Message #2012-10
ISSUED: 9:30p.m., Tuesday, September 4, 2012.
SUBJECT:
Watershed Conditions Statement: Water Safety
ISSUED TO: Municipalities of Smith-Ennismore-Lakefield (SEL), Douro-Dummer (DD), Asphodel-Norwood
(AN), Otonabee-South Monaghan (OSM), CavanMonaghan (CM), City of Kawartha Lakes (CKL), and the City of
Peterborough (CP), as well as the ORCA’s other partners in emergency flood management.
A WATERSHED CONDITIONS STATEMENT – WATER SAFETY indicates that high flows and slippery
banks will create dangerous conditions, but lake and riverine flooding are not expected.
Otonabee Region Conservation Authority (ORCA) advises municipalities and the public that a Watershed
Conditions Statement – Water Safety has been issued for the region.
WEATHER OULOOK:
The remnants of Hurricane Isaac are forecast to track through the area today, Tuesday September 4, 2012.
This system is forecast to bring 30 to 40 millimetres of rain over the next 24 hours. In addition, this system
brings a possibility of thunderstorms.
RISK of FLOODING:
Due to an extended period of below-normal precipitation receipts and above-normal air temperatures, the soil
conditions are dry and the area lakes, rivers, streams and creeks are currently flowing below normal levels
typical of this time of year. The forecast rain is, therefore, NOT expected to cause area lakes, rivers, streams
or creeks to flood. However, increased water levels/flows are possible, and thunderstorm activity, with
associated heavy downpours, could result in ponding of water on the ground due to poor drainage.
CAUTION URGED: The public is urged to be on the look-out for, and to use extreme caution around all
areas, such as road intersections, driveways, and pedestrian and bicycle crossings, where there is water
ponding due to poor drainage. Also, the public is urged to use caution around all watercourses due to the
possibility of strong currents and slippery stream banks. Parents and caregivers are advised to keep children
away from all waterways. Areas around dams, culverts and bridges should be avoided at all times.
