Terms of Reference: Integration Initiatives Website Content Manager

Consultancy purpose :

The consultant will manage the content of the Integra Initiatives Website

( www.integrainitiative.org

). This will include uploading resources, writing blogs and news articles where needed, improving search optimisation and running the Integra twitter account in order to ensure that the latest evidence and best practice around SRH and HIV integration are promoted. The consultant will also provide support in uploading documents to the SRH and HIV Linkages Resource

Pack ( www.srhhivlinkages.org

).

Background:

The importance of linking sexual and reproductive health (SRH) and HIV is firmly established. Most

HIV infections are sexually transmitted or are associated with pregnancy, childbirth and breastfeeding. Sexually transmitted infections may increase HIV acquisition and transmission. In addition, sexual and reproductive ill-health and HIV share root causes, including poverty, limited access to appropriate services and information, gender inequality, cultural norms and social marginalization of the most vulnerable populations.

1 However, exactly how to integrate SRH and HIV services is less clear so a number of research and implementation projects have been running over the past few years to provide both evidence and practice about what works. These projects include:

The Integra Initiative: This is a research project which aimed to gather evidence on the benefits and costs of a range of models for delivering integrated HIV and sexual and reproductive health (SRH) services in high and medium HIV prevalence settings, to reduce

HIV infection (and associated stigma) and unintended pregnancies. The results from the project started to come out in 2013 and the final analysis of the data is wrapping up over the next few months so the research findings need to be well promoted.

The SRHR and HIV Linkages project: This project seeks to overcome barriers to strengthening linkages between SRHR and HIV policies, programmes and services in seven countries in

Southern Africa (Botswana, Lesotho, Malawi, Namibia, Swaziland, Zambia and Zimbabwe). It has been running since 2011 and will finish in 2015 with a number of resources and findings due to be published in the second half of 2015.

The Momentum for Integration project: ran between 2011 and mid 2015 in 8 Asian countries (Afghanistan, Bangladesh, India, Iran, Maldives, Nepal, Pakistan and Sri Lanka) and sought to advocate for SRH and HIV integration within government health systems and private sectors. There are a number of useful resources and case studies which have been produced by the project and need to be promoted.

These projects are all featured on the Integration Initiatives website ( www.integrainitiative.org

) which aims to strengthen the evidence and best practice for linking SRHR and HIV. As can be seen above, all of the projects are wrapping up in 2015 and there is need to both distil and share the findings of all of these projects to ensure the latest evidence and best practice around SRH and HIV integration are promoted. Whilst the website contains a large number of resources at present, other mechanisms such as writing blogs and using twitter are currently underutilised in promoting this evidence and best practice.

As well as the Integration Initiatives website, the SRH and HIV Linkages Resource Pack

( www.srhhivlinkages.org

) was set up in 2010 by the Interagency Working Group on SRH and HIV

Linkages to provide a clearing house for the broad range of existing SRH and HIV Linkages resources, tools, guidelines and research papers. This website is updated every 3 – 6 months as needed to ensure it contains the latest resources.

The primary audience for both sites are programme managers/technical advisors at both country level and at regional and international organisations who are working on any of the various different components of SRH and HIV Linkages. The secondary audiences are researchers (especially for the

Integra Initiative findings) and donors.

Key deliverables

The website content manager will be required to deliver on the following:

For the Integration Initiatives Website:

To update content as required for the website. The website is currently housed on a Wordpress site. [NB: “How to” guides for uploading/tagging the resources will be provided to the consultant]. It is expected that one or two updates will be needed per month but with more needed initially due to a current backlog.

To write at least one blog/news piece per month

To ensure the twitter account is kept live with at least one tweet per week and also support to the various project officers to tweet more frequently to promote the latest Integration Initiatives findings as they are released.

To review the current content on the site and edit / add as necessary

To manage any minor upgrades to the site as needed (there are web developers who are contracted to do this).

Build traffic to the site to over five hundred users per month (currently there is approximately

280 users per month)

For the SRH and HIV Linkages website:

Update the resources up to three times (these will be provided). [NB: The website is also housed on a Wordpress site and “How to” guides for uploading/tagging the resources will be provided to the consultant]

Level of Effort

It is expected that this consultancy will involve an average of four working days per month between now and the end of the year (20 days in total) but will not necessarily be full days or on a standard day of the week. It is up to the consultant to organise their time accordingly.

Location

This consultancy can be provided remotely. Availability for teleconferences, as necessary.

Key competences, technical background, and experience required

Degree in social sciences or bio-medical science or equivalent standard of education. MA or equivalent standard of education is desirable.

Technical knowledge and experience with website development and maintenance

(particularly with using a content management system (CMS) based on Wordpress)

Demonstrated initiative and creativity in developing online and interactive learning spaces

Knowledge and understanding of sexual and reproductive health and HIV issues is desirable.

Excellent communication skills, verbal and written

Excellent attention to detail.

Good time management and organisational skills
