Purpose:
UNICEF Evaluation Office is strengthening key areas of the systems required for planning,
monitoring and managing evaluation activities across the organization and for managing
information and knowledge relating to evaluation.
Description of Duties:
The Sr. Info. Comm. Technology Assistant will support the development of systems and procedures
in the following areas:
1. Modernizing EO databases to use up to date taxonomy: EO databases still use the now defunct
MTSP key results areas to classify documents. The databases need to be updated to assign
documents to SP outcomes areas.
2. Linking Evaluation and Research Database (ERDB) and PRIME: PRIME is a planning and
monitoring system develop to support planning and monitoring of evaluation activities. A link
needs to be created to connect PRIME with the Evaluation and Research Database.
3. Dashboards for ERDB and for the evaluation management response tracker (EMR): at present,
the ERDB and EMR lack “at a glance” reporting functionality for the stored data. Dashboards
need to be designed and created to solve this issue.
4. Reporting in PRIME: PRIME users require enhanced reporting functionality. Reports for
global, regional and country levels need to be designed and implemented, as well as real-time
dashboards.
5. Content Analysis: Use of content analysis software is required to enable greater efficiency in
extracting themes for analysis for developing syntheses of evaluation material initially in social
protection and WASH.
6. Simplifying systems: Work is required to make the Evaluation Office systems less burdensome
on the user while retaining elements that capture actionable data required for managing and
reporting on evaluation activities.
7. Survey on information sharing services: A light touch survey to collect data from users on the
usability of EO services and to determine how they can be improved in the near and long term is
required. This involves design, implementation and analysis of the survey, and design of the
changes required in the light of the survey findings.
8. Tracking evaluations by level of humanitarian emergency: The EO does not currently track
which activities target L1, L2 and L3 emergencies. Identifying how to add a marker into
existing systems is required to improve UNICEF’s capacity to target and support evaluation of
humanitarian crises in a more strategic manner.
9. Migrating the Evaluation Office from a Lotus Notes intranet to SharePoint: The EO intranet
page is still on the Lotus Notes platform and needs to be converted to SharePoint 2010 /
SharePoint Online.
Reporting:
The Sr. Info. Comm. Technology Assistant will be supervised by the Director in the Evaluation
Office.
Functional supervision for discrete tasks will involve others persons in the EO charged to manage
the systems and processes being improved.
Qualifications:

Secondary graduation with university level courses in related field or equivalent training and
certification in computer science, information system, or business administration.

Familiarity with software used in data bases, text analytics, and data visualization

At least seven (7) years of relevant work experience.

Fluency in English (written & verbal) is required. Fluency in an additional UN Language
(Arabic, Chinese, French, Russian, and Spanish) is considered an asset.
