Applicant Organization:
Society for Education and Action –SEA is a registered charitable Society registered under
the Tamilnadu Societies Act of 1976. It has also registered under the foreign contribution
Regulation Act (FCRA) of 1975 with the Government of India. SEA also exempted from Income
Tax under section 80-G of Income Tax Act. SEA is located at Mamallapuram in Kancheepuram
District. SEA works at v32 villages in an around of the East coast Road (ECR) among fishermen
and Dalit salt pan workers and their children’s. SEA was founded by community development
workers and village youth. Mr.Desingu is the founder and Executive Director of the
Organization, he is from the 11th generation of the fishermen community it the need of
mobilizing community for sustainable development. SEA was founded during the year 2000 and
initiated intervention there among the fishermen and dalit salt pan workers. It was founded by
dedicated local youth in order to view a society without discrimination of caste, creed, Religion
and Economic Status.
For the past 14 years we are working in the East Coast Road (ECR) from
Kovalam to Kadapakkam among the fishermen and dalit communities. Our major activities are
on an Education ,Rights, Health and Economic development of this community especially for
women and Children.
Main objectives :
 To improve access to, and quality education and health care
 To promote children’s and women rights
 To improve the economic development of these communities.
Vision:
Our vision is to create a fair society .Where all women and children have their
rights respected and guaranteed and have free access to education and health care.
Mission:
Our Mission is to ensure healthy, Secure Life and total development for every
child and woman through entire community participation.

Project Area :
The proposed project will be implemented in the Tsunami affected areas in the 44
coastal regions from Kovalam to Kadapakkam which is highly populated by Fishermen
community and followed by Dalits who fall on the last rung of the caste ladder.
Target Group :
 Disabled children (Mental Challenged children )
who fall on the following criteria are our target group for this project
Between the age group of 0-15 in project area are our Target people and they will
benefit out of the proposed Programme.
Objectives:
This proposed project is framed in a planned manner with the following as its
objectives:
 To work towards enabling the disabled children to develop the potential and face
the world on equal terms. (Education, Rights and Health aspects)
 To Ensure Four core values of human rights law in the context of disability 1.Non
Discrimination
2. Self Determination and participation
3. Equality of opportunity and
4. Inclusion
 Reaching out to children with disabilities in Tsunami affected areas from Kovalam
to Kadapakkam with CBR ( community Based Rehabilitation )
 Raising Awareness of, and Advocacy for the inclusion of persons with Disabilities
in all activities in the community.

Assessment camp on 24-01-2014:
The 20 mentally retarder children participated in the assessment camp which was
conducted on 24th January 2014 at
Anjalammal Special School in Kalpakkam.
Mr. Athisayam and Mr. Navaneethakrishnan
physiotherapist working in the Govt scheme
of SSA did the assessment jointly to gather in
this camp they declared that various kind of
Aids and appliances (adaptive devices) were
required for 17 children especially walking
stick, corner chair, Physio Ball, CP chair,
etc.,
Further the epilepsy problems were
discovered for 7 children they advised to do
medical check up at hospital for 7 children.

Solution by assessment camp:
By this camp we came to know whichever children were in need of whichever demand
further medical advice with treatment, medicine and tablets are being supplied.
Assessment camp on 25-03-2014:
During the assessment camp conducted on 25th
march 2014 25 children participated. The
physiotherapy assessment and psychology assessment
were conducted by NIPMED. A national institution
named as national institution empowerment for
persons with multiple disabilities. They declared to
supply that MR kit box for 14 children and Aid and
appliances for 11 CP with MR children.
Enrollment campaign:
1. Rally:
The rally was conducted by school children in various villages. During the rally
the voice was raised up to admit the
disabled children in the special school, to
avoid the Negligence in the society and
they have equal right to participate in all in
this rally about 100 children participated
from 3 schools. By this rally 8 MR
children were identified and they were
admitted in our special school.
2. Awareness programme:
We created various kinds of about
disability in many villages particularly
amoung parents were represented to identify
the disability early and intervention with
treatment, the reason for disability and about
disability act (PWD Act-1995) and national
trust Act 1999 and also about 2009.

3. Referral services:
We refer the children with disability for Epilepsy problem to child trust hospital,
Nungambakkam at Chennai were they are provided with free consultation and
counseling through medical experts and faculties
like neurologist and psychologist to diagnosis and
identify the children medical programme.
In other referral services who require Aid and
Appliances ( Adaptive devices) for children with
disabilities and would be reffered to NIEPMDNational Institution Empowerment for persons
with multiple disabilities at Muttukadu in
Chennai. Adaptive devices for required children
with disabilities. NIEPMD is a national
organization; they are working for multiple disabled people. They are providing lot of
services like Aid & Appliances, medicines, physiotherapy and occupational therapy and
etc… they are ready to give some.
4. Medical Support:
Anjalammal Special School providing free medicine support affected for epilepsy
problem children. Now we give medicine all supporting 7 children with special needs for every
month.
After the medicine support their epilepsy level is reduced and when they are
trainedregularly maintain their epilepsy level, and also general medicine like iron tonics cough
syrups and all children, generics medicine.
5. Government Schemes and concession:
Anjalammal Special School followed government schemes and concession for children
with disabilities, Government provided Special Scheme and concession for CWD’S like
maintenance grant for MR children and national ID cad and etc.
We got 12 new Disability identity cards for children with disability and 15 children were
benefited for maintenance Grant.

6. Received Aids and Appliances:
Anjalammal special school has been providing Aids and Appliance to children with
mobility problems. There mobility their children and become more independent and also solving
their mobility issue problems.
We are network with government sector like DDRO Officer (District Disabled
Rehabilitee Office) at chengalpet. We have received adaptive devices from DDRO Office at
Chengalpet.

7. Vocational Training:
Anjalammal School is also providing vocational
training for parents with Disability Children. Parents are
very interested to participate in vocational training. We
give various vocational training like Wire Basket, food
material, Flower Box, Paper Bag and etc.
Identify we foot 10 parents with children with
disabilities and providing vocational training for creating
income Generating for parents children with disability.
8. Evaluation:
Review meeting are conducted during the last week of every month. The monthly
achievements, learning, challenges and challenges are shared by every staff individually. The
staffs also share special cases and their current attention. The staffs should also mention how the
trainings contribute to their activities. The areas of their improvement due to the training are
evaluated. The needs for training are also identify through this meeting. Based on the needs
identified by the individuals and also the chief functionary.
Monthly reports are collected from the staff. It is designed to get the maximum
information about the children . performances of the staffs is evaluated , according to the
comments of the field staff going to visits. The success stories also appreciated and their
performances also evaluated with this also . issues in the field were sorted out through collective

discussion . the records, reports and registers were verified and analyzed and the performance
was measured. The individual performances of the field staffs is also analyzed and the
challenges they face in the field are also got as feedback and the way to tackle them are
discussed . hence the monthly review meeting acts as a multi - dimensional meeting. where
reporting , follow – ups, sharing of learning, challenges and changes occur . it also act as a space
for the identification of the areas of training .

4. To improved academic and social skills for CWD’S.
5. To creating awareness programme for the community.

11. Sensitization for parents with disabled children.
12. To network with other NGO’S.
13. To creating opportunities for children’s with disabilities.
14. To promote right based activities for CWD’S.
15. To sensitization for private and public sector.
16. To conducting exposure visit.
17. To conducting assessment camp for children’s with disabilities in various aspect.

Case Study - I
Mugamadhu irfan is a 8 years old boy who had fallen ill with fever 4 years ago and had
become mentally retarded due to non – availability of medical intervention in their locality, more
so because of his parents lack of knowledge the boy situation had detoriated until

discovered him in one of their screening programmes six
months back. Ever since the school took up the initiative
to provide Mugamadhu irfan with medical help and also
provide special Education, the boy as shown remarkable
improvement both mentally and also physically. This has
initiated an around well being factor as the parents who
through their son’s life was doomed have now began
accepts his problem and more them willing to seek the
school’s service to help rehabilitate Mugamadhu irfan . as
for as the school is concerned they are delighted to have
been a great service to this child and his parents, as it is the
objective of the school to locate and help children with
such special problems.
CASE STUDY – II
Sanjai is 6 year old boy. He is living in vayalur village
near kalpakkam. His family is economically very poor.
Sanjay is affected for mobility problem in the age of
4years. At that stage he can’t able to move from one
place to another place without support.Anjalammal
school for Mentally Challenged is discovered him and
gave counseling for his families. After the counseling we
enrolled to our Special School and giving regular
physiotherapy and walking training.
He got walker and regular physiotherapy for Professional
Physiotherapist and improved his walking level and he
feels very happy. Now he can able to walk without
support and he got very good confident to move for one
place to another place. Parents are very happy to shown sanjay walking level. This is very good
changes for his life. His parents conveys thanks to Anjalammal Special School for Mentally
Challenged.
