Mayor Pro Tem Cynthia Johnson called the regular Board meeting to order and welcome everyone present

Mayor Pro Tem Johnson entertained a motion to adopt the Proposed Agenda Commissioner Mcdougald made the
motion Commissioner McMillian seconded the motion the vote was unanimous the motion was carried
Approval of Consent Agenda:
Mayor Pro Tem Johnson entertained a motion to approve Consent Agenda commissioner Mceachin made the
motion Commissioner McDougald seconded the motion the vote was unanimous the motion was carried

Town of Maxton Proposed FY 2013-2014 Municipal Budget
Mayor Pro Tem Johnson opened the Public hearing for the FY 2013-2014 Town of Maxton Budget, Mr. Willis
Sullivan a resident concern was how can the Town afford to pay for Fireworks and the Town office is not open five
days a week don’t feel it necessary for the citizens to have fireworks the Town did not have them last year

I. Old Business
a. Board Approval of Town Proposed FY 2013-2014 Municipal Budget
Actions: Motion for Board Approval of the FY 2013-2014 Town of Maxton Municipal Budget
And the Critical need Grant
b. Board Approval of Town of Maxton Budget Ordinance
Mayor Pro Tem entertained a motion for Board Approval of the Budget Ordinance Commissioner McDougald made
the motion Commissioner McMillian seconded the motion the vote was unanimous the motion was carried
c. Board Approval for the Finance Department to make amendment to close out FY
2012-2013
Mayor Pro Tem Johnson Motion entertained a motion for Board Approval to make amendment to close out FY
2012-2013 Commissioner McEachin made the motion Commissioner McDougald seconded the motion the vote
was unanimous the motion was carried
II. New Business
a. Board Approval of the Laurinburg-Maxton Airport Proposed FY 2013-2014 Budget
Mayor Pro Tem Johnson entertained a motion for Board Approval of the FY 2013-2014 Laurinburg-Maxton Airport
Commission Budget Commissioner McDougald made the motion Commissioner McMillian seconded the motion
the vote was unanimous the motion was Carried
Public Forum:
Willis Sullivan: concern was the US flags in the Town need to be replaced at the Library, Cemeteries, Beachum
Park and any other flags in the town of Maxton; he also stated that if the Town increases the Tree Board Budget
they will up keep the flags.
Joann Gentry: Briefed the Board on the Budget and Commissioner McDougald questioned the use of the LMAC the
Golden Knight , The Military use a part for a drop zone, the Griffin Group business is slow.
Brenda Ferebee: Briefed the Board on the status of the Townsend Gym and the meetings that has been held with
the Robeson County School Officials concerning the Town of Maxton ownership of the Townsend Gym setting up
another meeting by July 9th to make some final decisions on the gym, the Board concerns were about the mold,
mildew , bathrooms, the roof and other parts of the gym from the Maxton Board and other issues will be looked
into when a final decisions is made, Geraldine Mclaurin , and other concern residents was concern about the Town
of Maxton needed the gym for the kids, senior citizens as a fallout shelter and the residents has a lot of history
with the Townsend Gym and it will benefit the Town of Maxton and the residents. Town Attorney Nick has been in
contact with Grady Hunt on the matter with the gym. David McEachin mention he has spoke to Mr. Jackson
several times about the contractor working on the gym, Commissioner McDougal suggest that the commissioner
walk through the gym to get a better idea of the condition of the gym.
Mayor Pro Tem Johnson entertained a motion to closed the board meeting Commissioner Mcdougald made the
motion Commissioner McMillian seconded the motion the vote was unanimous the motion was carried.

Mayor Pro Tem Johnson opened the Work Session at 6:10 p.m.
a. Budget Review
Commissioner McDougald had questions concerning the fire taxes is paid along with the property
taxes.
b. Discuss items from Retreat
 Zoning/Code Enforcement Officer/ Annexation of Out of Town Properties
The concern was that the vacant property in the Town and the zoning code enforcement office need
to be considered to at least be hired part-time and letters need to be sent out to residents to enforce
the zoning ordinance of the town that is a nuisance in the neighborhood. Mayor ProTem Johnson
stated that several residents are complaining of the nuisance property. The ETJ covers the 1 mile city
limits.
 Town of Maxton Properties/ Freight Building lease or sale
The concern discussed was the Town Properties and the Freight Building McDougald mention that
several people are interested in leasing the Freight Building the value millions of dollars ,
Commissioner McEachin stated that the person that is interested in the building need to contact the
Interim Manager to start the process .
 Nuisance Residential & Business Properties
McDougald briefed the Board of the nuisance properties on Wilmington Street , Commissioner
McEachin mention residents using the side streets as a dumping site on East MLK and also on Willow
Street, residents is charged for materials not allowed in the regular trash pickup such as tires, paint
anything that is hazards that is hauled to the land field.
 Old Gym
Nic briefed the Board on the email to the Mayor in reference of the gym Commissioner McDopugald
mention the mold and mildew McEachin asked can the lead, mold, mildew levels be tested
McDougald stated the Town just can’t afford the up keep of the gym and bringing the building up to
pass the building code, Nic also mention that the concern of the mold will be looked into if the
building is leased and inspected for all environment issues
 Board Salaries
Commissioner McDougald concern on the Board salaries he mention that when the Town cut back on
the employees the Board was not affected the Board need to consider a pay decrease a year ago each
board member was chair of a committee and other meetings each month now the Board only attend
one meeting per month with a pay decrease it will save as much as $62,400 in 4 years Mayor Pro Tem
Johnson stated that she attends other meeting such as the Planning and Zoning Board meeting and
the ABC Board meetings and when the New Board was elected the committees boards was stopped
and now the Mayor and Board only have one meeting a month to attend other than the Retreats.

Commissioner McDougald asked was it a rain date for the 4Th of July Celebration, no rain date was set
event is planned as schedule
Note: Gary Gallman term on the Laurinburg –Maxton Airport Commission expires on June 30, 2013
