Security Guard Training Program Training for security guards was mandated by the Security Guard Act of 1992. The Act requires that all security guards complete three training courses. All courses must be conducted at approved training schools, by certified instructors. The Division of Criminal Justice Services, Office of Public Safety provides administrative oversight for private security training in New York State. The following courses are currently being offered by approved training provider, Niagara County Community College. 8-Hour Pre-Assignment This is the first of the required courses, and is a general introduction to security guard training. Upon successful completion of this course the guard is issued a training certificate. This certificate must accompany the security guard's registration application when submitted to the Department of State. Topics include: the role of the security guard, legal powers and limitations, emergency situations, communications and public relations, access control, and ethics and conduct. The passing of an examination is required for successful completion of this course. Course fee is $75. Topics include: the role of the security guard, legal powers and limitations, emergency situations, communications and public relations, access control, ethics and conduct, incident command system, and terrorism. The passing of an examination is required for successful completion of this course. This training must be completed within 12 months of the16 Hour OJT course, and must be completed each calendar year thereafter. This course is designed to meet current training needs and refresh or update guards in changes in the security field. Topics include: the role of the security guard, legal powers and limitations, emergency situations, communications and public relations, access control, and ethics and conduct. The guard must complete this course as a prerequisite for renewal of his or her guard registration.
