in Section IV.

 Depending on the type of application being completed a “multiple applicants” supplemental page
and/or a remote vehicle storage supplemental page may be required. Complete in the same manner
as other segments requesting the same information.

SECTION II – Operation Plan
VALET ROUTE DESCRIPTION
Describe the route to be used to take vehicles from the valet zone to the off-street vehicle storage location(s)
and back to the valet zone. Routes using residential alleys or illegal traffic maneuvering, such as U-turns or
driving in the wrong direction on any public streets are prohibited and will serve as grounds for denial.
 In bullet outline, describe in concise sentences how valet company will maneuver on the City of
Dallas public ROW starting from the moment the customer pulls up into the designated Valet Service
Zone to when the vehicle is returned to the Valet Service Zone from the storage location.
 Include the addresses for both the Valet Service Zone and the vehicle storage location.
If more than one vehicle storage location is to be used provide the secondary operational route plan if an
alternate route will be required to legally access the other locations. Make sure to indicate the hierarchy of
all storage locations and routes used by listing each vehicle storage location address numerically.

SECTION IV –Approval of Vehicle Storage Location Space Use
PARKING AGREEMENT
 Provide a notarized letter showing authorization to use parking spaces for valet services. This letter
should be between the principal applicant and an authorized custodian of the off-street parking spaces
desired. The letter should list the exact number of spaces being given over, how many are required
spaces for what business; and the hours of operation of the business if the spaces are required.
 If the indicated valet operation will be charging a fee to use their service the spaces authorized for use
cannot be required spaces allocated to a business that is in operation during the days and time the valet
in going to be in use.
 A letter is still required even if the remote storage location is owned by one of the property owners listed
as an application.

SECTION V – Valet Zone Proximity Notification
ADJACENT BUSINESS AND PROPERTY OWNER CONSENT
Applicant shall provide a list of the names and addresses of all business representatives and property
owners located within 50 feet the Valet Service Zone within the same block, and/or located on the same
side of the street as the Valet Service Zone. Denying consent to this Valet Service Zone is not automatic
grounds for denial of a valet service license. Only listed addresses that can provide verified documentation of
a negative impact of quality of life or business activity will carry weigh concerning revisions and/or denial.
SECTION VI - Applicant and Valet Contractor Agreement
LICENSE AGREEMENT
The Business Applicant and the Valet Contractor agree to educate and inform all employees and
subcontractors linked to this valet service of rules and guidelines associated with the ordinances in Chapter
43; Article VI; Division 3 (Valet Parking Services) and Chapter 28 (Motor Vehicles and Traffic) and Chapter
51A (Development Code) of the Dallas City Code relating to operating a valet service.
If this application is approved and a license is granted all parties connected to this license agrees to accept
the consequences of the actions of the valet operators on site. Gross or reoccurring violations of the Dallas
City Codes, whether knowingly unknowingly; failure to work with any enforcement agency onsite to bring a
location into compliance; or staff being documented by city personnel engaging in behavior that is deemed
as violent, threatening or disruptive, may result in all valet operations granted at the location being
temporary suspended and/or permanently revoked without a refund.
Additional Information
INSURANCE
Prior to the release of an approved license the applicant shall procure a policy of comprehensive general
liability insurance and garage insurance (43-126.12).
 A licensee shall procure, or cause to be procured, and keep in full force and effect, and shall keep on file
with the city a policy of comprehensive general liability insurance and garage insurance, or a certificate
of insurance, issued by a casualty insurance company authorized to do business in this state and in the
standard form approved by the board of insurance commissioners of the state. The insured provisions of
the policy must include the city, and its officers and employees, as insureds and the coverage provisions
must insure the public from loss or damage that may arise to any person or property by reason of the
operation of a valet parking service by the licensee.

The comprehensive general liability insurance must be on a broad form and provide limits of liability for
bodily injury and property damage of not less than $300,000 combined single limit, or the equivalent.

The garage insurance must provide limits of liability for bodily injury and property damage of not less
than $300,000 combined single limit, or the equivalent, and must provide the following coverages:
(1) Comprehensive and collision coverage for physical damage.
(2) Coverage for vehicle storage.
(3) Coverage for a vehicle driven by or at the direction of the licensee.

The insurance policy required by Subsection (a) of this section shall contain an endorsement which
provides for 10 days' notice to the director in the event of any material change or cancellation of the
policy. (Ord. 19190).

CURRENT FEE STRUCTURE
Evaluation Fee
 A nonrefundable application fee of $25 must accompany each application accepted for evaluation.
Annual License Associated Fees
 No annual license fees are required if valet service is identified as a “Private” license type.
o To qualify under this license type the valet stand and the valet zone where unloading and loading
will take place must be completely on private property BUT the movement of the customer vehicles
desiring to use the valet service STILL impacts the traffic flow on the public street.

$50 - Valet stand placed on public right-of-way. (Ord. Nos. 19190; 19969; 25539)

Public Right of Way Use:
o $250 per space for the first six spaces approved as required for use as a maneuvering zone if the
valet parking service is being conducted inside the central business district (CBD).
 $1,000 for each space over six approved as required (CBD Area)
o $350 per space for the first two spaces approved as required for use as a maneuvering zone if the
valet parking service is being conducted outside the central business district (CBD).
 $1,000 for each space over two approved as required (Outside CBD)

$25 for each sign or curb marking placed by the city at the valet parking service location in accordance
with Section 43-126.14 of this division.

LICENSE APPLICATION
SECTION VI - APPLICANT AND VALET CONTRACTOR AGREEMENT

LICENSE AGREEMENT:
The Business Applicant and the Valet Contractor agree to educate and inform all employees and subcontractors
linked to this valet service of rules and guidelines associated with the ordinances in Chapter 43; Article VI;
Division 3 (Valet Parking Services) and Chapter 28 (Motor Vehicles and Traffic) and Chapter 51A (Development
Code) of the Dallas City Code relating to operating a valet service. If this application is approved and a license is
granted you accept that any violation of the Dallas City Codes may result in all valet operations granted being
temporary suspended and/or permanently revoked without a refund.
Upon approval and payment of all fees, a Valet Service license issued remains in effect for a period of one year
from the date of issuance unless sooner terminated by the department director of Parking Services &
Enforcement, their authorized representative or by City Council. In addition, a Valet Service license may be
revoked if the applicant or valet contractor fails to comply with the requirements of the Valet Service program,
traffic regulations or other applicable law. Furthermore, if the applicant or valet contractor makes a false
statement on any portion of this Valet Service license; or it is determined that the operation of the Valet parking
service is in violation of elements within this application all valet operations granted will be temporary
suspended until compliance is reached or permanently revoked without a refund if compliance is not possible.
I have reviewed the Valet Services ordinance and agree to abide by those guidelines in addition to all the current
terms and conditions within the City of Dallas Valet Services program.
