ND DoH Overview
 Arvy Smith reported that that the budget was
submitted mid-August for review. Rules do not allow
sharing of budget.
 OMB meeting this Friday. Healthcare Interim
Legislative Committee meets 10/01, Mary Amundson
will present.
 Federal law prevents some of the dental loan rules
from being grouped to streamline process.
 Non-profit recipients of dental loans: Fargo CHC,
Valley CHC, State Penitentiary
 Met last Friday.
 Working on wording of grant process with Dakota
Medical Foundation (DMF), which will meet this
coming Friday.
 Case Management initiative in development
 DentaQuest funds not available to support Case
Management

 Receiving applications from Medicaid Expansion
Program
 CHIP funded to 9/15, may be in jeopardy, HHS to
issue report in spring to determine future of program
 Blue Cross Caring Program dissolving by 12/12/14
 Accepting requests for 2016
 Upcoming meeting to discuss sites being used to be
cost effective
 Many locations with high need so must be very
strategic in selection
 Free and Reduced Lunch criteria for selection may
need to be reviewed due to oil country schools with
large disparities in income skewing percentages.
 Conducting presentation for Oral Health America
 Kathy Keiser and Kathy Mangskau presented on RM
Care Mobile recordkeeping at the National RMHC
Conference in August
 Administrative Committee recommends request to
increase site visit fee
Turtle Lake
 Minot clinic open four days a week, well received and
great need.
 Seeing 85% Medicaid patients
 Donations of five Dental operatories available
 Possible expansion into Rolette in fall, dentist being
interviewed
 Deans from University of MN Dental School visiting
Turtle Lake on 10/29 to explore possibility of
Northland as outreach program to mentor dental
students.
Elderly Care Program
(Long-term Care Outreach)
 DentaQuest is interested in a focus on Elder Care.
 They feel that ND is a national example for the
program
 Concept paper will be submitted to apply for funding
 DentaQuest 2014-current grant ends in October 31,
2014

 Case Management is not currently in scope of
DentaQuest’s goals although funding is being
researched for this project
 Contacted by HRSA, NGA received
 New budget to be submitted due to change in dollar
amount awarded
 Schools having difficulty reaching the 50% mark for
Free and Reduced Lunch (Parshall and Rolette don’t
qualify)
 Will focus on Free and Reduced lunch at 45%
 Six applicants for epidemiologist, all from out-of-state
 Dr. Podrebarac states that Family HealthCare has
explored relationships with U of M and Wahpeton as
mentors for dental students, some fiscal challenges
identified
 Rachelle Gustafson reports will be recruiting for new
dentist
 Possible opening of second branch Grand Forks





Discussion about the NDOHC supporting Dental
Hygienists and Assistants receiving loan repayment
Desperate need for Dental Assistants
Discussion about the NDOHC exploring the
promotion of Collaborative Practice-Colorado and
Wyoming have examples
Clarification regarding language on definition of
supervision needed, Kim and Marcia are meeting

 Working on Final Bremer Grant report
 Drafting new Bremer Grant application
 Updating and merging NDOHC Membership lists
 MN and ND Oral Health Coalition Directors met in
Minneapolis in August along with Dental Directors,
Bremer Regional Representative, and DentaQuest
representative.
 Tristate meeting through DentaQuest in November
for SD, MN, and ND oral health representatives to
meet and discuss possible regional hub concept and
identify areas of program alignment and
collaboration
Next meeting: Tues. December 9, 2014, 9:00 a.m. to
11:00 a.m. CST. 4th floor, Gold Seal Building
work with committee to set dollar amounts as
necessary and provide other specifics.
