SECTION FOUR - ACTION PLAN GENERAL PRINCIPALS: This plan is set up envisaging a ‘worst case scenario’ where outside help is not immediately available. In such a case self -help would be necessary to minimise the impact of a hazardous situation . There is no suggestion that under non-siege conditions that members of the village should take on the roll of the emergency services. This should only be undertaken in extremis and in a coordinated manner. Coordination should be the key-word here as a ragged response can unintentionally cause more harm than it cures. The three principal hazards the village is most likely to face are flood, crashed aircraft or an incident with a tanker carrying a hazardous load. The Parish emergency plan is constructed to counter such eventualities. That said, no plan can cover all eventualities and even if that were possible it would be ineffective and unwieldy due to its inevitably vast content. Therefore what follows are concise general principals, intended as a guide rather than inflexible rules, and it is upon that guide it is suggested an action plan can be formulated. 1) Sustainable Communications in adverse conditions (mobile telephones with wind up chargers (to this end the Chairperson and Flood Wardens have been issued with wind-up mobile phone chargers) 2) Assembly Points: “ A - Village Hall, “ B - Picnic Site, “ C - William Lovell School 3) Vehicle hazardous loads identification (found at rear & side of trailer) List of hazard signs 4) Crashed Aircraft Light and Service aircraft incidents 5) Key personnel to hold copies of local (TJ) Register of Electors and list of vulnerable persons 6) Set up liaison with local care facilities dealing with elderly/infirm/disabled or vulnerable(Old Rectory Care Home, Main Road, Stickney Tel: 01205 480511) 7) Ensure all new and existing members of the PC are familiar with the emergency plan and can navigate its contents. Institute training or talks by pertinent outside authorities. (eg: First aid) 8) Set up a storage facility for sand bags and arrange and publish where stocks of sand will be available.
