Please note that specific award amounts may change. All awards are contingent upon the release of funding from the United Sates Department of Justice. What is National Children’s Alliance? Founded in 1988 by Congressman Bud Cramer, National Children’s Alliance (NCA) is a membership organization that supports and advocates on behalf of Children’s Advocacy Centers and multidisciplinary teams nationwide. Children’s Advocacy Centers are facility-based programs, which utilize a multidisciplinary approach (including child protective services, law enforcement, medical, and mental health services, victim services and prosecution) to investigate and intervene in child abuse cases. Objectives The Victims of Child Abuse Act of 1990, as amended, authorizes the United States Department of Justice Office of Juvenile Justice and Delinquency Prevention to provide funds for the development and implementation of multidisciplinary child abuse investigation and prosecution programs. The objectives of this project are: 1. To increase the number of communities with access to the multidisciplinary team approach to child abuse and the services of a Children’s Advocacy Center; 2. To increase the number of resource-poor, geographically isolated, rural, and/or underserved communities developing a multidisciplinary approach to child abuse; 3. To increase access to Children’s Advocacy Center services and improve the quality of CAC and multidisciplinary team response within states, through the National Children’s Alliance State Chapters; 4. To improve the quality of forensic interviews, medical evaluations, and mental health intervention provided by Children’s Advocacy Centers and multidisciplinary teams to child abuse victims; 5. To enhance the CAC response in the District of Columbia and US territories; and 6. To offer excellent support to awardees and to provide monitoring and oversight of the awards process. For the purpose of this solicitation, child abuse is defined as serious physical or mental injury, sexual abuse or negligent treatment of a child under 18. 3 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 Eligibility In order to be considered for an award, applicants must meet the following eligibility requirements: a. Applicants demonstrate their commitment to a multidisciplinary approach to child abuse. This may be demonstrated through letters of support submitted by applicants. b. Applicants must be committed to helping communities establish or improve facility-based Children’s Advocacy Centers, which meet the needs of abused children for support and protection in a safe, childfriendly, and child-focused environment. c. Applicants must be or designate a public or private, not-for-profit entity to receive and administer awards. d. Applicants that are NCA Accredited Children’s Advocacy Centers, NCA Associate/Developing Children’s Advocacy Centers, NCA Affiliate Children’s Advocacy Centers, NCA Satellite Children’s Advocacy Centers, Tribal MDTs, or Multidisciplinary Teams (in areas not currently served by a Children’s Advocacy Center), must have in place a task force/steering committee or multidisciplinary team made up of appropriate parties including representatives from local law enforcement, child welfare, prosecution, medical, and mental health that meets at least quarterly. e. State Chapter applicants must have a Board of Directors (if a non-profit organization) or an Advisory Board or Oversight Committee (if a government entity). AWARD APPLICATION REQUIREMENTS Failure to comply with any of the stated requirements will result in automatic disqualification. All Applicants: Must follow the format described in the current document and the application and must contain all documents and files required for the specific award type. Must submit a narrative that is double-spaced, typed in Times New Roman, size 12 font with a one inch margin on all sides. Tables will be counted towards the maximum page limitation allowed per award type. The font within the table must be Times New Roman, size 12. The program narrative must not exceed the maximum page limitation identified in the Application Requirements Chart (under attachments). This page limit does not include cover sheets, budget and budget narratives or required attachments. In order to assess each applicant’s risk of non-compliance for purposes of award monitoring, all applicants: All applicants with annual actual expenses (as determined by United States generally accepted accounting principles) in excess of $200,000 are required to have an audit of their financial statements. All applicants with annual actual expenses (as determined by United States generally accepted accounting principles) equal to or less than $200,000 are required to have a review of their financial statements. Must be in good standing with reporting and funding requirements from any award previously received from NCA. 4 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 Must be non-profit or government agencies. Awardees will be required to certify the accuracy of the provided information, including Tax Identification Number ( EIN), and may be requested to provide proof of their organizational status. Applicants who are current NCA Accredited, NCA Associate/Developing, NCA Affiliate, or NCA Chapter Members must maintain their membership status during the application process and the duration of the grant and be in good standing with National Children’s Alliance: Current with reporting requirements (statistical and/or grant reports) Has signed license and NCA accreditation materials as appropriate Has signed annual affidavit of NCA accreditation standards compliance as appropriate Current with annual dues NCA Accredited applicants that currently are undergoing re-accreditation, who wish to apply for an award either directly through NCA or as a sub-awardee, must be actively fulfilling their submission requirements and deadlines at the time of application submission and throughout the life of any award. NCA Accredited applicants in Pending status, who wish to apply for an award either directly through NCA or as a sub-awardee, must be actively fulfilling their approved action plan and meeting all required deadlines at the time of application submission, throughout the life of any award, and until all accreditation issues are successfully resolved. The aforementioned requirement pertains both at the time of application submission and throughout the award period. A respondent to this solicitation that is also a new applicant for NCA accreditation under consideration at the NCA October Board Meeting may apply as an accredited center pending the decision of the NCA Board of Directors. Applicants denied accredited status or new applicants given “Pending” status at the October Board Meeting will be deemed ineligible for funding exclusively available to accredited centers. Regardless of the release date of the RFP, the NCA October Board Meeting is the determining guideline for eligibility of new applicants for accreditation being considered for funding through the RFP process. AWARD CATEGORIES AND TYPES NCA provides funding opportunities for communities for a range of activities. There are awards that focus on program improvement for mental health, and medical intervention efforts; chapter development; innovative solutions for the District of Columbia and the US territories; and development, improvement, technical assistance and training through state chapters. You may apply under more than one award type (Example: Program Improvement and Program Development). However, you may apply for only one award within each award type (Example: one submitted application under Program Improvement and one submitted application under Program Development). All award funds are to be used over a one-year period beginning on January 1, 2015 and ending on December 31, 2015. The following is an overview of the awards by category and type. CATEGORY: INDIVIDUAL/COLLABORATIVE CAC AWARDS Award Types: a. Program Improvement Eligibility- NCA Accredited Children’s Advocacy Centers, NCA Associate/Developing Children’s Advocacy Centers, NCA Affiliate Children’s Advocacy Centers, NCA Satellite Children’s Advocacy Centers, Non-Member Multidisciplinary Teams (multidisciplinary teams in areas in which there are no existing CACs), Tribal Multidisciplinary Teams. 5 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 Goals: Applicant must choose only one of the goals listed below in their application. To increase the ability to provide trauma-focused, evidence-supported mental health treatment coordinated through and/or in the CAC/MDT. To increase the ability to provide quality medical evaluations coordinated through and/or in the CAC/MDT. Preference will be given to collaborative projects that involve more than one CAC. Projects that impact multiple CACs are strongly encouraged to apply. Any collaborative projects must include a letter of support from their Chapter organization as well as from all organizations participating in the collaborative application. All the participating organizations in such applications need to be listed on the application itself; however, only one organization shall be appointed as a fiscal agent for the award. A center can submit/participate in only one Program Improvement application. b. Program Development –Satellite Centers Eligibilty- NCA Accredited Children’s Advocacy Centers that are applying to act as a Host agency to a Satellite center Those awardees that received a Program Development grant in FY13 or FY12 are not eligible to apply for FY14 funds for this same grant type. Goals: To increase Children’s Advocacy Center services for underserved areas and enlarge service area. To establish a Satellite center in a previously un-served community, in compliance with NCA-approved Chapter growth plans. To establish an NCA Satellite member center. c. Children’s Advocacy Center Response for the States without an Accredited NCA Chapter, US District of Columbia and US Territories - Guam, Puerto Rico, American Samoa, and Northern Mariana Islands Eligibility- NCA Accredited Children’s Advocacy Centers in Maine, Nevada and District of Columbia; NCA Associate/Developing Children’s Advocacy Centers, NCA Affiliate Children’s Advocacy Centers and MDTs where there are no CACs in US territories. Goal: To improve the quality of the CAC or MDT response. To support the provision of services in geographical areas without an NCA Accredited Chapter. To increase access to the services of an NCA Accredited Children’s Advocacy Center. d. Children’s Advocacy Center Response to Commercially Sexually Exploited Children (CSEC) Awards Eligibility- NCA Accredited Children’s Advocacy Centers Those awardees that received a CAC Response to Commercially Sexually Exploited Children (CSEC) grant in FY13 are not eligible to apply for FY14 funds for this same grant type i.e. CSEC. Goal: To support the development and expansion of services to Commercially Sexually Exploited Children provided by the CAC. 6 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 To support the development of a coordinated response to child sexual abuse for commercial purposes through trainings and community awareness campaigns. CATEGORY: CHAPTER AWARDS Award Types: a. Chapter Development Eligibility- States with 0-1 NCA Accredited Children’s Advocacy Center. Goal: To develop a state chapter or to increase the organizational capacity of the Chapter to provide technical assistance and support to Children’s Advocacy Centers and multidisciplinary teams. b. Chapter Innovation Eligibility- Chapters in good standing with NCA. Goals: To develop and implement an innovative Chapter project that focuses on enhancement of Chapter activity related specifically to one of the following two Priority Focus Areas: Victim Advocacy Evidence Based Mental Health Assessment and Treatment Priority will be given to innovative pilot initiatives with clear capability for replication by other State Chapters in the future. c. State Chapter Support to Children’s Advocacy Centers i. Tier I Eligibility—NCA recognized State Chapters of Children’s Advocacy Centers with 30 or more NCA Accredited Children’s Advocacy Centers within the state. Goals: To support the development, expansion, and improvement of Children’s Advocacy Centers through funding, technical assistance, and training to Children’s Advocacy Centers within the state. To develop innovative solutions, projects, and programs for providing technical assistance and training to CACs and MDTs in the state. To support the Chapter’s implementation of a growth plan consistent with the requirements of chapter standards for NCA Accreditation. To develop sufficient Chapter infrastructure to properly administer funding and programs to CACs/MDTs. ii. Tier II Eligibility—NCA recognized State Chapters of Children’s Advocacy Centers with 16-29 NCA Accredited Children’s Advocacy Centers within the state. Goals: To support the development, expansion, and improvement of Children’s Advocacy Centers through funding, technical assistance, and training to Children’s Advocacy Centers within the state. 7 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 To develop innovative solutions, projects, and programs for providing technical assistance and training to CACs and MDTs in the state. To support the Chapter’s implementation of a growth plan consistent with the requirements of Chapter standards for NCA Accreditation. To develop sufficient Chapter infrastructure to properly administer funding and programs to CACs/MDTs. iii. Tier III Eligibility—NCA recognized State Chapters of Children’s Advocacy Centers with 6-15 NCA Accredited Children’s Advocacy Centers within the state. Goals: To support the development, expansion, and improvement of Children’s Advocacy Centers through funding, technical assistance, and training to Children’s Advocacy Centers within the state. To develop innovative solutions, projects, and programs for providing technical assistance and training to CACs and MDTs in the state. To support the Chapter’s implementation of a growth plan consistent with the requirements of Chapter standards for NCA Accreditation. To develop sufficient Chapter infrastructure to properly administer funding and programs to CACs/MDTs. iv. Tier IV Eligibility—NCA recognized State Chapters of Children’s Advocacy Centers with 2-5 NCA accredited Children’s Advocacy Centers within the state. Goals: To support the development, expansion, and improvement of Children’s Advocacy Centers through funding, technical assistance, and training to Children’s Advocacy Centers within the state. To develop innovative solutions, projects, and programs for providing technical assistance and training to CACs and MDTs in the state. To support the Chapter’s implementation of a growth plan consistent with the requirements of Chapter standards for NCA Accreditation. To develop sufficient Chapter infrastructure to properly administer funding and programs to CACS/MDTs. First, NCA conducts an internal review. If the applicant has successfully followed the general Grant Application Requirements, is in good standing, and is eligible for the award type, the application will be forwarded to a peer review panel. The purpose of the peer review process is to provide a technical and programmatic evaluation of all applications by professionals who are considered topic area experts in order to make award recommendations to NCA. 10 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 Please note: if the applicant has not followed the award application requirements listed in the RFP, the application will be immediately declined and will not be forwarded to the peer review panel. The third step is budget approval, which is conducted internally by NCA staff, following award notification and prior to the obligation, expenditure, or disbursement of award funds. All awards will have special conditions which must be adhered to throughout the award period. Evaluation Criteria All competitive applications successfully completing the internal review process will be read and scored by panels consisting of peer reviewers and one facilitator. A review panel will rate all applications based on the extent to which they meet the evaluation criteria for the award type and category. The evaluation criteria and assigned point values are outlined in this document. Recommendations for funding are not final until approved by NCA’s Executive Director. 11 Victims of Child Abuse Act (VOCA) Children’s Advocacy Center National Subgrants Program 2014-CI-FX-K006; CFDA 16.758 AWARD APPLICATION CHECKLIST All applications must contain the following information. Please review this checklist before submitting your online application. Organizational Information (to be completed online): The applicant must complete this information accurately, as it is what is used to identify your agency and determine eligibility. *For collaborative applications submitted under the Program Improvement type, the organizational information should refer to the organization appointed as the fiscal agent/primary award contact under the application. Program Narrative: The document must include the information outlined in the evaluation criteria. Please be sure to address all of the sections within the identified page limitations. *For collaborative applications submitted under Program Improvement, the applicant must clearly identify all participating organizations under the application. Identifying information should include organization name, city, and state. The application must be submitted by the organization appointed as the fiscal agent/primary award contact under the application. Award Budget (to be completed online): A clearly developed budget that does not exceed the maximum amount available per award type and indicates how much funding will be allocated in each category. The Leadership Conference (LC) expenses need to be allocated in the following manner: Registration fee ($550) under budget category “Other” and LC travel and lodging expenses as a separate line item under category “Travel.” Attention Chapter applicants: The sub-award money has to be included in the "Consultant" category total. In your Budget Narrative (again, under the "Consultant" category), label and clearly separate as a sub-category the money that you are planning to sub-award and your funding formula. Budget Narrative: A clearly defined break down of all costs proposed in the grant’s budget section. The applicant must propose budget costs that are in accordance with federal requirements. Proposed costs should be in line with current federal per diem rates which can be located at www.gsa.gov. Per Diem rates are updated throughout the year. The applicant must include allowable costs under NCA guidelines. NCA cannot reimburse any unallowable items. For a listing of allowable and unallowable items, please see attachments. In addition, all awards must adhere to the latest addition of the Office of Justice Programs’ Financial Guide at http://www.ojp.usdoj.gov/financialguide/ and relevant OMB circulars. No furniture or soft furnishings may be charged to any NCA award. For newly operating programs, a projected budget will be accepted; however, this needs to be specified in the annual program budget. For the agencies applying under the Program Development award, a clear separation between the Host and Satellite center budget is required. Letters of Support: Letters of Support are required under every award type. The letters must show support for the submitted award application/project. For the Chapter award categories a Letter of Support from the NCA Accredited CACs in the state is required to show support for the award application and the funding sub-awardee formula. For the applicants to the Program Development category, a letter from the Chapter supporting the development of the Satellite center is needed, as well as a Letter of Support from the local community. *Certify that you have a Signed Memorandum of Understanding (MOU) or Interagency Agreement: You will be asked to certify that you have a signed MOU or Interagency Agreement. If the position that you are requesting funding for has not been filled as of the application due date, then a job description alone will suffice. However, it must be specified in the budget narrative whether the positions are filled or unfilled at the time of submission of the application. *The identified items are required for some award types. No less than 10% of the total requested grant amount should be allocated to grant management and administration expenses. Those proposals that fund statewide projects (such as statewide medical service provision or forensic interview training, for example) may include Chapter personnel costs that are directly related to this service provision. This will not be counted towards the grant administration and Chapter infrastructure expenses. All recipients of NCA awards are required to have a financial audit. An electronic copy of the audit must be submitted to NCA no later than 9 months after the end of the fiscal year. Grantees MUST designate and budget for one staff member to attend the 2015 NCA Leadership Conference in June 2015. For budgeting purposes, use the federal lodging rates of Washington, DC. Goals should not have time frames. Goals lend a sense of direction for the program and they are the reasons a program should be funded. Example of a Goal: To decrease the amount of time a child who has allegedly been sexually abused must wait to receive a childfriendly forensic exam by a qualified professional. Objectives Objectives should contain the following elements: Time frame, Target of the change, Results to be achieved, and Specific tasks and the person responsible for performing the task. Example of an Objective: To provide on-site forensic medical exams to 90% of alleged child victims of sexual abuse in Cumberland County as designated by the agency’s signed protocol. The CAC director will hire a pediatric SANE nurse by January 15, 2009 to conduct on-site medical exams. Performance Measures Performance measures evaluate whether the objectives have been achieved. Performance measures should be concrete and state how the success of an objective will be quantified. Performance measures should include a timeframe for measuring success. Examples of Performance Measures: 1. Forensic medical evaluations will be provided at the Cumberland County CAC to at least 60 alleged child victims of sexual abuse during the time period of January 2009-December 2009 as measured by statistics kept by the center’s case tracking software. 2.
