Visit of Additional Secretary & FA to Indore and Ujjain, Madhya Pradesh on 29-30

th

August, 2014

Sh Raghav Chandra, Additional Secretary & FA, DAC undertook field visit to review and monitor the implementation of NMOOP and infrastructure development under RKVY in Indore and Ujjain Districts of Madhya Pradesh on 29 th and 30 th August, 2014. Dr Anupam Barik,

Additional Commissioner (Oilseeds) accompanied him during the visit.

29 th August, 2014 (Friday)

1.

Visit to Directorate of Soybean Research (DSR), ICAR, Indore :

Dr. Srivastava, Director, DSR and other Scientists of different Divisions, Officials of State

Govt. and others were present during the visit. Director, DSR informed that Soybean contributes 25% of total global oil basket while it contributes 40% in India. So far 108 varieties and many new technologies have been developed which helped to cover 12.0 million ha under

Soybean cultivation within a span of 20-25 years. The yield, which was 470 kg/ha in 1970 increased to 1230 kg/ha in 2012-13 mainly due to proper implementation of Govt. Schemes.

However, we are far below the yield level of Brazil and USA. The potential yield of of Soybean in

India (1800-2000 kg/ha) can easily be achieved. He highlighted the following areas of concern for increasing Soybean yield.

 Adjustment of Planting time to avoid terminal heat during pod formation stage i.e after

15 th September.

Management of incidence of Caterpillar and bollworm

 Adoption of planting techniques and machinery for management of soil moisture and water logging conditions.

Mandatory use of seed treatment with bio-fertilizers.

Providing seed treatment machine at each Panchayat level through Custom Hiring

System (CHS).

 Proper management of weed through combining weedicides & other integrated weed management methods.

The Institution has developed a number of farm implements which need further demonstration. These machineries should also be made available to the farmers under CHS.

Additional Secretary also took a round of experimental fields of the Institution where research on crop improvement, crop production, crop protection, biotechnologies and development of vegetable soybean variety are going on. The respective scientists briefed about the ongoing experiments.

Director, DSR also informed that the over-all crops condition is quite satisfactory at this stage. Most of the sowing was completed by middle of July and the crops are at flowering to pod formation stage. No major insect pest attack has been reported so far except for some crop damage in Maharashtra due to heavy rain in middle of July.

2. Visit to JICA Office:

JICA in collaboration with Govt. of MP is implementing a soybean project from October,

2010 for a period of 5 years. A visit was made to JICA office to take stock of the achievements made so far and the ongoing programmes under the project during the current year.

Dr. Ken Taniwaki, Chief Advisor, JICA made a presentation and highlighted that the JICA project is giving more emphasis on the following technologies:

 Maintaining proper plant stand per unit area.

 Placing of seed and fertilizer in proper depth through use of machinery.

Adoption of ridge and furrow method of soybean planting.

Providing R&D support and scientific equipments/machineries to Agriculture

Universities.

 Organizing demonstrations on high seed rate, zero-tillage, seed treatment, management of water logging, etc in limited locations.

3. Visit to Block Demonstration on Soybean:

Department of Agriculture, Government of Madhya Pradesh is implementing NMOOP from 2014-15 with an allocation of Rs. 75.08 crores and Rs. 26.27 crores has been released as first installment. Among the various components, the Department has organized Block

Demonstration of 10 ha each with improved Soybean variety. One such demonstration of variety JS-93.05 was visited in Baraoli village of Indore District. The farmers were provided with inputs like seed, nutrients, weedicides, pesticides etc. with the assistance of Rs. 4500/- per ha.

The crop condition is very good and farmers expect higher productivity than last year.

During interaction, the farmers as well as State Govt. Officials raised the following issues:

Presently, the farmers are purchasing implements at full cost and after submitting bill, subsidy amount is credited in their accounts, which takes 2-3 months time. The machinery should be made available to the farmers after deducting subsidies as practiced earlier.

The number of Block demonstrations per district should be increased.

Custom Lining Centre of farm machinery should be provided to qualified Agriculture graduates instead of Co-operatives/Farmers groups/Pachayats.

 The maintenance cost of the respective farm implements should be initially borne by the Companies for a period of 3-4 years. MoU during rate contract can be fixed accordingly.

30 th August, 2014 (Saturday)

1.

Visit to Divisional Poly Clinic of Animals, Ujjain

The Poly Clinic was constructed under RKVY fund with a cost of Rs. 56.00 lakh and is functioning from October, 2013. The building has a Registration room, Surgeon room,

Sonography /X-ray and Treatment room for animals alongwith provision of clean water. There is also facility for inward treatment of animals.

The facilities created under RKVY are very useful and the farmers are using this facility for proper treatment of their cattle. There are 8 technical staff and 3 supporting staff in the clinic. Presently, the Clinic is generating income of Rs. 5000/- to Rs. 6000/- per month.

Over all the infrastructure created under RKVY is worth mentioning. A total of 10 such

Divisional level Poly-Clinics have been started by MP Government under RKVY.

Visit to Animals Hospital at Madhav Nagar, Ujjain

It is a sub-clinic under the control of JDA (AH) and constructed with a cost of Rs. 8.50 lakh under

RKVY.

Visit of Soil Testing Lab of the Department of Agriculture

The existing Laboratory of the Agriculture Department has been upgraded for testing of micro-nutrients alongwith NPK status of the soil. The lab is well-equipped with modern facilities and during the season tested 4300 samples for NPK and 1800 samples of micro-nutrients. Such facilities should also be made available at each district level. Presently farmers are getting report after 30-40 days due to limited number of laboratories. Department is charging Rs. 40/- from general farmers and Rs. 30/- from SC/ST farmers per sample for soil testing.

4. Visit to Demonstration on Soybean and minikit of Groundnut

Department of Agriculture & Cooperation is trying to promote Groundnut during Kharif to stop the monoculture of Soybean year after year. Minikits of Groundnut variety supplied by

NSC was sown on 5 th July, 2014 and its performance is very encouraging. In the same village,

Raghopipliya Soybean Crop (variety JS 9560) was demonstrated under Broad bed furrow (BBF) planting and Ridge bed planting (RBP) techniques for efficient water management and higher yield. The demonstration was conducted in collaboration with KVK, Indore.

The performance of the technologies was found to be very promising and farmers are convinced about these technologies. Under delayed and less rainfall conditions of the current year, the benefits of RBP and BBF will definitely attract the attention of the farmers.

5.

Visit to Potato Chips Unit, Indore:

SFAC has a tie-up with Farmers Producers Organization for supplying and marketing of potato in the local unit for making potato chips. The Factory, under construction is equipped with modern facilities & machineries and started initial production of Soybean products and potato chips.
