Consultancy Services for the Provisions of Educational
Services in the Areas of Agriculture
1. The Government of the Gambia has received a grant amounting to US$3 million from the Africa Centers
of Excellence Project through the International Development Association towards the cost of Provisional
of Educational Services and it intends to apply part of the proceeds of this grant/credit to payments under
the Contract for the provisions Masters & PHD’s degrees in the areas of STEM, Health & Agriculture.
2.
The Projects Coordination Unit (PCU) representing the Ministry of Higher Education Research Science
and Technology (hereinafter referred to as (“the client”) now invites Universities for the ACE to submit
their Technical Proposals to provide consultancy services for the following: Consultancy Services
for the Provisions of Educational Services in the Areas of Agriculture (“hereinafter referred to as
the Project”). More details on the services are provided in the Terms of Reference which is enclosed
with this letter.
3.
The Letter of Invitation has been addressed to the following shortlisted Universities:
1. Institut International d'Ingénierie de l'Eau et de l'Environnement (2iE)
2. Benue State University, Nigeria
3. Bayero University, Nigeria
4. Université de Lomé, Togo
5. Federal University of Agriculture, Nigeria
6. University of Ghana, Ghana
It is not permissible to transfer this invitation to any other Institution.
4.
You are hereby invited to submit your Technical Proposal as well as Financial Proposal for providing
the services for your respective area of expertise. The Proposals shall be submitted on separately
sealed and marked envelopes to the address noted below:

5. An Institution will be selected on the basis of the Institution’s qualifications and experience by
comparison of Proposals (Technical), in accordance with the policies of IDA (the Bank). Institutions
will be selected for each area of expertise in which they are accessed on by the Bank. The Proposals
will be evaluated in accordance with the following criteria:

Following the evaluation of the Proposals of the Institution, the Institution whose score is the highest,
will be invited for negotiations on the submitted Financial Proposal and contract for signing once there
is agreement. In case agreement is not reached for a contract, the negotiations with the Consultant will
be terminated and new negotiations will be proposed with the next ranked candidate.
7.
You will be expected to start your assignment by the first week of September 2015. The Client will
make best efforts to select an Institution by that date.
8.
The estimated time required for the assignment: calendar Months
The time required for each Service is specified in the Terms of Reference.
9.
You are urged to review the ToR before submitting your bid.
10. Please note that the cost of preparing and submitting you bid, any visit to the Client and for negotiating
a contract is not reimbursable as a direct cost of the assignment.
11. There will be no pre-bid meeting.

TERMS OF REFERENCE
FOR THE CONSULTANCY SERVICES FOR THE PROVISIONS OF
EDUCATIONAL SERVICES IN THE AREAS OF STEM, HEALTH &
AGRICULTURE
Background
The Government of The Gambia, represented by the Ministry of Higher Education Research
Science and Technology, has received financial assistance from the International Development
Agency (IDA) through the African Centres for Excellence Project to increase and strengthening
the capacity of the UTG, GTTI and Gambia College in the areas of STEM, Health and Agriculture
to MSC, PHD and Certificate levels. One of the activities foreseen in the project is aiming to
enhance the UTG, GTTI and Gambia College to undertake MSC and PHD programmes in the
STEM, Health and Agriculture areas at the end of the project. This will be done by means of
providing short and long term training in the ACEs.
Purpose of the Consultancy
The Project Coordination Unit (PCU) of the Ministry of Basic and Secondary Education and
Ministry of Higher Education Research Science and Technology in collaboration with the
University of The Gambia and other beneficiary institutions have developed a training needs
assessment data base. With this consultancy PCU wishes to engage Universities from the ACEs as
Consultants to provide the required training in their areas of selection in the STEM, Health and
Agriculture in MSCs & PHDs. The Consultants are also expected to also provide Short Term
Training in the areas of STEM, Health and Agriculture.
Detailed Description of Tasks
1.
Time Frame
The Consultancy is expected to start on January, 2015 and to last up to 2018 (including the
research period of the PHD students)

CONTRACT
THIS CONTRACT (“Contract”) is entered into this [insert starting date of assignment] , by and between
Projects Coordination Unit, Ministry of Basic and Secondary Education (“the Client”) having
its principal place of business at Willy Thorpe Place, Banjul, and [insert Consultant’s name] (“the
Consultant”) having its principal office located at [insert Consultant’s address].
WHEREAS, the Client wishes to have the Consultant perform the services hereinafter referred to,
and
WHEREAS, the Consultant is willing to perform these services,
NOW THEREFORE THE PARTIES hereby agree as follows:
1. Services
(i)
The Consultant shall perform the services specified in the “Terms
of Reference and Scope of Services,” which is made an integral
part of this Contract (“the Services”).
(ii)
The Consultant shall provide the personnel listed in Annex B,
“Consultant’s Personnel,” to perform the Services.
(iii)
The Consultant shall submit to the Client the reports in the form
and within the time periods specified in the TOR.
2. Term
The Consultant shall perform the Services during the period
commencing [insert starting date] and continuing through [insert
completion date], or any other period as may be subsequently agreed by
the parties in writing.
3. Payment
A.
Ceiling
For Services rendered pursuant to TOR, the Client shall pay the
Consultant an amount not to exceed [insert amount]. This
amount has been established based on the understanding that it
includes all of the Consultant's costs and profits as well as any
tax obligation that may be imposed on the Consultant during the
course of the training programme(s).

Schedule of Payments
The schedule of payments is specified in Appendix C

Payment Conditions
Payment shall be made in US$, no later than 30 days following
submission by the Consultant of invoices in duplicate to the
Client.

Coordinator.
The Client designates the PCU Project Manager as Client's
Coordinator; the Coordinator will be responsible for the
coordination of activities under this Contract, for acceptance and
approval of the reports from the students and of other
deliverables by the Client and for receiving and approving
invoices for the payment.
Reports.
The reports listed in TOR shall be submitted in the course of the
assignment, and will constitute the basis for the payments to be
made under paragraph 3.
5. Performance
Standards
The Consultant undertakes to perform the Services with the highest
standards of professional and ethical competence and integrity. The
Consultant shall promptly replace any employees assigned under this
Contract that the Client considers unsatisfactory.
6. Confidentiality
The Consultants shall not, during the term of this Contract and within
two years after its expiration, disclose any proprietary or confidential
information relating to the Services, this Contract or the Client's business
or operations without the prior written consent of the Client.
7. Ownership of
Material
Any studies reports or other material, graphic, software or otherwise,
prepared by the Consultant for the Client under the Contract shall belong
to and remain the property of the Client. The Consultant may retain a
copy of such documents and software.2
8. Consultant Not
to be Engaged
in Certain
Activities
The Consultant agrees that, during the term of this Contract and after its
termination, the Consultant and any entity affiliated with the Consultant,
shall be disqualified from providing goods, works or services (other than
the Services and any continuation thereof) for any project resulting from
or closely related to the Services.
9. Insurance
The Consultant will be responsible for taking out any appropriate
insurance coverage.
10. Assignment
The Consultant shall not assign this Contract or sub-contract any portion
of it without the Client's prior written consent.
11. Law
Governing
Contract and
Language
The Contract shall be governed by the laws of The Gambia, and the
language of the Contract shall be English
12. Dispute
Resolution
Any dispute arising out of the Contract, which cannot be amicably
settled between the parties, shall be referred to adjudication/arbitration
in accordance with the laws of the Client's country.
