Official Rules & Regulations An official preliminary to the Miss America Scholarship Pageant, the Miss Texas Pageant has a rich history of empowering young women to achieve their dreams and goals. Larger than the young women who have held the title of Miss Texas is the volunteer team and “pageant family” who have dedicated their lives to ensure these young women have every opportunity available to them through this transformational pageant system. Produced by the Miss Texas Pageant, Inc. the Miss Texas competition exists for the purpose of providing personal and professional opportunities for young Texas women and promoting their voice in culture, politics and community. The competition was founded in 1936 by a group of civic minded citizens concerned about higher education. The first Miss Texas Scholarship Pageant has evolved into what is recognized today as one of the best organized and well-managed of all state pageants. The Miss Texas competition provides a statewide forum for today's young women to express their viewpoints, talents and accomplishments to Texas audiences and to the public at large during the ensuing year. Almost all contestants have either received or are in the process of earning college or postgraduate degrees and utilize Miss Texas scholarship awards for furthering their education. Hundreds of young women participate each year in the local pageants, culminating in the selection of local finalists who vie for the Miss Texas title each summer. Little Texas Stars Pageant is a fundraiser for the Miss Texas Pageant. This pageant is an experience of the Miss America tradition. We are looking forward to growing a successful program to complement our Lone Star Princess program. Anyone can compete, but you need to be qualified by winning a local competition age division or applying for an at large title. By entering this pageant, you are starting in the footsteps of becoming Miss Texas and possibly Miss America. Every contestant gains something by participating in the program – self confidence, poise, and speaking skills are just a few examples. Our program emphasizes community service, good moral values, scholastic achievement and good sportsmanship. The rules and regulations are also available for you to become familiar with what is expected. This should answer most of your questions, but feel free to call or email at anytime. Please note, if you won a local preliminary title, you have a $100.00 deposit paid on your behalf for the state competition. If for any reason you cannot participate in the state pageant, please let us know as soon as possible so that we can have the next available contestant represent the area. This packet should provide all the information you need to compete at the state pageant. Please look through the information and ask any questions. Make notes of the important items and keep this with you during competition as a reference. Page 1 General Rules You need to submit the application and a minimum of $100 to hold your place by March 22, 2014. All forms must be filled in with a computer or typed. All payments must be made by Visa, MasterCard, money order or cashier’s check. All payments need to be made payable to the “Miss Texas Pageant, Inc.”. All fees are non-refundable. Fees are non transferable to other contestants. Makeup should be age appropriate. No makeup is allowed in interview for the Tiny Miss and Mini Miss age categories. Makeup on stage is permitted for all age categories. Award ceremonies are held at the end of the competition. Judge’s decisions are final. Eligibility 1. Age eligibility for each division is determined on the day of competition. Age divisions are: Tiny Miss Texas (5 – 6 years); Mini Miss Texas (7 – 8 years); Little Miss Texas (9 – 10 years); Junior Miss Texas (11 – 12 years). To compete in the Junior Miss age division, the contestant MUST be 12 years old on July 31, 2014. If the contestant turns 13 years old prior to July 31, 2014, she is eligible to compete for Miss Texas’ Outstanding Teen and NOT eligible to compete in the Little Texas Stars Pageant. 2. Children or family members of a director may compete in local competitions and/or be an at large contestant in the state competition. 3. Contestants who won a local preliminary age division will compete in the same age division at state even if they have had a birthday as long as they are not 13 prior to July 31, 2014. 4. Participants holding a current title from another system may enter the pageant; however, the winners of each age division are obligated to attend the Miss Texas competition this summer. Judging The judges are a high quality experienced panel using a point system. The judge’s decision is final and no scores will be published. Please do not ask the judges for comments or areas of improvement. The judges are not allowed to provide critiques of contestants. All contestants will compete in interview, party dress/formal wear and sportswear, which are considered the Beauty Competition. The judges are not looking for the next Miss America, but a well-rounded representative for their age division who embodies the qualities of a future Miss America ~ polite, good sportsmanship, a friend to all and consistent in all that they do ~ a role model for their age division. Media Information The Miss Texas Pageant currently makes news weekly around the state. Each contestant should be able to attract media attention as well. In order to get the best coverage, you are encouraged to provide information about the Little Texas Stars pageant to your friends and family ~ the sooner the better. If the media is notified about a local resident representing the area at the official state pageant, they should provide coverage. Your local director can provide a press release template for you to use. Page 2 Beauty Competition The beauty competition is judged on the overall impression the contestant leaves on the judges for interview and modeling events. This includes their personality, stage presence, poise, confidence, eye contact and choice of outfit as a compliment to the contestant’s personality. The value of the outfit is not judged. All contestants will participate in this portion of the competition, which consists of the following categories: Interview (40%) –This is a 3 minute (for ages 5 - 8) and a 5 minute (for ages 9 – 12) time for the judges to get to know the contestants. The contestant will sit in a chair while talking to the judges answering simple questions about their likes and what they enjoy. This is not an intelligence test. The judges are looking at the overall first impression, natural, well-mannered with a great personality, able to communicate based on age level, poise, confidence, smile and commanding presence. Make up is not allowed for the Tiny Miss (ages 5 – 6) and Mini Miss (ages 7 – 8) divisions in Interview. A Sunday dress is appropriate. Sportswear (30%) – Contestants will model “workout” clothes (shorts, yoga pants, aerobic tops, t-shirts with tennis shoes, but no swimwear). The outfit should complement the contestant’s personality. No glitz, bling or embellishments – something from their current wardrobe. Party Dress/Formal wear (30%) – Any length dress is acceptable, but must be age appropriate. The dress should complement the contestant’s personality. Junior Miss (ages 11 – 12) MUST have a full length gown. Note: A beauty winner will be crowned in each age division as well as runner ups. The percentages are noted above for the calculation of the beauty score. Competing for the Overall Crown Contestants requesting to compete for the overall crown in each age division must compete in the talent competition. The score from the talent competition will be combined with the scores from the interview and modeling scores to determine the overall winner in each age division. Each phase of competition is weighted similar to the Miss America’s Outstanding Teen competition – Interview (35%), Party Dress/Formal Wear (15%), Talent (35%) and Sportswear (15%). The overall winners will be recognized during Miss Texas week in July. The Miss Texas Pageant, Inc. makes no guarantee as to the number of times the overall winners will be recognized during Miss Texas week. The overall winners cannot make appearances on behalf of the Miss Texas Pageant, Inc. or represent themselves as the overall winners of the pageant without the authorized written consent from the Miss Texas Pageant, Inc. The winners will hold their title until their successor is crowned. If no successor is crowned, the reign will cease on March 31, 2015. Modeling Competition The judges are looking for the overall impression of each contestant and not their ability to model. The walk and turns during competition should be natural and simple. This is not a “runway modeling” competition. The scores will not be affected by hand motions or facial expressions. You need to be yourself, stand tall and walk gracefully. No props are allowed during modeling competition. Page 3 Official Modeling Music The music will be selected and played for all contestants by the Little Texas Stars Directors. The same music will be played for all contestants as they model. Talent Competition Talent may be anything that entertains the judges and audience that shows the contestant’s ability. Examples include dancing, singing, gymnastics, baton twirling, monologue, playing an instrument, comedy, etc. The judges are looking for showmanship, stage presence, proficiency, use of stage, technical skill level based on age and how the talent outfit/costume compliment the talent selection. Talent time limit is 2 minutes. The time starts from the first movement or first sound of music. Contestants with over time limit talents will not be eligible to win the overall title or the talent winner in the age division. The contestant is responsible for providing their own music. Please note the quality of the music as it is important. It is preferred to email your music in by the deadline and bring a back up CD with you. Please make sure your talent music is the only track on the CD. CD’s must be labeled with the contestant name and age division. The sound technician will not start and stop the music during a performance. Music should be edited to stop within the time limit. Email music to amym@misstexas.org. The subject line should be: Talent Music and the file name should be: age division – contestant first & last name – name of the music. Coaching from the audience or side of the stage is prohibited. Individual talent rehearsals will not made available. Any contestant singing or speaking will be required to use a microphone. The size and the number of props should be limited and must provide a function to the talent presentation. Props must be easily and quickly moved on and off the stage. Please make sure someone is there to move props; otherwise, no parent(s)/legal guardian(s), friends or coaches are allowed backstage. Prohibited props include fire, water, pyrotechnics, glass, knifes, weapons, live animals or special lighting. Gymnastic presentations will not be allowed to use a mat and there is no limit to the number of tricks included in the routine. The talent presentation must be performed alone with no assistance. Please use discretion in the talent presentation or costume. Any suggestive performances or costumes will be noted as a disqualified talent. Photogenic Contestants are judged on their ability to show their beauty, personality and charm through pictures. Photos can be black and white or color and the size should be a 5x7 or 8x10. The picture should be a current photograph of the contestant. All photogenic entries must be beauty contestants as well. Photos should be submitted electronically with the contestant name and age division as the file name. All photos need to be submitted by March 22nd and emailed to amym@misstexas.org. Page 4 Congeniality All contestants in each age division will vote for the friendliest, most likable contestant in their age division. Tickets Everyone (except contestants) attending the pageant and events will be required to purchase tickets for each event. The pageant tickets will provide each person in and out access throughout the day. The pageant tickets are $10.00 each and $5.00 for kids 12 and under for on stage competition. Expectation of the Contestants and Parent(s)/Legal Guardian(s) All contestants and spectators are required to have good sportsmanship. Having the right attitude of self improvement and development for each contestant is the goal. Remember, only one contestant will win the overall crown for each age division, but every contestant should learn something about themselves through the process of competition. Please remember to treat others like you want to be treated and win or lose, have dignity and grace. Any parent/legal guardian, teacher, guest or contestant who displays unsportsmanlike behavior will be subject to dismissal from the event. No alcoholic beverages or other types of drugs will be allowed in or around the event. This rule is strictly adhered to and includes contestants, parent(s)/legal guardian(s), volunteers and guests. Contestants and parent(s)/legal guardian(s) must hold the Miss Texas Pageant, its directors and volunteers harmless from and against any and all liabilities, suits, claims, damages, injuries, and actions, costs and expenses of any nature of anyone whatsoever relating to subject premises due or arising out of an act, common negligence of the participants. The Little Texas Stars Pageant, Miss Texas Pageant, Directors, Board Members, Leadership Team, Judges, City of Richardon, their employees, and owners and members will not be responsible for any act of theft, vandalism or accident which may occur to persons or property before the competition, during the duration of the competition, or after the competition. All cell phones must be on silent. Winners have the utmost respect for themselves and others. Good manners must be displayed at all times. Contestants cannot win an overall title more than once in an age division. Winners cannot publicize themselves without prior approval of the Miss Texas Pageant. All contestants and parent(s)/legal guardian(s) will abide by all rules and regulations. Page 5
