Position Context
The Pathways Manager is a senior operational role holding responsibility for driving performance and
compliance through management and support of Pathways Advisors. Leading by example, the Pathways
Manager may also be required to fulfil the Pathways Advisor role through managing a small caseload of job
seekers.
The Pathways Advisor plays an integral role by working with job seekers to obtain relevant vocational and
non-vocational skills and to assist them with securing and remaining in employment.
Using a strengths based assessment approach, the Pathways Advisor supports the job seeker to develop
and navigate a pathway which is documented in an Individual Participation Plan (IPP). The IPP is designed
to maximise the job seekers sense of choice and control of their pathway to employment.
Critical to the success of this role is an unwavering belief in the job seekers ability to succeed balanced with
a dogged determination to make it happen.
About the Organisation and RJCP
East Kimberley Job Pathways (EKJP) is a newly formed not-for-profit entity created through a partnership of
two well respected organisations – Wunan Foundation and East Kimberley CDEP Pty Ltd. East Kimberley
Job Pathways has been established to deliver the Federal Government’s RJCP Program across the East
Kimberley and Halls Creek/Tjurabalan Regions.
Administered jointly by the Federal Government departments of DEEWR and FaHCSIA, the RJCP Program
commences on 1 July 2013 and is designed to assist unemployed people to obtain jobs and participate in
their communities. RJCP reflects the Government’s view that everyone who can work should work to their
capacity. Those who are not working should be participating in meaningful activities that will contribute to
their communities as well as making them more work ready. Further information on RJCP can be obtained

Accountabilities
Accountabilities Specific to the Role

Provide management and support to Pathways Advisors as required. This may encompass –
o
staff supervision and training support;
o
management and monitoring of caseloads;
o
supporting the establishment of individual and group placement/outcome targets;
o
authorising Participation Account (PA) expenditure within set delegation;
o
providing reports to the Regional Manager as directed.
Accountabilities of Pathways Advisors

Achieve established individual (and group) placement targets that contribute to the overall performance
goals of the organisation.

Achieve established individual (and group) outcome targets that contribute to the overall performance
goals of the organisation.

Develop and maintain an Individual Participation Plan (IPP) in negotiation with the job seeker that
maintains a high level of job seeker engagement and contact and motivates disadvantaged and
disengaged job seekers to participate in activities that lead to securing sustainable employment
outcomes.

Within DEEWR approved guidelines (and EKJP purchasing guidelines) use the Participation Account (PA)
to facilitate the achievement of IPP milestones and increase placement/outcome opportunities for job
seekers

Support job seekers with obtaining paid work experience and employment and conduct appropriate
post placement support to enhance sustainability of employment.

Maintain files, file notes, claim evidence and completed forms in line with DEEWR documentary
evidence guidelines and with particular emphasis on contractual compliance.

Maintain a sound level of understanding of, and compliance with, contractual requirements including
DEEWR contracts and deeds, FaHCSIA funding agreements, relevant guidelines, Codes of Conduct and
Organisational policy and procedures including completion of DEEWR Learning Centre modules

Contribute to a quality work environment by proactively identifying solutions to operational problems
and maintaining a professional relationship with other team members
Position Specific Requirements
Required

Current Drivers Licence

Working with Children Check / National Police Clearance

Demonstrated experience in leadership at a Team Leader level (or above)

Ability to maintain accurate records (electronic and paper-based) and to understand and implement
contractual requirements and guidelines

Ability to time manage, set priorities and to achieve outcomes in a demanding performance driven
environment

Maintain personal effectiveness (sense of humour, emotional balance and resilience) even when under
pressure

Ability to positively influence job seekers through developing effective working relationships

Ability to use active listening and questioning techniques to identify goals, strengths and obstacles to
employment

Ability to work collaboratively with a job seeker to develop a tailored plan to achieve employment and
monitor progress against a plan, coach and mentor to achieve gaols

Ability to work with employers to identify their needs and to refer appropriate job seekers
Desirable

Qualifications in employment services, community services, management or related discipline

Excellent communication skills including negotiation, advocacy, conflict resolution skills, assessment
skills and the ability to quickly create rapport

Experience in or understanding of employment and/or community service programs

Case management experience, preferably with people from disadvantaged socio-economic groups

Not-for-profit experience

Knowledge and understanding of Aboriginal and Torres Strait Islander cultures and understanding of
issues affecting Aboriginal and Torres Strait Islander people in contemporary Australian society

Current knowledge or ability to gain knowledge of labour market conditions/opportunities across the
service delivery region
