RESOLUTION 2015 -_____ GRANT AGREEMENT WITH THE STATE OF FLORIDA FOR THE RESIDENTIAL CONSTRUCTION MITIGATION PROGRAM A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM COAST, FLORIDA, APPROVING THEAGREEMENT WITH THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT, AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR IMPLEMENTING ACTIONS AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Palm Coast has been awarded a Residential Construction Mitigation Grant (RCMP) from the Florida State of Florida, Division of Emergency Management; and WHEREAS, the City Council of the City of Palm Coast desires to enter into an agreement with the State of Florida, Division of Emergency Management to implement the Residential Construction Mitigation Program through the implementation of this grant. WHEREAS, the purpose of the RCMP grant is to provide wind mitigation retrofit improvements and assistance on eligible single family homes in Palm Coast. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM COAST, FLORIDA, AS FOLLOWS: SECTION 1. APPROVAL OF GRANT AGREEMENT. The City Council of the City of Palm Coast hereby approves the State Funded Sub-Grant Agreement with the State of Florida, Division of Emergency Management, as attached hereto and incorporated herein by reference as Exhibit “A.” SECTION 2. AUTHORIZATION TO EXECUTE. The Mayor is hereby authorized to execute the agreement as depicted in Exhibit "A." SECTION 4. SEVERABILITY. If any section or portion of a section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other section or part of this Resolution. SECTION 5. CONFLICTS. All resolutions or parts of resolutions in conflict with any of the provisions of this Resolution are hereby repealed. Resolution 2015-____ Page 1 of 2 SECTION 6. IMPLEMENTING ACTIONS. The City Manager, or designee, is hereby authorized to take any actions necessary to implement the action taken in this Resolution, including but not limited to the following: overall grant program administration, grant agreement amendments, reports, requests for funds, or other contractually required documents. SECTION 7. EFFECTIVE DATE. This Resolution shall take effect immediately upon adoption by the City Council.
