Staff Council Minutes
March 26, 2010
The Staff Council meeting was called to order at 9:30 a.m. by President Shirley Sellers. Those in
attendance were: Shirley Sellers, Tara Halbrook, Kathy Coppola, Linda Bielewicz, Tara Bass, Bev
Ringeisen, Cheryl Little, Betty Hillman, Kathleen Mills, Sheryl Phillips, Eva Howe, Linda Burkholder, Diana
Goodnight, Anna Aichele, Terri Hellmann, Gail Daggett, Arlene Buell, Marcia Reynolds, Nicole Houston,
and Susan Wilson.
Minutes from February 26, 2010 were approved with no changes.
Shirley introduced Tara Bass. She replaces Oleatha Love in the Academic Advising Center. Welcome
Tara.
Guest Barbara Sehr circulated flyers on the Habitat for Humanity “Homeward Bound” Walk that is
scheduled to take place May 15th in Tipton, Indiana. Six agencies will receive the benefits from this Walk,
and a donor can pick/choose what charity their money would support. Barbara wondered if Staff Council
would be interested in sending a team or teams to participate. Please refer to the website for more

SC discussed depositing more money into the Foundation Account instead of the University Account.
The Foundation account draws interest. Staff scholarships currently come from the University account;
and student scholarships are generated from the Foundation account. Tim Sehr will have to make a
judgment call on each item that Staff Council wishes to pay for from the University account. Is Staff
Council allowed to purchase gift cards for student workers? Can money go directly into their student
account or their “group account” such as the Sorority and/or Ambassadors? One suggestion was to
deposit the Craft Show money into the Foundation account. It was decided to table this items until Craft
Show Chairman Cathy Archer can be included in the discussion.
Scarecrow Event: Diane
In the past, the Scarecrow Event has been held at Farlow’s Orchard in Russiaville. In 2009, SC planned
to serve hotdogs but was unable to do so at the last minute. Chancellor Green suggested that SC move
the event to the campus. By doing this, we could expand by inviting vendors, have face painting and
pumpkin carving, sell mums and other items, etc. Tim Sehr has given his blessing. The date chosen was
Saturday, October 16th. If it rains, we could move to the lower level of the parking garage. It was
suggested that vendors/crafters bring their own tables for set-up. SC will need a new name for this event.
First by Tara, Second by Anna, motioned carried to try it on campus for 2010.
Card/Flower Committee: Sheryl Phillips
Betty Hillman will replace Oleatha Love. Sheryl was able to purchase cards on sale at the Hallmark that
went out of business.

Elections Committee: Tara
SC will vote in May for the new officers. Please have nominations to Tara or Cathy Archer before the
April meeting.
Water for Grads: Shirley
SC has 657 bottles of water for the 2010 Graduation. A sign-up sheet to sell water was circulated. SC
will have to use either comp time or vacation hours to sell the water and participants must have gone
through the financial training with the Bursar’s Office. One-hour shifts are available. SC made $62 during
the 2009 Graduation by selling water.
New Business
Anna -- Marsha Shaw is leaving her Humanities secretarial position and will become a full-time advisor.
She will be missed from SC. Her last day will be March 31st. There will be cake in Humanities from 1-5
on the 31st.
Marsha – During one of the FoE meetings, it was discussed about the IUK campus having only one
Automated External Defibulator (AED). It is recommended that each building have one available for
emergency purposes. (One of the local high schools was able to save the life of a student by using the
AED.) The cost is approximately $1500. This item was tabled until all the FoE reports are in.
Shirley – June 1st is the deadline for Staff Council Scholarships.
Bev – Take Back the Night is scheduled for Tuesday, April 27th. There will be a pizza party afterwards. If
anyone is interested, she is forming a team. Donations are welcome and please make checks to Family
Services Association.
Kathy C – If you have added any content to the Campus Event Calendar, please let her know. Bev
volunteered to help Kathy.
Shirley – Listed below are the Ad Council notes she took:







New Chancellor is Michael Harris. He will start on July 1, 2010. His family will move into the
Kelley House.
Advanced registration – going well. Stacey Thomas reported 993 credit hours up this time last
year – 16% ahead. Reeta Piirala-Skoglund reported admissions up 36-37% for fall. (Freshmen
34% and transfers 37%). This could change as some students make final selection of school
they will attend.
Budget - Tim Sehr. Working on budget for next year – in process. Waiting on Vice Chancellors’
input. Budget discussion at Cabinet retreat – they already submitted their requests for budget.
Good news – budget looks good. Bad news – uncertainty of state funding. If tax revenues don’t
pick up there will be cuts for next year. We can accommodate a reasonable cut in the budget –
but don’t know about next year. If enrollment holds up we will be in pretty good shape. Financial
Aid challenges for next year: Child of Disabled American Veterans – state covered the
scholarships for this but now universities have to cover the scholarships because it is a legal
obligation (several thousand dollars). Incentive Awards – fulltime student both semesters
$250.00 which we have to pick up (several thousand dollars). State Universities – state
scholarships – awards maybe smaller – more students applying for them but same amount
money may need to increase money from university. SASSY money – went from $6700 to
$4200. Another 20% cut to $3300.
There will be one more meeting for Administrative Council mid-April for budget information unless
can do it at regular meeting.
President McRobbie would like to give 2% raises, but no guarantees he can get it through this
year. Cost $288,000 for appointed positions plus whatever it costs to give adjunct raises, etc.
IU Kokomo campus would like to have a $300,000 cushion for budget this year.
WCMS web update by Carl Pennington: Craig Spanburg – working with IU Kokomo campus on
WCMS new web setup. IT dept. was asked to manage issues with existing website. There were
161 issues reported and only 3 have not been answered. Three-legged stool consists of the IT
Dept., OCM, and Web Managers. Seventy-two people identified as web managers and they will
meet bi-weekly. Project management team has met three times. Three people will be going to
training workshop on web next week (3/29 week). April 2nd is the target date to build new

templates for WCMS. Cougar Insider – OCM publication for web. Craig Swoverland building
new web site in WCMS. July 30th is the target date for WCMS to be complete.
NSSE report by Sharon Calhoon. National Survey of Student Engagement at IU Kokomo.
Sharon reviewed some of the findings of the report. IU Kokomo looked good -- same as peer
colleges or better in some places. Report available for anyone to see.
The Administrative Council reviewed the Philosophy statement draft for FoE. There was a motion
and passed to accept philosophy statement with suggested changes. The Philosophy statement
will be a living document – changes will continue to be updated as needed.
FoE Committee model proposal – Administrative council could not decide on which committee
model proposal to accept. It was decided to table the decision until they get what the charge is
for the FoE committee then Administrative Council can decide on who should be on the
committee.
Marcia Reynolds – Employee Campaign Chancellor’s Challenge will run the month of April. Each building
will challenge the other. Employees will be able to designate where their donation goes. Chancellor
Green will match certain donations.
Eva – Even though Purchasing has gone through restructuring, please call Eva for assistance.
Tara – Campus Beautification Day is set for Tuesday, April 13, from 1:30-3:30 (to accommodate the
Freshman Learning Communities). Rain date is April 15.
