Date: Dec 10/2014 The HL-LHC and LIU Cost and Schedule Review - March 9-11, 2015 The goal of the cost and schedule review of the LIU and HL-LHC projects is to assess the status of the project development taking into account the technical developments that are still ongoing. The established project baseline will be presented, in order to make sure that the construction project can be followed and tracked against its requirements. The project baseline includes a description of the scope, the schedule and the cost. In addition the management of the project and the risks will be considered. In fact four major activities are going on in parallel. The operation of the accelerator complex, the “Consolidation Program” as part of the injectors and LHC operation (funded at ~CHF 30M / year), the LHC Injectors Upgrade (LIU; estimated at approx. CHF200M) and the High Luminosity LHC upgrade (HL-LHC; estimated at approx. CHF750M). This review will cover the LIU and HL-LHC projects, taking into consideration their working hypothesis linked to the CONS project and the operation of the CERN accelerator complex. This review will not assess the cost and schedule of the CONS project nor the operation of the accelerator complex. Resource management and scheduling of the R&D activities as well as the construction of the systems will be described in two different documents made available to the committee. The LIU baseline description will be available by Oct 2014 and the HL-LHC baseline description by the end of the calendar year 2014. The review report will be given to Frederick Bordry, Director of Accelerator at CERN, and is intended to answer the following questions: - Is the estimated budget of the project adequate (within reasons)? Are there any options to reduce the budget and does the review team see opportunities for savings? What is the possible scope contingency? What are the areas of high risk for scope, schedule or cost overrun? Is the schedule well developed, credible and synchronized between the ongoing activities (see four major projects mentioned above as well as the LHC experiments)? Are the foreseen resources correctly evaluated? Will the expertise (management and technical) be available when needed? The review is planned for 2.5 days with a close out briefing planned for early afternoon on the third day. A plenary session during the morning of the first day will be followed by a series of breakout sessions focussing on the different subsystems as well as schedule/cost and management. At the end of the first and the second day the committee will plan for a closed session to assess progress and publish a list of questions or requests. During the morning of the third day a final Q&A session can be held by the subcommittee. From 9:30 am on the committee will prepare its close-out report. A power point presentation with a summary will be available. The committee will try to finish a written report by the end of the review but definitely within two weeks thereafter.
