A. Background and Rationale
Oxfam held a regional workshop on private sector Programme Development in October 2014 in
Hanoi, Vietnam. The event resulted in formulation of four Programme Development trajectories.
One of the trajectories was Private Sector and Resilience (PSR). The PSR objective is that the private
sector companies (national, Asian, Global) of financial and agriculture sector working in Asia adopt
and implement policies/practices to (1) know and show climate vulnerability in their supply chains,
(2) commit for addressing vulnerabilities and strengthening of local communities, (3) offer specific
commercial services and products for the vulnerable people and finally (4) advocate with the
governments and multilateral institutions to adopt and implement effective and accountable policies
and practices for strengthening resilience at household and community levels. The draft Programme
Document has been prepared and currently is in the approval process.
Based on the Programmatic Framework of PSR, which was drafted during the regional workshop in
Vietnam, Oxfam is now starting comprehensive Programme Development process. In this process,
number of proposals will be prepared for possible funding from internal and external funding
sources.
There are six country teams committed in this initiative, including Vietnam, Laos, Cambodia,
Pakistan, Philippines and India. At national level, there is on-going progress by country teams,
including:
- National scoping study on private sector resilience, which is to have understanding on the
nature, scope and drivers of agribusinesses, their interests and motivation to engage in

DRR/CCA efforts, to identify opportunities and added value for Oxfam and to inform country
teams on programme development/ strategy development.
Internal assessment on available resources, networks and expertise within country teams
that relevant or potential for this work;
Initial discussions with potential national partners/ donors.
Until the end of 2015, all country teams aim at the development of regional program on private
sector resilience and of a number of proposals to interested donors. Therefore, Oxfam is looking for
a consultant to support the Regional Programme Lead, Regional Support Team and country teams to
facilitate discussions among country teams, to develop full proposals to global donors and to
contribute significantly in effectively moving the programme development processes forward at
country and regional levels.
B. Scope of work

The timeframe of the consultancy service is from April - December 2015.
The consultant is expected to arrange the working station by his/herself, with frequent
travels for face-to-face meeting with country teams and regional support team.
C. Main responsibilities
Cluster No. 1: Regional Programme Development

Develop methodology for the review of partnership portfolio at country and regional level
The consultant will be responsible to help and guide country teams in developing
methodology for the review of partnership portfolio, establish criteria for the new partners
and develop analysis of critical strengths and weaknesses of the partnership portfolio.
The objective of partnership portfolio review is to identify strengths and weaknesses of
current portfolio of country and regional level partners in the light of PSR’s Theory of
Change. Moreover, the review process will also pave way for the identification and selection
of new partners (civil society, government departments and private sector organizations) at
country and regional levels.
The consultant will discuss with the Regional Lead, Support Team and Country team to
identify and select strategic partners at regional/ global level for the work, including (1)
agribusinesses and financial service providers, (2) civil society organizations, (3) government
agencies and (4) relevant regional/ global networks.
Consolidate information/ inputs into regional programme documents
The consultant will facilitate discussions among country teams to develop and finalize
program documents, include:
1) Programme theory of change;
2) Programme objectives
3) Programme outcomes and indicators;
4) Work plan
5) Resource required from country teams (time, staff and financial contribution);
6) Funding opportunities;

7) Capacity building plan for country teams.
Cluster No. 2: Development of Regional Proposals on Private Sector Resilience
The consultant will take lead and provide technical support for country teams on:

Proposals to national donors:
The consultant will provide guidance to the country teams in working with local partners in
TWGs to develop proposals for internal and external donors, using the assessment/scoping
study results.
The consultant is expected to coordinate finalization of proposals by country teams,
ensuring quality, focus and timeliness of the proposals.
Regional/ Multi-country proposal:
The consultant will be responsible to work with country teams to identify potential donors
and regional partners for the work, and donors’ focus and Oxfam added value/ niche to
those specific donors.
The consultant will be responsible to coordinate among different groups and stakeholder
working on proposal development trajectories, including the OI Regional Resilience Team.
The consultant will coordinate country teams on development of at least a full proposal to
identified donors.
The consultant will be responsible for review and finalize communication materials (e.g.
brochure and case studies) to donors.
Cluster No. 3: Donor Mapping
The consultant will work with each country team of the participating countries to undertake
“donor mapping” at country level.
The consultant will also be responsible for regional donor mapping.
Based on the donor mapping at country and regional levels, the consultant will prepare a
dossier/file (hard and soft copies) donor conditions and application formats to share with
country teams.
The consultant will also work with regional/global Resilience team(s) to develop contents of
communication products at the national/regional/global levels.
In broad sense, we expect that the consultant will be able to guide country teams in
adequately develop relationships with donors and building profile of Oxfam around PRS at
country and regional level.
C. Profile of the Consultant
We are looking for a consultant who work with the Programme Leader and get the preparation of
one Quality Proposals done till December 2015. The person should be result oriented and could “get
the things done” despite challenges and hurdles.
Following are the essential requirements:

1) At least 10 - 15 year experience in development field;
2) Demonstrated experience in proposal writing to Institutional donors
3) Has knowledge and experience of the Asian/ global donor contexts, donor
engagement and management;
4) Has knowledge on Private Sector engagement in development work (especially
agribusinesses and financial service providers) and Resilience to climate change
topics
5) Has experience with multi-affiliate/multi-country/ regional projects/ programs;
6) Has experience with complex working of teams
7) Has good knowledge of Oxfam confederation will be strong advantage;
8) Has knowledge of the Asian regional dynamics and can manage differences
The nature of the work is complex and involves some behavioral competencies. Following are the
essential that we are looking for:
1. The consultant should be able to organize her/his self. On an ongoing basis it involves setting
priorities, identifying what needs to be done, planning what must be done when, and setting
work aside when priorities change. We expect that the consultant will be able to: (a) identify
what needs to be done, (b) makes sound judgments over priorities for production of good
quality proposals, (c) develop a broad plan of actions, (d) set clear objectives and (e) regularly
reviews priorities and make adjustments for the goal of producing X number of high quality
proposals.
2. The consultant should have perseverance and determination balanced with a good sense of
when things should be let go. S/he should be able to: (a) sticks with a problem until it is solved,
(b)continues to act despite frustrations or obstacles to accomplish milestones, (c) repeatedly
encourages and follow up with others to respond and finally (d) knows when to let go and adopt
other course of action for getting things done.
3. The consultant should have good communication skills. S/he should be able to present complex
issues in a clear, unambiguous and structured manner (both verbally and written) with the
right/collaborative construction of text, tone, style and choice of words.
