JOB SUMMARY
This position is responsible for ensuring regulatory compliance with the City’s NPDES
Wastewater Discharge Permits. This work includes managing the Wastewater Laboratory and
directing the process control of the Water Reclamation Center to guarantee protection of public
health and the environment as required by Federal and State regulatory agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
 Acts as primary laboratory analyst, performing basic and advanced testing in
accordance with DNR/EPA guidelines
 Provides procedural and safety training to operators assisting in the laboratory
 Responsible tof treatment process to ensure all State and Federal standards are met.
Interprets laboratory results and implements necessary adjustments to maintain efficient
treatment.
 Schedules and oversees daily assignments of WW Plant Operator I and WW Plant
Operator, including sample collections, process control adjustments, biosolids removal,
grounds keeping and housekeeping of the facility
 Determines sampling and testing frequencies and parameters on effluent, influent,
biosolids, mixed liquor, pretreatment, package plant, and hauled waste to comply with
NPDES Discharge Permit requirements and operational needs of the facility
 Prepares and maintains Laboratory Standard Operating Procedures, Chemical Inventory
with MSDS, and Quality Control/Quality Assurance Program for inspection by DNR and
EPA.
 Responsible for calibration, preventative maintenance, and arranging repairs for all
laboratory equipment and instrumentation
 Prepares and submits monthly and quarterly NPDES Discharge Monitoring Reports to
DNR, while identifying and addressing any non-compliance issues with a corrective
action plan
 Maintains records in compliance with DNR/EPA guidelines
 Coordinates contract laboratory services and monitors results
 Assists with Industrial Pretreatment Program by monitoring industrial discharge, planning
meetings, maintaining good communications and identifying potential concerns
 Conducts annual DMR-QA study and coordinates annual WET screen test
 Assists with budget preparation and monitoring
 maintains equipment and supply inventory; maintains records relating to receipt and
issuance of materials or equipment; prepares purchase and supply requisitions
 Performs upstream and downstream receiving stream monitoring per NPDES Discharge
Permit requirements. Serves as Stream Team Coordinator for McCoy Creek
 Responsible for processing and submitting payroll in compliance with all city policies,
procedures, state and federal regulations
 Provide respectful, professional, positive service in all interactions between co-workers
and internal and external customers
 Maintain a positive and productive environment ensuring compliance with policies,
procedures, goals and objectives of the City, Department, and Division

SKILLS & QUALIFICATIONS
 Missouri Class A Wastewater Certificate
 Bachelor Degree in Biology, Chemistry or related field
 Missouri Class B Wastewater Analyst Certificate
 Knowledge of Microsoft Office and the ability to learn multiple software packages quickly
(Incode and others)
 Ability to communicate effectively both verbally and in writing
 Current Class E CDL or the ability to obtain within 60 days
 3-4 years laboratory experience
 3-4 years experience in operating a treatment facility
 good customer service skills (in person, phone, email)
