Early College High School Initiative – Delivery Plan Tool:
Targeting and Recruiting Students
1. What are your school’s aspirations and goals in identifying, targeting and recruiting
students into the ECHS program?
 Specific
 Measurable
 Ambitious
 Realistic
 Timely
Goal
Evidence it is ambitious
Evidence it is feasible
2. What are potential barriers to entry into the program and what are the root causes?
 This is not scientific but use data to identify barriers or performance patterns where
you can
 Consider: what additional data or info do you need to further investigate root
causes?

address root causes?
3. What strategies will you introduce to reach your goal(s)?

<Who is responsible for the successful implementation of this strategy
or intervention?>
<Which of our identified goals (see part 1) will this intervention help us
to achieve?>
<How and why will this intervention help us to achieve these goals?>
<How often will this intervention be repeated and at what dosage in
order to reach our goals?>
<In 3 years, if this intervention is wildly successful, what will be the
result? Express using any measure (targets, feedback loops, other
qualitative) that you feel is appropriate>
<What quantitative and qualitative measures will we monitor to let us
know that we are on track to succeed?>
<What are the 5 most critical milestones, between now and year 3,
that will let us know we are on track to succeed?>
<What human and financial resources will the intervention require and
where will they come from?>

4. What is the Delivery Chain for each strategy?
Instructions:
On a blank sheet of paper, map the delivery chain for each strategy. To do so:
■
Identify and record each actor involved. Include the number of actors (e.g. Teacher, 60)
where possible to provide an indication of scale
■
Draw the most important line connecting the actors. Record annotations on each of the lines
to indicate the roles and relationships between each
■
Draw any secondary lines to connect the other actors in the chain
■
Reflect on the overall picture:
– Does the chain need to be (or can it be) simplified? If so, make the appropriate changes
– What are the potential risks or weaknesses in the chain? How will you address or
mitigate those?
– Who are the most important stakeholders in the chain? How will you manage and engage
them effectively?
