DEMENTIA UPDATE
1.
Purpose
1.1
The purpose of this report is to update Health and Social Care Overview and
Scrutiny Committee on the development of the Pan Dorset Dementia Friendly
Communities Initiative specifically the development in Poole, in accordance
with the National Dementia Strategy and the Prime Ministers’ Dementia
challenge.

Recommendations
2.1
For Members to comment on progress made to date in implementing a
Dementia Friendly Poole.

Background
3.1
March 2012 the Prime Minister’s challenge on Dementia was launched which
raised further ambitions in relation to supporting people to ‘Live well with
Dementia’ particularly focusing on how society accepts and supports people to
live positively in their local communities. The Challenge stated that ‘lack of
awareness among the public and poor understanding in communities has a
major impact on the experience of people with dementia.
3.2
In autumn 2012 the Department of Health announced the availability of £10m
one off funding for the South West region to develop initiatives as outlined in
the Prime Minister’s Dementia challenge. The Pan-Dorset Dementia
Partnership bid for funding was successful with the allocation of £110k for
2013/2014. It was allocated to the CCG as lead commissioner in partnership
with the Local Authorities.
3.3
The majority of funding was utilised through the employment of locality
coordinators through the Alzheimer’s society. Each co-ordinators’ aim was to
link in with business, social and voluntary sector organisations that come in
contact with people living with Dementia and their carers. Poole was one of the
localities chosen. Progress so far is as follows:

Poole Dementia Action Group - Poole High Street
4.1
The Poole Dementia Action Group (PDAG) was formed in September 2013
with the sole objective to make Poole High Street dementia friendly. The action
group has been set up a Dementia Action Alliance; this means we are part of
the national Dementia Action Alliance giving us our own webpage:

4.2
This webpage will show which companies have signed an action plan and what
actions they will put into place. The Borough was one of the first councils in the
SW to complete an action plan. In addition Poole Town Surgery was the first
GP practice to sign the Action Plan nationally. As a result of this work national
recognition by the Alzheimer’s Society has been achieved. This enables the
group to use the national’ forget me not’ emblem. Stickers have been printed
with this emblem on it and will be given to businesses that undertake an
awareness session and or dementia friends training and complete and sign an
action plan.
4.3
Becoming a Dementia Friend is learning a little bit more about what it is like to
live with dementia and turn that understanding into action. This could be
helping someone find the right bus or being patient in a till queue if someone
with dementia is taking longer to pay. Every action counts.
4.4
To date 15 members of staff from shops on the High street have received the
training and 13 members of the public
4.5
In addition, in the New Year Alzheimer’s Society will be commencing
for the brain workshops in a venue on or near the High Street.
4.6
Poole’s dementia champion is the Chair of this group.
5.
Further communities working on becoming dementia friendly
5.1
Canford Heath
This Initiative is being lead by the Community Development Team in
partnership with PDAG It is rapidly developing and currently working on
forming a constitution, in order that they can submit bids in future.
5.1.1
In addition they are pulling together an action plan as requested by the
steering group that include; mapping exercise, developing a memory café,
awareness training for the group and others, a one-stop shop approach to
provide support, Dementia friendly church services across the Heath, a local
carers support group, awareness training for business and services and
improved signage.
5.2
Broadstone
This initiative is being lead by Peter Jones and Annette Brooke MP. It was

launched formally in May 2014 at the end of Dementia awareness week.
Since May the following events have been introduced: A memory cafe was
started in November 2014, a carol service was held, a Cinema Club has been
created and hosted by one of the local care homes in Broadstone.
Partnerships are starting to develop with the local British legion, local Chamber
of Commerce and local Home Watch volunteers.
6.
Borough of Poole – Dementia friendly organisation
6.1
As mentioned in 4.2 the Borough has been one of the first councils to sign a
National Dementia Alliance Action Plan in the south west.
6.2
HR has made a great start with the creation of a internal intranet page. It is
aimed at raising the awareness and understanding of dementia and memory
loss among staff, help recognise early signs of dementia so that any concerns
can be raised, provide information for managers about what to do if you are
concerned about a member of their team, outline the support that is available
and explain what we can do to help employees who are caring for someone
with dementia.
6.3
To encourage our employees to sign up to the Alzheimer’s Society initiative on
Dementia Friends, especially in light of the Public Health advertising currently
running in the media and the posters and banners that have been placed at
various points around Council offices.
6.4
The dementia intranet page will be shortly updated to incorporate a couple of
the customer videos provided by Dementia Friends
6.5
There will also be a link to becoming a Dementia Friend and the associated
video. The member of staff will receive a booklet and badge once they have
completed the training. An alert will be given when a member of staff
undertakes the training so we can record how many staff are completing the
training. Additional communication will be placed under the ‘News’ heading
with a link to the dementia page on the Loop.
6.6
To date 11 staff from Libraries and 13 from the Museum have undertaken the
training
6.7
The Bop Dementia Champion Cllr Chris Wilson has called fellow Councillors to
undertake the dementia friends training. This is happening throughout
December. 21 Councillors have already completed the training.
7.
Additional developments
7.1
Home Safely Pilot
The scheme will be piloted from January 2015 and only advertised via Caring
Matters the Police and A&E. The service will provide a bracelet with a 24/7
phone number and unique pin number for people with dementia who are at risk
of wandering and getting lost.
The service is a Pan Dorset Partnership with Dorset’s care lines: Magna

Careline in the DCC area, Lifeline in Poole and Careline in Bournemouth, as
Dorset Police, Carers Commissioning across Poole and Dorset and Adult
Social care commissioning across the 3 authorities. The initiative is being led
by Poole.
7.2
The carer of the person with dementia applies to join the scheme via the care
line, giving their name, address and contact details (including home and work)
and the name and home address of the person with dementia. The details are
held on a database, and each individual person with dementia is allocated a
unique pin number. (This is similar to the current emergency card scheme,
Carers in Crisis that exists pan-Dorset).
7.3
The bracelet looks like a watch strap and size can be adjusted to fit the wearer;
it is not removable by the wearer. Each bracelet has the phone number of the
response service (the care line) and a unique pin number engraved on it.
The phone number on the bracelet links to the care line’s 24/7 response
service, who hold the Safely Home database for that area. When a call comes
in the pin number on the bracelet is asked for. This enables the care line’s
response service to access the individuals’ record on the database. The carer
is contacted. If the carer is unavailable, or the person with dementia does not
have local family, it has been agreed with Dorset Police that the care line’s
response service calls the police control room, giving details of the
whereabouts of the person with dementia, and the police will then ‘repatriate’
the person home.
7.4
£4,000 has been secured by local businesses to sponsor the bracelets.
7.5
The development has arisen from Carers Commissioning identifying a need
which is supported by Police data. It evidences that there are recorded
instances of some 163 ‘wanderers’ in Dorset from September 2013 to August
2014 (roughly one every two days - 76 DCC area, 27 Poole, 60 Bournemouth).
The overall figure is likely to be under reported.
7.6
Following a ‘pilot from January to March 2015 the scheme would be monitored
and reviewed to identify areas for improvement and efficiency, and to establish
if there are enough sponsors of the bracelets to make them available more
widely. This would also help to anticipate future demand and frequency of calls
within the local population.
8.
Sustainability
8.1
For the overall Pan Dorset Initiative the funding has ended and current
governance arrangements ceased but fortunately there is sustainability as
Alzheimer’s Society has recently been awarded the contract to provide a pan
Dorset Memory Support and Advisory Service (funded by Clinical
Commissioning Group, Bournemouth Borough Council Dorset County Council
and Borough of Poole). As part of this delivery they have agreed to continue
for a further 3 years with facilitating the development of Dementia Friendly
communities.

PDAG will continue with the High Street and look to start working other
localities. Ashley Road and Canford Cliffs are potential areas but ultimately the
dementia diagnoses rate will determine the areas to be selected.
8.3
New governance arrangements for the pan Dorset collaboration are being
drafted by Alzheimer’s with active involvement by the Borough of Poole.
