Requirements

Job Responsibilities:
Reporting to the Senior Manager, Manpower Planning, your job responsibilities include the following:
 Conceptualise manpower strategies and plans to optimise the healthcare professionals
manpower resources in the organisation taking into consideration of national supply and
demand situation;

Understand the Manpower Planning Framework and its application on the organisation’s
manpower plans and partake in cluster-wide strategic workforce planning initiatives;

Assist in developing extensible manpower models using system dynamic tools;




Job requirements:

Strategic Planning & Research Cluster, Public Service Division, Prime Minister’s Office
The Strategic Planning & Research (SPR) covers four functions: strategic planning, sensemaking, HR
intelligence and international relations.
The Strategic Planning core supports senior management in reviewing current and identifying future
strategies, ensuring that these strategies are aligned to organisational objectives and priorities. It
oversees the planning cycle in PSD by driving organisational strategies and initiatives, and by monitoring
their implementation. The cluster also seeks to catalyse change within PSD through organisational
development and does this by undertaking continuous diagnosis, identifying synergies among the
various clusters, and proposing new initiatives to support our organisational goals.
The sensemaking core undertakes strategic workforce planning, workforce issues futures studies and
capability development strategies of selected sectors. It also provides critical analysis and provide
thought leadership on a wide range of issues, particularly that of organisational development and HR
matters from a data-driven perspective.
As a competency centre in HR intelligence. SPR will undertake the design, coordination and analysis of
HR surveys and enterprise feedback at the Government level to support planning and decision-making,
and work with partner agencies to ensure the availability, quality and timeliness of HR data and
employee sentiments for analysis, planning and decision-making across the Public Service.
An International Relations unit spearheads PSD's international relations efforts, working closely with the
Civil Service College and other government agencies.
Responsibilities
 You will undertake critical analysis and provide thought leadership on a wide range of issues
relevant to the Public Service.

You will conduct statistical analysis and test hypotheses to explain various workforce trends in the
Civil Service as well as identify and pilot new ways to analyse data.

You will develop metrics and prototypes that can be used to support strategy and policy
development.

You will establish scalable and efficient processes for model development, model validation, model
implementation and large data analysis.

Your work will also involve learning and surfacing new analytic methodologies and tools on how to
measure the effectiveness of policies and HR practices.

You will play a key role in building a community of practice in analytics, educate and engage key
stakeholders including Public Service agencies on the use of analytical tools and techniques.



To express an opinion regarding the accuracy of
valuation, sensitivity, VaR and ALM models
a. Valuation & Pricing across all asset classes
in the Trading Book (equity, FX, commodity,
fixed income and rates)
b. Liquidity Risk in the Banking Book
c. Interest Rate Risk in the Banking Book
2. Formulate and develop Maybank Group
Model Validation Framework &
Methodology and Validation Manual that
embed the following risk models:
a. VaR
b. Valuation & Pricing
c. Liquidity Risk
d. Interest Rate Risk in the Banking Book
Document the work and results for each process of
validation for the various market risk models.
To conduct the validation of all market risk models
in use on a regular basis in line with Basel II
requirements across the Maybank Group.
Conduct statistical backtesting
Discuss results with model developers and internal
audit on corrective action steps required to address
gaps, if any.
Assist Head, Model Validation Team to develop an
appropriate Group Model Validation Framework
and Methodology for the various market risk
models.
The Framework and Methodology may be
differentiated based on the types of market risk
models in use.
Seek relevant Risk Management Committee (RMC)
approval for the Framework after adequate reviews
at MVAC and Asset and Liability Committee (ALCO).
To review the Group Framework on a regular basis
to reflect changes in the best practice techniques.
3. Documentation of Validation Reports to
MVAC, ALCO, RMC
Assist Head, Model Validation to prepare regular
validation reports covering:
a. Discussion on the model development approach.
b. The quality of data used in the development
process.
c. The governance, implementation and use of risk
models

e. The results of validation based on the approach
selected.
4. Coordinate Model Validation Working
Groups for Market Risk Models
Assist Head, Model Validation Team to coordinate
working groups to define roles and responsibilities,
scope the tasks in data extraction and timeline for
submission of findings to MVAC, ALCO, Executive
Risk Committee (ERC) and RMC.
Determine the types of data required for model
validation, the submission timeline, the expected
data cleanliness and the format of data to be
supplied from risk databases.
To discuss findings of the model validation process
and seek feedback and explanations from the model
developers.
To document minutes of Working Group meetings.
5. To monitor and resolve weaknesses as
reported by Internal Audit related to model
validation activities and ensure timely and
effective closure of the findings.
To track all internal audit and ensure adequate
closure of the findings.
6. Secretariat to Model Validation
Acceptance Committee (MVAC).
Secretariat support for the MVAC.
To evaluate audit responses and recommend
courses of action.
Qualifications & Competencies

Level of Education: Tertiary education. An advanced post-graduate qualification is an added
advantage.

Years of Experience: At least 3 to 5 years of experience in market model development / model
validation, treasury risk management, Basel II and have regular dealings with management,
internal auditors and regulators.

Additional Skills: Programming ability in Excel VBA/Octave/C++/C# well regarded

